home ownership um we learned of a

program sort of two different ways a

current employee shared um an ordinance

from New York New Jersey uh related to

this program um and then councilman

Jones was also um interested in learning

more about this program so we've met

with the city of nework New Jersey to

discuss the program to discuss their

roll out um so we thought we would have

a public conversation uh for residents

and members of the public to learn uh

more about this homeownership

opportunity um within our

1:36

city so we will have discussion this

evening we are joined by uh NAA

this evening um hopefully she'll be able

to chime in as well so we'll begin with

the home buyer and renovation program

answer it question we we get into it so

on the purchase

Rehab um so just to give a a little bit

of background is that what we have in

that so we we are the largest housing

counseling agency in the country we do

30% of the council in the country there

1500 Council ages we're just one and we

30% and I would uh say and probably HUD

would say too that we do the most

comprehensive counseling so everything

that we do in counseling is documented

counseling when someone says to us you

know what their income is we ver verify

with pay stu um tax returns all that

asset um we also um so we do we do the

counseling uh we have a state of there

system where uh let's we called the

member portal so the clients are able to

go through that and do a lot of the work

themselves uh including access to bank

data and we have actually the best

mortgage in America no down payment no

3:34

closing cost no fees always had a bull

market fix rate so today's rate is 5 and

a qu% so 30e fix 4.75 so 20e F and you

buy uh when you talk about the purchase

Rehab we're probably we're one of the

only entities none of the major lenders

do it now where where you do the

purchase Rehab uh where you have funds

after the closing to do the renovation

properties and so we uh we do that that

used to be a program that lenders do all

the 203K

program we do it it's an important part

of what we do uh We've expanded the

program we now as you know with the city

of nework we have the $1 program and we

do that in Salma and Li Ohio and other

places where where um the city they own

a lot of properties um sells the

property to a home buyer for

$1 and we either renovation finan

4:41

renovation or the construction there is

4:45

uh big article in uh in um The New York

Times a couple days ago about about

issues of property insurance and they

4:54

highlighted the new construction that

4:56

we're doing of the homes in dma Alabama

uh where we do these you know beautiful

modular home very affordable getting

5:06

them built for 85 bucks a square foot

and you add in transportation and those

5:10

things and you're selling them for

5:12

between 140

$169,000 um so we're doing that we're

also working you know a lot of the home

5:23

buyers are um people who have a who have

5:28

a section A housing choice

5:30

uh they use that payment standard for

5:32

mortgage payment and that works you know

5:36

that's a a fabulous program where you

know in less than 20 years often 15

years uh that home owner who

5:46

affectionate owns the house

5:48

outright uh a lot of other things that

5:51

we're doing but uh let me end with that

um we're thrilled to be able to work

with you um as they said we're we have

47 offices Nationwide we do lending in

every part of this

country and we have a very good

relationship with a number of lenders

but the primary one is Bank of America

where we have $15 billion death on the

uh you know never consider anyone's

credit score we uh look at the payments

that they control focusing on the last

15 years and we've done over 75,000

demand fast enough additionally there is

rental crisis with big Wall Street firms

and Multinational investors buying

thousands of homes and renting them at

extremely high

prices consequently the lack of

affordable housing in the US is

threatening to widen the wealth

disparity Gap even further as it keeps

hundreds of thousands of hardworking low

to moderate income individuals from

8:54

achieving the American dream of home

ownership Naka the leading nonprofit

advocacy and housing counseling

organization has been at the Forefront

of this struggle in fact for four

decades Naka has been fighting for

economic Justice by Reinventing mortgage

voucher recipient from Newark is

benefiting from this program because she

has the Section 8 voucher that means

that over a $1,200 a month mortgage of

which she purchased a house for

$185,000 that her payment is $250 about

$11,000 is going to be paid by the

11:55

Housing Authority but in 15 years she's

going to have over

$200,000 in wealth the Section 8 is what

supplements the income to allow her to

12:06

be a homeowner he took City properties

