AI Summary

The Harrisburg City Council advanced resolutions to expand professional audit services to resolve its municipal audit backlog, apply for a $300,000 county grant for a larger public works salt dome, and accept a $955,000 federal grant to modernize downtown pedestrian and traffic signals under the Vision Zero safety initiative.

This meeting highlights Harrisburg's ongoing efforts to resolve long-standing financial reporting backlogs, secure critical winter weather operational infrastructure, and leverage federal funds to address high-injury pedestrian corridors despite state-level jurisdictional roadblocks.

Roll Call and Postponed Agenda Items

optional

President Bowers calls the meeting to order and rolls call. She notes that the anticipated ARPA program status update and Resolution 56 of 2024 have been postponed to November due to staff absence and applicant extension requests.

It contains procedural administrative announcements but provides quick context on postponed topics.

1:00-8:00

Resolution 60: Maher Duessel Audit Agreement Amendment

watch

Accountancy Manager Brian McCutchen presents a contract amendment to expand Maher Duessel's 2023 audit prep duties to include workers' comp, tax receivables, and federal HUD loan portfolios. Council members ask clarifying questions on cost and timelines before recommending the resolution move to the next legislative session.

Essential for understanding the city's financial standing, audit catch-up efforts, and handling of federal grant portfolios.

8:00-12:00

Resolution 61: Public Works Salt Dome Grant

watch

Mr. John of Public Works explains a request for a $300,000 Dauphin County LSA grant to fund a larger salt dome. He details the structural and storage limitations of the current facility and the negative impacts of wet, hardened salt on municipal vehicles. The resolution is moved to the legislative agenda.

Provides detail on local infrastructure funding, equipment preservation, and storm readiness strategies.

12:00-24:00

Resolution 62: Vision Zero Traffic Signal Upgrades

watch

The City Engineer explains a $955,000 federal grant to modernize traffic and pedestrian signals across 25 downtown intersections. The council discusses the data-driven selection of these locations, safety challenges on state-controlled roads like Cameron Street, and the need to eventually scale these upgrades citywide.

Crucial for understanding local transportation policy, federal safety grants, and state-municipal jurisdiction struggles.

24:00-25:00

Public Comment and Adjournment

skip

President Bowers opens the floor to public comment. Finding no participants, she entertains a motion to adjourn. The meeting is adjourned at 6:00 PM.

Consists purely of routine adjournment motions with no public commentary or legislative debate.

Key points

  • Expediting the Municipal Audit Backlog — To catch up on delinquent financial reporting, Harrisburg is expanding its agreement with auditor Maher Duessel. The amendment adds $9,750 to finalize complex portions of the 2023 audit, specifically targeting worker's compensation liabilities, real estate tax receivables, and legacy/HUD-funded loan portfolios.
  • Scaling Infrastructure for Winter Storm Resilience — The Public Works department is seeking a $300,000 county grant to replace its undersized salt dome. The current structure only holds two storms' worth of salt, leaving the city vulnerable to supply chain delays when winter storms impact multiple counties simultaneously.
  • Data-Driven Pedestrian Upgrades via Vision Zero — Using a $955,000 federal Safe Streets and Roads for All grant, the city will modernize traffic signals at 25 downtown intersections. The project will standardize inconsistent pedestrian crosswalk behaviors and integrate emergency vehicle preemption technology.
  • State Jurisdictional Barriers to Local Safety — During traffic safety discussions, city officials noted that highly dangerous local corridors like Cameron Street are owned by the state (PennDOT). This division of ownership hinders city-led safety measures, as the state has previously declined requests for traffic studies.
currently we're in the draft we we do have a financial draft of the audited financial statements for 2022 ... and our we're in the report phase Brian McCutchen
to purchase a new salt dment would give us about four storms worth of salt which in turn can keep us that we're safe Mr. John

