I didn't appreciate how I was uh

approached by The ticketer Who gave me

conversational than it needed to be um I

I was a little uh fired up because I

just saw two tickets in my windshield

for 60 bucks in a place where I park

quite often and have never gotten

ticketed before um and when I did ask

the person tiet you know what is this

ordinance that you are that I'm being

cited for to parking um he could not

give that to me which I do understand

you know he's there to inforce um but

then he wouldn't give me his name he

wouldn't tell me he worked for he told

my neighbor he couldn't she couldn't be

reporing him because that's illegal

which it's not he was on a street corner

um and then I did call the city to try

to ask like I didn't think that I

deserved to get these tickets um based

on my reading of the ordinance for the

city it does say parking prohibit is

when signs are erected lawfully giving

repeatedly by them State wall trumps

park there and some not other times um

and it also I recognize parking can be a

bit of a trivial issue however there are

in the ordinances it does say if you

don't pay your ticket in time you can

face actual jail time so um if people

are not they don't have the finances to

pay that they lose if you get more than

three tickets too you also get your car

booted so just that alone could help

prevent people from getting to work and

could potentially be to jail time for

them um and I was also told I was like I

did say on the phone I don't think I

should be I'm not going to plead guilty

to this I don't believe I'm guilty

that's not what the oran says and I was

told repeatedly in order to not get a

citation through the uh magisterial

judge you have to just not pay it and

wait to get a citation in the mail um

but that's also not true you can go on

you can go right on the website and um

uh dispute the ticket immediately which

was not what I was told by the city um

so I I do read ordinances from my job

administration uh clarifying the

timeline of the RFP

process we did receive some

clarification but I'll fill in some of

gaps on May 22nd of

2023 there was an email that was sent by

the former business administrator Mr

Hartman to four individuals that served

as the scoring committee uh for this

24:41

particular

um lobbying

24:46

firm uh the controller Mr de Bruner vice

president green uh Miss Marita Kelly the

24:54

former Finance director and Miss Deborah

Robin son who works in the mayor's

office were all included on this email

25:04

um they were to return the scoring uh

25:09

matrix by Tuesday May

30th um by the next date I guess that we

learned or solve anything July 1st of

20124 is when uh the mayor received

or make communication with OnePlus

strategies relating to lobbying

Services um and then this resolution is

dated August the 26th of

2024 I did want to note that there were

previously we were told that five firms

applied and three were interviewed but

there are seven firms that are outlined

on this uh scoring Matrix and the

information that was shared with the uh

committee so I just wanted to clarify

that um I

don't I'll be voting no on this

resolution as we noted before um this

was tabled due to a lack of information

and two other council members expressed

concerns that lobbying Services just

were should not be a priority at this

time there are other um

cabinet level positions that are still

not filled and at this time I just don't

feel bringing on a lobbying firm is a

26:37

priority still um so I will be voting no

the Council made a motion to table this

as opposed to just went back to

committee then you need a motion to put

company I just feel like at this time

there are much more pressing things

within the city that are more important

than a Lobby um firm and hiring one and

there are people people right now that

are at um Capitol Hill that can help us

Lobby until we are in the position where

hiring a Lobby firm can be a priority

but right now our city um our youth and

what is happening with the gun violence

is a priority I'm making sure we have

not to say we wouldn't have the money

for the market but making sure

everything is in place with that and

that right now um with the cabinet

positions that need to be filled within

the administration that what that is

what number one and we can come back and

revisiting seeing about hiring a

stance was on that um and why I was