and hired local black and brown

12:10

developers as contractors to renovate

them and then turned them over to new H

12:15

owners that once live in public housing

using their Section 8 voucher with the

12:20

help of

12:22

investor I was blessed SE when I got my

12:25

section 8 I dreamed of my house and I'm

12:28

even more blessed

that I waited 20 years later to find

12:32

more wonderful people and the knocka

12:35

program now I'm a homeowner and I'm you

guys don't even know we have five

12:43

houses uh that you have so greatly

12:45

placed

12:47

here and so uh I just want to say thank

you for that for believing in the

12:51

community to to take a risk in the city

of Selma and so for that we support the

12:56

efforts and for that we're going to make

12:58

sure sure that we transform this entire

neighborhood and neighborhoods behind it

surrounding it and make sure that people

who once did not think that they become

13:11

a homeowner now have a realistic

13:14

opportunity becoming a homeown the

13:16

product that NAA brings to Selma is a

13:18

product that we can share across the

13:21

country and so weize to use our sday

voucher uh to help our voucher hes come

home owners MAA has reinvented mortgage

lending and now we're going to reinvent

13:34

affordable housing development for

13:35

working people Nationwide in

name is Selma Chapman I've been in

Harrisburg for over 30 or 25 years now

um my family is originally from here we

14:23

moved away um happening to be when I was

14:25

born but I been here for over 25 years

14:28

and um my role with NAA I was a mortgage

14:31

loan originator with them and um

14:35

currently I'm a NAA Advocate but in that

14:37

position I had the opportunity to watch

14:42

individuals from a low to moderate

14:45

family become homeowners individuals

14:47

that would have traditionally have been

14:51

overlooked get the finances that they

14:53

would need to buy a house um if you

14:56

heard the CEO Bruce Marx say earlier

14:59

we don't look at the credit score to

15:02

hold it against um the individuals that

15:04

come to us we look at it um for other

15:07

reasons that is based on character based

15:09

lending so if anyone has anyone ever

15:12

heard of character based

15:14

lending okay a few people of course you

15:16

have um he actually purchased his home

15:19

with NAA but um for those who don't know

15:21

character-based lending it's when we

15:24

look at the last two years of your bills

15:27

have you been paying your rent on time

15:29

have you been paying your cell phone

15:30

bill on time have you been paying your

15:33

cable bill on time the bills that you

15:35

have everybody has bills every month

15:37

have you been taking care of those for

15:38

the last 24 months and if the answer is

15:41

yes and your uh your funds are there

15:44

which means you have steady employment

15:46

for the last 12 months then our answer

15:48

is yes to give you the financing to get

15:50

your dream home so um just to wrap it up

I held that position going as a mortgage

loan originator going through bank

statements W2s and

1099s looking at what the individuals

came to with um to us with and then

16:08

getting the opportunity to say okay this

is the counseling hat this is what you

16:13

need to do to get where you need to go

um and I'm open to answer any other

questions because as the CEO mentioned

as well we do over 30% of Hud's

16:22

counseling Nationwide as well so we're

16:24

not only a mortgage loan company that

16:28

give the fin gives the finances for the

16:30

houses we are counseling the individuals

that come to us to make sure they have

16:34

everything to get qualified so we do

16:39

both I have maybe two questions I'm not

sure who um may be best to answer them I

was just curious so we saw Salma we knew

about New York um what how many other

16:51

cities are you operating in I don't know

yeah so I'll be glad to answer that

question this is the

okay um well we we we have presence in

the 50 states right so we we do the NAA

program is available everywhere in the

17:06

country uh talking about the pro the hot

17:10

PHA program the section A or housing

17:12

Choice Voucher Program uh we are doing

that probably now right now in 20

different cities I can remember right

17:19

now Dallas Houston Newark

17:22

Sala um multiple cities in uh

17:26

Florida and uh on on so that's that's uh

17:31

already working in many places and

17:34

obviously we're working with all housing

17:36

authorities to implement the program

17:38

because they really the they don't need

17:40

to change anything about what they're

17:42

doing right now the only thing that

17:43

would require them is in instead of the

17:46

the portion of the payment what is

17:48

called the have uh shouldn't go to the

17:50