present Miss Green

0:30

0:41

Bowers

0:42

present thank you H just a few comments

0:46

before we begin um the committee

0:49

business for the building and housing

0:51

committee uh the ARA program status

0:54

update was supposed to be delivered by

0:56

interim director of the department of

0:58

building and housing Miss Martin Roberts

1:01

she's unable to attend this evening so

1:03

we will go over that and the community

1:06

and economic development committee

1:08

business resolution 56 of

1:11

2024 uh the applicants uh have sought an

1:17

extension um so we will look to

1:21

um provide an overview and receive

1:24

resolution 56 along with um two other

1:28

items sometime in November so we will go

1:32

over that so to begin this evening uh we

1:36

will begin with the work of the budget

1:39

and finance committee I will defer to

1:41

our budget and finance committee chair

1:43

vice president green thank you president

1:46

Bowers good evening everyone uh for the

1:48

budget and finance committee we'll be

1:49

going over resolution 60 of

1:52

2024 uh I believe we have Mr McCutchen

1:54

here to go over that so if you wouldd

1:55

like to come up I read the resolution uh

1:58

resolution 60 of 2024 is a resolution

2:01

authorizing the city of Harrisburg to

2:03

amend its professional service agreement

2:05

with Meer duu PC for the purpose of

2:08

providing additional audit preparation

2:10

services to the city of

2:12

Harrisburg if you wouldn't mind just

2:14

giving us a brief overview and

2:15

introducing

2:18

yourself yes uh don't mind at all uh

2:21

good evening

2:22

everyone thank you vice president green

2:24

uh Brian McCutchen accy

2:27

manager um this resolution is aimed at

2:31

the request to expand the 2023 audit

2:35

preparation services to be provided by

2:37

Myer dusel um the idea is we're trying

2:42

to jumpstart or fast track our catchup

2:44

on our audit prep our audit work within

2:47

the city uh currently we're in the draft

2:51

we we do have a financial draft of the

2:54

audited financial statements for

2:57

2022 uh and our we're in the report

3:00

phase uh the pieces that go that will

3:04

accompany the uh comprehensive report to

3:06

be issued by our Auditors and provide it

3:09

to the city's audit committee um so the

3:12

timeline is that is for that is to occur

3:14

over the next several weeks and my goal

3:16

was to have that completed prior to the

3:18

end of uh this month of October but in

3:22

the meantime we've

3:24

also uh implemented our audit

3:26

preliminary audit early stages work for

3:28

the 2023 re audit which includes Meer

3:31

duel doing what they have already

3:34

contracted to do earlier this year

3:37

namely to uh provide audo preparation

3:41

services including the uh revenue and

3:44

receivables components of the

3:46

neighborhood services fund that's the

3:48

trash utility piece I I should say uh

3:52

and liabilities associated with uh

3:55

compensated

3:56

absences and the city's opep or post

3:59

post employment benefits

4:02

liability and also the assets and

4:05

liabilities associated with the pension

4:07

plans so this current resolution is an

4:11

an extra layer ask again to try to

4:14

expedite our uh performance of of the

4:18

2023 audit it includes three main areas

4:21

which are significant which will help me

4:25

concentrate on other areas to to uh

4:28

expedite uh

4:30

it's a

4:31

liability uh component of the city the

4:33

workers compensation

4:36

liability um also the the city's um real

4:40

estate Tax receivables and Revenue work

4:42

papers there's a receivable and a

4:45

deferred U section of of that part of

4:48

the audit and lastly the the city still

4:51

has in effect loans receivable that

4:54

relate back to uh both the prior mayor's

4:58

Economic Development economic

5:00

development program uh there's a

5:02

portfolio of loan balances that are

5:04

still outstanding and and and some

5:07

payments continue to uh materialize to

5:10

pay down those loans and then also on

5:13

the federal side uh building and housing

5:15

development through HUD funding we have

5:18

various U homeowner type loan

5:22

Improvement uh loans that involve both

5:25

the cdbg funds from HUD and the uh home

5:29

investment Partnerships uh program which

5:32

is also HUD funded so those are the

5:34

three main

5:35

areas uh Meer dussel's original contract

5:40

earlier this year the the total fee

5:42

proposed or accepted was for

5:46

$2,500 this particular request for these

5:49

three main are uh significant areas is

5:51

is to add an additional

5:55

$9,750 uh to the total audit prep

5:58

assistance fee that would bring the

5:59

total to

6:02

$3,250 for the 2023

6:05

audit uh audit audit

6:11

preparation that's those are the main uh

6:14

pieces to that all right thank you very

6:16

much uh so essentially we just be adding

6:19

adding more services for them to perform

6:21

in our audit preparation so that we can

6:23

um make for sure we're on track with our

6:25

2023 audit so that we can get it

6:27

expedited yes yes to catch up uh to

6:30

increase that that that process okay all