buyer should go directly to the lender

17:52

that's the only thing we ask them to do

17:54

in that program uh talking about the

17:56

buildings the new homes right now uh

17:59

we're working with Salma because there

18:01

is a commitment for 100 houses there uh

18:04

there are 10 already inside in more

18:06

coming uh and with the city of nework uh

18:09

Newark right now is uh we're already

18:12

working on the rehab piece because it's

18:14

not only new construction but we also as

18:18

you saw before uh we do a purchase Rehab

18:21

so so the city has some properties that

18:23

that were really bad shape so they were

18:25

given for $1 through a lottery to

18:28

different home buyers and we are

18:30

financing the the purchase and Rehab

18:33

project for those homes uh that could

18:36

anybody can do that but the but the the

18:38

what is very specific about what we're

18:40

doing with new workk is the city is

18:42

giving those those houses for a nominal

18:44

price but any NAA member any NAA

18:46

participant can go find a house or do a

18:49

rehab project we always finance that we

18:52

have an Department dedicated to that

18:55

specifically to work on inspections and

18:57

Rehab projects as in San Antonio to help

our home buyers to do that I hope I

19:03

answer your question yes thank you um my

second question was I but I think you've

answered it uh through the work with the

19:12

housing authorities I was just curious

um what responsibilities the cities have

19:20

in um working with

19:24

you yeah so yeah as you say this it's

19:28

two different parts right the the

19:29

housing authorities is mostly about the

19:32

voucher so to allow the convert the

19:35

rental voucher to a purchase voucher uh

19:38

with the cities is uh the the two parts

19:41

many cities have a down payment

19:43

assistance programs gr programs that can

19:46

help a low and Moder income home buyers

19:48

to increase their purchase power right

19:51

because sometimes they qualify for a

19:53

mortgage but the payment they qualify

19:54

for is too low for the reality of the

19:56

market so when the city canot for those

19:59

down payment assistance programs uh that

20:01

definitely help uh uh the home buyers to

20:04

achieve home ownership the the second

20:07

part is the cities own loads land or

20:09

houses right the tax deeds and all the

20:13

the type of properties that normally go

20:15

to developers to

20:17

investors but uh in in partnership with

20:21

those we can give access to low and

20:24

income home buyers to those properties

20:26

rehab those properties when there an

20:28

existing property and or uh build uh um

20:32

a new home and what uh we want to do it

20:35

right now is through the these mod homes

20:38

right that is a this efficient

20:40

technology and this and we can get

20:42

houses much uh cheaper value than

20:46

regular STI build and and other systems

20:49

so they they as you saw in the video

20:52

they they have the highest standards and

20:55

we can get those houses the the idea

20:58

that we want to do is to keep the cost

21:00

per square foot at about

21:02

$85 which is a lot lower than than what

21:05

you can find out there uh we can get

21:08

that through volume and other

21:11

efficiencies and and and Naka until now

21:15

has been off paying in advance for those

21:18

funds in order to put on on the those

21:21

lots in Selma and then obviously we

21:23

break up the the funds once the house is

21:25

sold but uh that's the idea that the

21:28

partner with the with the cities have

21:31

access to those loads have access to

21:33

those homes that in rehab not not to us

21:36

directly to the the home buyers right

21:38

and help more LMI borrowers to become

21:42

homeowners and and and the only thing

21:45

that I would add

to what dieo is saying on that is that

you know you know what we want is we

21:54

want a a you know we're not we're not

21:59

we're just coming to you and now with

the L of demand for the ma

program so we want to be able to do this

so so what we want to do is like um and

when what was the last event we did in

New York it was in that was last year in

September more or less in in New Jersey

in Newark or they or we just went uh two

weeks ago to New York New York right

right so so so there's a lot of demand

for the program we you know did it we I

just did a three-day event in

22:55

Newberg uh and they asked us to come

there there they they did the Outreach

and this is a three-day event where in

23:03

one day someone goes through the four

23:06

steps of the process complets it in one

23:08

day so they do the home bu Workshop step

23:11

one they upload their information

23:13

document step two they meet oneone with

23:16

NAA counselor step three and then they

23:18