6:33

right um I don't really have any any

6:35

questions I know I discuss this with you

6:37

during the audit committee meeting so um

6:39

I'm definitely on board for this I feel

6:41

like us um getting this audit caught up

6:43

and and done in a timely fashion is

6:45

really important for the city to make

6:46

for sure that uh everything's on track

6:48

uh and everything's in order so I'm in

6:50

support of this I'm going to open it up

6:51

to my colleagues I'll start to my far

6:54

left with councilman

6:55

Jones Thank You vice president green uh

6:59

no

7:00

questions okay right thank you thank you

7:02

councilman Rodriguez thank you madam

7:04

chair no questions thank you councilman

7:07

Ros any questions good evening everyone

7:10

um no I don't have any questions thank

7:13

you president bers any questions no

7:16

questions thank you thank you councilman

7:18

Davis any questions thank you vice

7:21

president green no I uh trust your

7:24

judgment and operation with this so no

7:27

questions thank you and I meant to say

7:29

coun ccom Davis so excuse me and

7:32

councilwoman Daniels any

7:33

questions thank you um no further

7:36

questions from us thank you for the

7:37

presentation uh and look forward to

7:39

getting this audit completed so okay

7:41

thank you yes likewise thank you vice

7:43

president green and I appreciate the

7:44

consideration on this uh to all you cons

7:47

uh City Council Members thank you very

7:49

much thank you I'm going to recommend

7:51

this move to our next legislative

7:53

agenda and that that finishes the

7:55

business for the budget and finance

7:57

committee thank you vice president green

7:59

we will now move to the work of the

8:01

Public Works committee I will defer to

8:04

our Public Works committee chair

8:06

councilman Rodriguez thank you madam

8:08

president um today in the public works

8:10

committee we're discussing two

8:12

resolutions um Mr Parker do you mind

8:15

reading resolution 61- 2024 into the

8:18

record please

8:20

certainly resolution 61 of

8:23

2024 a resolution authorizing the

8:25

submission of a dolphin County local

8:27

share Municipal Grant application of up

8:31

to

8:32

$300,000 to fund the purchase and

8:35

installation of a new salt dome for the

8:38

public works facility all right thank

8:40

you for that and I see Mr John with us

8:42

today will you be speaking on there

8:44

thank

8:52

you Mr John please pull the mic close to

8:55

you when you speak it's great to see you

8:56

as always

9:00

if you want to give us a rundown of

9:02

resolution 61 please yes good evening

9:05

good evening president everyone um yeah

9:10

so we are in need of a new uh salt Dome

9:14

um the one that we have now um is too

9:19

small for the city of Harrisburg for our

9:22

application so after going through a few

9:25

storms uh realize that these the salt

9:28

Dome that we present we have will only

9:30

hold salt enough for uh possibly two

9:33

storms and as we uh went through the

9:37

storms that we went through last year

9:39

they were so close uh that sometimes

9:42

getting sought in from the delivery from

9:45

the uh contractors was a little scarce

9:48

because of the snow storms are hitting

9:50

all of the counties all at one time um

9:53

it's hard for them to deliver to us as

9:55

well so to purchase a new salt dment

9:58

would give us about four storms worth of

10:02

salt which in turn can keep us that

10:05

we're safe that we know we have enough

10:07

salt to cover the storms and I believe

10:10

this is why not I believe but this is

10:12

why we're asking with the Grant

10:15

application um for for the grant funds

10:18

and also uh we'll use our uh if we don't

10:22

get the full amount through the grant we

10:25

will use our liquid fuse dollars um

10:28

through the state to complete the

10:30

purchase all right thank you for that

10:33

and um also with everything going on

10:35

with the strike it's uncertain when you

10:37

know bad storm coming we'd be uncertain

10:39

so that would definitely be a good move

10:41

um I uh actually Mr Jackson sent over

10:44

some photos I shared with counil so

10:45

they're aware of like the current

10:47

condition yes um how how much of a

10:49

hazard or how hard does it make the salt

10:51

to work with when the salt gets

10:52

saturated or wet before so the Sal is

10:55

very hard um once it gets wet we

10:58

actually have to our uh heavy equipment

11:01

to break it up and then in turn once we

11:04

load that into our trucks there are

11:06

spreaders on the back of our trucks and

11:07

if there's chunks there it could cause

11:10

mechanical damage to our spreaders so

11:12

keeping it dry is and potentially to

11:14

someone's vehicle if it's absolutely

11:16

absolutely so it makes more work if not

11:18

handled correctly and stored okay well I

11:20

have no um further questions I think

11:22

it's a no-brainer and the uh Municipal

11:24

grant for the gaming funds it does cover

11:27

that infrastructure part okay awesome

11:29

awesome um I have none but I will start

11:31

on my um far end on the far right with

11:34

councilwoman uh

11:37

shame I don't have any questions thank

11:40

you all right thank you councilwoman

11:42

Davis no questions all right Madam vice

11:45

president I don't have any questions

11:47

thank you Madame President I don't have

11:50

any questions thank you councilwoman

11:55

r no I don't have any questions thank

11:57

you thank you councilman Jones so no

12:03

questions um I think it's a great idea

12:06

and I definitely move to put resolution

12:08

61 of 2024 on our next legislative

12:10

session um moving forward resolution 62

12:13

of 2024 Mr Parker can you please read

12:16

resolution 62 of 2024 into the record

12:19

please yes resolution 62 of

12:23

20124 a resolution ratifying a United

12:27

States Department of Transportation Safe

12:29

Streets and roads for all Grant

12:32

application and authorizing the city of

12:34

Harrisburg to execute any agreements

12:37

forms and documents related to the award

12:40

of

12:42

$955,000

12:45

to implement traffic signal timing in

12:48

the downtown area thank you for that

12:52

engineer thank you um can you please

12:55

shed a little bit of light on resolution

12:57

62 and just the components Within sure

13:00

thank you so this project came about as

13:03

part of our initial Vision zero

13:05

plan for the uh for the city of

13:08

Harrisburg um just to kind

13:11

of kind of rehash what the vision zero

13:13

plan was basically it's a data driven

13:15

program kind of looks at the high Injury

13:18

Network through the city and you could

13:21

start to see patterns and kind of

13:22

clusters of incidences that kind of

13:25

dictate where the projects come about

13:28

this project was one that we could kind

13:29

of

13:30

see a

13:34

large kind of cluster of incidents in

13:37

the downtown area as we kind of look

13:41

more into it it was a lot of pedestrian

13:43

incidents and it makes sense uh

13:45

downtown's pretty desirable for

13:48

pedestrians there's a lot of businesses

13:50

restaurants we have Riverfront Park and

13:54

some of these

13:59

pedestrian sign say like a Walnut Street

14:02

where um

14:04

both crosswalks activated at the same

14:06

time go down one block only one does it

14:09

at the

14:10

same at once and further on some of them

14:13

require a push button it's really

14:15

confusing part of this project would be

14:18

to kind of make everything

14:20

uniform for the pedestrians and then for

14:23

the signals

14:24

themselves uh some of them don't have

14:26

emergency vehicle preemption makes it

14:29

very difficult for emergency vehicles to

14:32

remember which signals have this prevent

14:35

uh preemption so they're expecting a it

14:38

to turn green and it stays red if could

14:41

cause an incident and there's

14:45

also room to improve our traffic signal

14:49

timing throughout this 25 intersection

14:52

cluster to kind

14:54

of improve the traffic flow which would

14:57

also

15:00

reduce any any further incidences with

15:03

the speeding in in

15:06

pedestrians thank you for that um Vision

15:08

zero uh mitigation or to minimize

15:12

pedestrian cyclist deaths um do you feel

15:16

just in your opinion there are perhaps

15:18

other parts of the uh City where there

15:21

are a bit more higher rates of vehicular

15:23

deaths taking place yes and that's one

15:26

of the reasons that we when we do do

15:30

this it's it's all data driven so it's

15:31

not like we we kind of pick and choose

15:34

what we want to do we take the highest

15:37

number of incidence

15:39

incidences try to attack that problem

15:42

first and then move further down the

15:44

line so I agree it it might not seem

15:47

like it's um I would say 15th and her

15:50

should have been like the first you know

15:51

places like that where it's so

15:53

traditionally happening right um is

15:56

there what were the metrics or data that

15:58

we were looking for when we thought of

16:00

just like the downtown area for this it

16:02

was based on the

16:04

um available traffic

16:06

data

16:12

just so this a gr see you hit your

16:15

button yeah I didn't think you were

16:16

going to say 15th and her I thought you

16:18

were going to say Cameron Street well

16:20

that's that's home by the state so

16:21

hopefully they'll chip in if that's the

16:22

case yeah they've actually declined us

16:24

doing a traffic study up on there which

16:26

has made it very frustrating very

16:28

coincident the uh um but I believe when

16:31

a pedestrian is struck by a vehicle or a

16:33

bicycle or another car each of those

16:35

involves a police accident report

16:37

requirement so the reported requirement

16:40

data would be published for not

16:42

specifics but the number of incidents

16:44

okay so that would be a driver of this

16:46

type of data okay okay I don't I don't

16:48

know how far behind they are when they

16:50

get to their report I don't know if it's

16:51

once a year I don't know how quickly

16:53

they get the data out okay how how far

16:55

of a radius will this near nearly

16:58

million dollars cover it would be a 25

17:00

intersection radius okay you know the

17:03

stretch from to it'