meet with the NAA mortgage specialist to

23:20

be qualified for the NAA mortgage or

23:22

your next step so you know there's a lot

23:24

of places that we'll do a home buyer

23:26

workshop and then you know you got to do

23:29

more stuff or here a seminar We Believe

23:32

getting the job done so we're doing this

23:35

so we have I don't know whe what kind of

23:39

s of have an attitude or a perspective I

23:42

guess the perspective is if you build it

23:45

people will come and so I started an act

23:49

of 40 years ago I could only say was a

23:52

real success five years ago in

23:56

2019 when we started doing these events

23:59

that we call achieve the dream event

which is what I was um just describing

and in we would get like in New York

24:09

City Chicago Los Angeles Atlanta Miami

we get over 20,000 people coming through

24:18

these fed Day events and and it was all

24:22

Word of Mouth people telling their

24:25

family their friends their co-workers

were home ownership who come to with no

24:31

marketing with no media and that's when

24:35

we can really say for a great success

24:38

when when the people that when people

24:40

tell other people they love and they

24:42

trust for affordable home ownership you

24:45

come to NAA and that's our perspective

24:47

that if you build it it's a respect for

24:50

people and people will tell others come

24:54

to NAA and that's what's going on and

24:56

that's what happened five years ago and

24:58

that's when I can say boy we are really

a

success when we do that and we don't

25:04

rest on our Laurels we're always looking

to do it better but one of the

25:08

criticisms of that is I think it's

25:10

always important to look at saying

25:13

what's not working and make a negative

25:15

into a positive so one so people would

25:18

always recognize Nack best in americ

25:20

mortgage everybody want this mortgage no

matter what your income is what your

25:25

wealth is you you can be a millionaire

you still can't get a mortgage better

25:30

than that so everybody wants a mortgage

but it was taking too long for people to

25:35

get through the process because you know

25:37

the counselors everyone who's

25:39

uncertified counselor we have the most

25:42

uncertified counselor they would you

25:45

know they'd be taking three hours to put

25:48

in people's information uploading their

25:51

documents well we said what's a better

25:54

way of doing that putting the member the

25:56

client in charge

25:58

so in a very userfriendly way with a lot

of support to saying you are best

26:05

positioned to upload your information to

26:07

upload your documents and so we set up a

26:11

state- of- Ard system for the clients to

26:14

do that and that allows us to deal with

26:17

you know you know we have 3.7 million

26:21

members we have 15 to 20,000 people

starting our program every month when

26:28

we're able to handle that

26:34

capacity thank

some questions for you before we move

forward with our meeting agenda I'll

begin with uh councilman Jones Thank You

what I was going to do far as asking

questions but first I want to thank the

community for coming out um um I hope

this really pequs your interest but uh I

just want to tell you how I came about

this program um last year at a juneth

27:11

event um they had a series of different

27:13

rooms where a lot of information was

27:15

being spewed I happened to step into

27:17

this room and I heard uh Miss Selma

27:20

Chapman and her pitch about this and

27:23

immediately my wheels started

27:25

spinning and um we talked we conversated

27:29

also with uh Mr Rob Lawson um this is a

27:33

vision how I Envision what I heard and I

27:35

just want to share this with the with

27:37

the community um in layman terms so we

27:40

can get what's happening here um one of

27:44

the ways that I would love to Peak

27:45

Interest and say do you want a house for

27:47

a dollar right everybody does right but

27:51

there's a way that that has to work um

27:53

um this going to this is not something

27:54

that um is just going to be so on us

27:58

this is a partnership with h our city um

28:02

and that's why I ask some of you Mr

lay ears on this because what I seen is

we live in a city right now and I'm

28:15

talking about

28:16

Harrisburg we have a lot of dilapitated

properties um that

28:21

are kind of eyes Source in our

28:24

communities would some would may

28:26

consider to be

28:28

slums we can do something about this and

28:31

I think this program is something that

28:34

can help us I'm also studying a um a

28:38

methodology it's called um eliminating

28:41

crime by environmental

28:43

design so if we look at certain sections

28:46

of our city bright lights manicured

28:50

Lawns receptacles on every corner the

28:53

crime rate is really really low but if