17:06

be if I can recall it's from

17:09

like see from 83 to almost forer then

17:13

front

17:14

s okay okay all right thank you um no

17:17

further questions for myself but I will

17:20

pass it along to my colleagues um

17:22

councilman Jones thank you um yeah that

17:25

was pretty much my question I think this

17:27

is like on the Front Street side of

17:29

things where you going to be making

17:31

those changes

17:33

correct it'll be within that whole area

17:37

yeah the whole

17:39

area 25 intersections have been

17:41

identified to receive

17:43

improvements yeah yeah I read it's

17:46

pretty simple to me but yeah thank you

17:49

Council woman

17:54

Ross no no questions thank you thank you

17:58

madam president

18:00

I don't have any questions thank you

18:02

madam vice president I don't have any

18:03

questions regarding this thank you

18:05

councilwoman Davis thank you councilman

18:08

Rodriguez I do have a couple

18:10

questions so it was uh determined that

18:15

the radius from Forester Street to I

18:20

mean from 83 to Forester and then from

18:22

front to

18:25

seventh oh from front to seventh okay

18:29

so these

18:31

lights need

18:33

to have this new technology attached to

18:39

them it could be some of the lights

18:42

might be able to be reused some don't

18:44

have the emergency vehicle preemption so

18:47

okay it require reinstall some of the

18:51

pedestrian push button signal or timing

18:55

that might have to be replaced as well

18:56

it it depends on which intersection

19:01

I would think that some of the

19:03

intersections on Cameron Street would

19:06

would be

19:08

considered because of the accidents on

19:11

Cameron Street over the years and the

19:14

people many people who have gotten

19:15

killed down there on Cameron Street

19:17

Cameron and Market Cameron and

19:21

Paxton um um I don't think those are

19:24

state roads but Cameron and

19:27

Cameron State Road it is the entire road

19:31

is a state Ro

19:33

okay um and then State

19:37

Street that's another one

19:40

okay okay well thank you very much no

19:43

other questions thank you councilwoman

19:46

Daniels Yeah so basically this is both

19:50

software and Hardware kind of upgrades

19:52

correct uh it be the hardware the lights

19:55

and signals themselves but then the the

19:58

software be the timing for pedestrians

20:01

we could even do like

20:03

something it was even stated in the

20:08

actual application that we could

20:11

lengthen the leading pedestrian interval

20:14

where they'll get the green walk before

20:17

the light turns green so we could even

20:19

lengthen that too to give pedestrians a

20:21

longer time to to

20:23

cross and then

20:26

um uh

20:30

will that require expense on like the

20:32

vehicle side in terms of making sure the

20:34

vehicles then match up to like the

20:36

emergency vehicles or police vehicles

20:38

match up to to be compatible with the

20:41

preemption no this this is something

20:43

they already have they already have it

20:44

okay um it's just we would make sure

20:46

that all 25 intersections are equipped

20:48

with that technology okay and could you

20:51

give us a sense um I know it's probably

20:53

not specific but if you had to give us

20:55

an idea of what year um our current

21:00

system would be aged or would be

21:03

state-of-the-art for versus what this

21:06

would be paying for like what how many

21:08

Improvement how much of an improvement

21:10

in years do you

21:14

see that that I'm not sure off hand I do

21:18

see some of them are very old if they

21:20

don't have the preemption they're quite

21:25

old I mean it it's it's even something

21:28

where

21:29

just because it's an older light we