28:56

we look into some of the areas where

28:58

we're dumping trash and just graffiti

and all the other things that go on

29:03

Ling I mean you you name it it's

happening and and that's the way people

29:07

begin to treat their

29:09

neighborhoods so if we look at something

29:12

like this we

29:14

have um and and and Mr Davis can correct

me um if I'm if I'm mistaken here um we

29:20

have a land bank um we have a lot of

29:23

lots on those land Banks but I look at

29:26

some of the the properties that we that

29:28

are pretty beat up right and we are

29:33

scheduled for this year and correct me

29:35

if I'm wrong again to knock down about

29:37

33 of those

29:38

properties um but I don't know if we're

29:41

going to get to that number uh but I say

29:44

before you do that with a program like

29:47

this partnering with them um to offer

29:51

our

29:52

community an opportunity to have home

29:56

ownership I was fortunate enough to

29:58

purchase a home free and clear no

30:01

mortgage and that's a great achievement

30:04

to me it's a building block to

30:06

generational wealth and I think we all

30:09

can use that um a lot of the times in

30:12

passing we can see now and this is no no

30:15

um disrespect to any families because

30:17

we're all struggling but a lot of the

30:19

times when things happen we have to go

30:21

to

GoFundMe you know um owning a home can

at some point you may be able to into

30:28

that Equity either purchase more

30:31

property send a child to college or you

30:35

know in my retirement here is I could go

ahead buy me a nice vehicle right uh but

I think passing this um something on

like this to our families what does this

30:46

do for the city of Harrisburg we're

for our people so I think this is

something that is really I'm passionate

about and um I know my colleague sharing

this passion to to help change the

direction that our city is in the

condition our city is in right now so I

think um again I believe in this program

we've looked at it we've looked at I'm

sure we're going to continue to learn

more but I just wanted to be able to

share this with our city we wanted to be

able to share this with our city um and

and see what these possibilities are and

I think um this is something that I I

would say Innovative for

us though it's been being done other

places but I think this is a a piece of

the solution to changing our communities

and um again creating home ownership you

know cuz uh for me with bills now um

instead of every month of me paying rent

I have a little window I can hold off a

year or two before I pay anything other

than you know the everyday bills and

using that uh character lending is is

great to me because most people can't

get a regular mortgage a typical

mortgage because they don't have the

credit score they don't have the

collateral to put up and this is a way

that you are able to do that and I'm

sure you heard what those prices of that

mortgage would be so I would also ask

I'll explain this one more thing so if

we have those lots and the modules that

they were talking about if we able to

get you to purchase those lots for you

or You' be able to purchase those lots

through this um program that Module home

be placed there um Environmental

friendly U materials where there's no

things cuz we we have a lead program now

in the city um a lot of our

infrastructure is old um again to me

this is a no-brainer um so I would ask

explain to the community how some of

what are some of the

steps to make sure that they keep the

home and there's also a way that they

can make money by living in these units

I want to try to expound on some of that

so I just wanted to explain a little bit

of how I envisioned it and I hope that

made some sense to everybody um but so

person that's renting their that's

said that money is going out of the

window so if we can give that money to a

mortgage for 30 years 15 years 20 years

and then have that Equity to pass down

to our kids that's building generational

wealth so instead of paying someone

else's mortgage and having it go to

another Community it can come back to

our houses in our families so that's the

first thing but also putting partnering

with NAA is going to do good for our

34:36

economy because the construction

companies that are being used is going

34:40

to be decided by the city and the

34:42

construction workers is going to be

34:43

decided from the city and those are

34:45

going to be residents more than likely

from the city so they're going to be

34:49

paid for the work that's putting money

back into the economy that's putting

34:53

jobs into the economy and it's also

beautifying Harrisburg like Mr Jones

said so if Bruce marks and Mr uh Diego

can speak on that like uh the money that

would be coming into the community

because that is providing jobs as