21:32

could even we still have the ability to

21:35

adjust the

21:36

timings but to to get the actual

21:39

technology built into the signal itself

21:43

is is what would bring it up to date

21:46

okay okay that's it for me thank you

21:49

thank you and uh excuse me right how

21:52

many lights do you have a count of how

21:55

many there are total or

21:58

that I don't have offand I know it's 25

22:01

intersections you

22:03

might have maybe eight lights at each

22:06

intersection oh okay so each

22:08

intersection or each light is going to

22:12

so each intersection would have like um

22:14

if it's a two-way you would have maybe

22:17

two

22:18

lights on each cross right okay so

22:23

they're all going to get the same

22:24

technology so this price here9

22:30

5,184 is going to pretty much be spread

22:33

out over 25 lights 25 intersection 25

22:37

intersections okay thank you quick math

22:40

would be 200 lights plus plus pedestrian

22:44

improvements as well okay thank you

22:47

welcome thank you um does anyone have

22:50

anything further they' like to add

22:52

hearing none um I would like to add

22:54

resolution 62 of 2024 to our next

22:57

legislative session but also I'd like to

22:59

go on a record and say everything you

23:01

were saying as far as the safety and the

23:02

need I agree with but I also AG agree on

23:05

it being Citywide um because if we're

23:08

saying we're just improving one area

23:10

what is that signal or sign message

23:12

saying to the rest of the residents may

23:14

I just this is one part of vision zero

23:16

which encompasses oh absolutely in a

23:18

comprehensive plan it's mentioned a few

23:19

times pretty pretty wide and spread

23:21

we've heard about it for years but are

23:23

we saying these things sometimes to go

23:25

after grant funding for specific

23:27

projects or we could considering the

23:29

whole city oh we're considering the

23:30

whole city this

23:32

this this opportunity came after we

23:35

already had the vision zero in place so

23:38

was kind of this opportunity presented

23:41

itself we had a plan we could move

23:43

forward with it so this was not done

23:46

just for Grant well I'm not saying the

23:49

grant I'm saying for perhaps maybe one

23:51

section of the

23:52

city throughout time historically showed

23:55

that certain elements have just really

23:56

been concentrated to maybe Midtown

23:58

downtown there great families on the

24:00

hill great families out the south Great

24:01

families out town they also get dark

24:04

they also need great traffic lights they

24:05

also need the same technology um so

24:08

although I do agree what you're saying

24:09

and I do um motion to put this on our

24:11

next legislative session I just would

24:13

hope and I can help in any way to go

24:15

after more dollars for the whole city or

24:17

section by section or there's 22

24:19

communities in Harrisburg I think we

24:21

could do a lot for them true I age yep

24:24

and that concludes the business of

24:25

Public Works um Madam president back to

24:27

you thank you very much councilman

24:30

Rodriguez we will now move to public

24:32

comment just a few housekeeping notes

24:34

24:37

and your address for the meeting record

24:39

24:40

your address please share the vicinity

24:42

in which you live within the city you

24:44

will have four minutes to share your

24:46

comments Mr Parker will serve as our

24:49

timekeeper I'll begin to my right is

24:52

there anyone that would like to offer

24:53

public comment seeing and hearing no one

24:56

anyone in the middle section

24:59

seeing and hearing no one anyone to my

25:01

left seeing and hearing no one the time

25:05

25:08

25:11

25:27