well yeah this I mean you two already

exrain it that very well but yeah you

obviously when you the homeowners will

pay taxes property taxes so that helps

to the economy uh the we need local

contractors when we're going to build

homes to to do the foundation the

hookups and all these the the grains all

these Services obviously need to be

35:33

provided locally so created more jobs

more influx uh and and when you have a

strong uh somebody was talking about

35:40

security uh when you have homeowners uh

35:44

communities I mean the strong

35:46

communities that they they take care of

35:48

their their neighborhoods right they

35:50

don't want crime they they are the first

35:52

ones to make sure that they're SEC they

35:55

have secure neighborhoods so I think the

answer is that home ownership right give

it opportunity to the if somebody can't

36:02

pay rent why they cannot pay a mortgage

it's the same thing exactly the same

thing that's what we verify in our

36:08

counseling process right uh we we

36:12

qualify our home barers for a monthly

36:14

payment we don't qualify initially for a

36:16

loan amount that that flues depending on

36:18

the interest rate and the taxes

36:20

Insurance Etc uh but we start from where

they pay on rent and where they able to

36:25

pay on time from their regular income if

36:29

they want to qualify for a higher

36:30

payment uh we want to see that they have

36:33

the the monthly ability to save the

36:35

difference if they can do that they can

36:37

pay the rent and save the difference

36:39

every month then they're going to be pay

36:41

the paying the mortgage on time in

36:44

addition to that we have a uh the na

36:46

program has 10 steps uh and the last

36:49

step is the post purchase assistance we

36:52

we have a program that's dedicated only

36:55

to help our members call the members

36:58

membership organization if they have any

hardship after they purchase their home

37:03

and they may get ill or lose their

37:05

Employments or a divorce everything all

37:07

the everything that happen so we have

37:09

many Tools in this program to help them

37:11

to stay in their homes that's the reason

our uh ratio for closure is so so so low

because that doesn't happen and that's

37:21

the result of the

counseling uh the post purchase

assistance and everything else that we

do Doo right and we're already close

about with this program um number one I

I believe in home ownership and

providing a chance for uh people to to

purchase a home I believe in economic

empowerment and I believe in providing

um opportunities for marginalized

39:26

communities

this program um as it sits looks to one

39:33

make the ease of of home ownership

39:35

something accessible for for most people

39:38

um the economic empowerment aspect of it

39:42

is we're looking at bringing in some

39:45

local contractors and we have to expand

39:48

the capacity to do this work so that

39:50

means we're creating jobs and then three

39:53

we're going to be affecting

39:55

disadvantaged communities three ways one

by providing the homes in areas that

40:00

have been neglected through uh

40:02

disinvestment redlining and U our our

40:06

our local brain drain we're going to be

40:08

putting those people and keeping them in

40:09

these in these areas we're also going to

40:11

be providing um the opportunities for

40:15

these people to start businesses and

40:16

start working on these very homes that

40:18

they could actually purchase um

40:21

themselves

40:23

um we have seen Redevelopment in the

40:27

city that has happened to us in the form

40:30

of

40:31

gentrification um we've seen it happen

40:35

for us in in the sense of people create

40:38

what's supposedly uh affordable housing

but it it may not truly be affordable

40:43

for the people that need to to move in

40:45

there and sometimes if it is Affordable

40:47

it's not safe um so that's leading us to

40:52

saying why don't we uh do Redevelopment

40:55

with us where we can take the people and

40:58

and invest in them and let them invest

in their

41:01

properties I personally went through uh

41:04

the program uh with NAA before I met

41:08

Miss Chapman and and uh I I had to do it

41:11

online without a living breathing person

41:13

in front of me I had to kind of wing it

41:16

by uh going online um it wasn't an easy

41:20

process but it was a doable process um I

41:23

was at a position to where um I was not

41:28

financeable through most banks they

41:30

would have turned me down they would

41:31

have uh walked me away but with dealing

41:34

with uh Na I was able to purchase um my

41:38

first home um something that provides me

41:42

with a good bit of equity as we're

41:44

seeing property values rise am across

41:47

the country and it's going to keep

41:48

Rising as rates come down I was able to

41:52

take advantage of that boost in my

41:55

property's value uh we have individuals

41:58

right now who are paying rent um paying

42:02

more than they would in the mortgage uh

42:04

many times for a home that's not even

42:07

livable um and and as property values go

42:10

up they're not getting the benefit

42:12

actually they they they're losing

42:14

because if they try to leave that

42:16

property that's unfit they can't afford

42:19

to move into the next place because when

42:21

the properties have risen the rent has

42:22

risen so now the only way to get out of

42:25

that house is to uh basically go default

42:29

on your rent so that you can save up

42:31

enough money to move into the next place

42:33

which could put you in a precarious

42:34

situation and we may see you in a tent

42:37

right downtown here if you don't pay

42:39

that

rent i' like to see situations where if

42:43

our people decide that they're in that

42:45

home they're at they're they they're in

42:47

a home and they say it's time for me to

42:48

move uh my cousin lives down south and I

42:51

want to move with her I'd rather you

42:53

walk away with a check than walk away

42:57

with with a bill and a hazard so the

43:00

success that I've seen with this program

is that it it's worked for my life um

43:06

helped me purchase a home when I went

43:08

through the purchase there was a um a

43:11

home inspection where they pointed out

43:13

every little issue that could go wrong

43:16

within the home and they required that

43:18

the seller fix it for me to purchase the

43:20

home which is going to be one of the

43:22

things that will help people not fall in

43:24

the same position that they are in when

43:26

they're renting the home inspector will

43:28

make sure that it's a solid house um

43:30

making sure that you're on a firm

43:32

footing when you when you move forward

43:34

so that's why this is a passion project

for me I was so happy to hear that this

is going to make it to the floor

um this is how we buy back our blocks

the the program starts with a home bu

Workshop so they do those workshops at

the EV they they have the ability to

upload it all the information and

documentation in in one of our computers

and then meet with a counselor and and

44:47

go over all the information and if

44:50

everything is ready the we have the

44:52

mortgage specialist inside that qualify

44:55

people right pre-qualify the people for

44:56

the alone

44:57

they can leave the pro the the event

44:59

with their qualification and go and find

45:01

a house um so in the past we were doing

45:05

those only in the major cities right La

45:10

nework New York Etc Miami but now we we

45:14

are moving to go more with the m she is

45:17

needing with the home buers needles uh

45:19

other other cities that's the reason we

45:21

just did it in New York and we were we

45:24

have done about 17 of those is here I'm

45:27

not sure about the exact number and and

45:30

we plan to do more so that's a a great

45:34

way to start the program in a new

45:36

location uh before the event we try to

45:39

do some hom workshops so people start

45:42

preparing for for for the event and then

45:44

we come come to the event and we we

45:46

bring the staff the equipment and

45:48

everything else over three days normally

45:50

Friday Saturday Sunday and we try to get

45:53

many as many people qualify as possible

45:56

and it does I cannot do it at def well

45:58

we follow up later uh we we have the

ability to do uh most of the process

46:04

remotely right these days we do uh video

46:08

counseling and all those things through

46:09

some the same way that we're doing right

now so um that's that's that's the way

it works and and it's it's great to to

get a large number of people ready to to

purchas something and and and I can add

to that in the sense of uh

uh all we need from you if you want to

partner with us to do it that would be

great so it's on you and say do you want

that uh we would just need you to uh get

space we need uh an internet connection

problem we're seeing out there is you

see these Wall Street firms coming in

and their buying up property they're

buying up single family homes and

they're renting them out at exorbitant

rent and those brands are are are

48:07

providing wealth for already ultra

48:09

wealthy and stealing the dream of

48:11

affordable homeowners chip and you know

48:14

KN is in the Forefront of fighting

48:16

predatory lenders like we and these are

48:18

the new Predators out there but also a

48:21

constructive approach to really provide

48:24

affordable home ownership on the best

48:26

terms in the country and as you listen

48:28

to all the stuff that we're saying I

48:31

hope you come away with a understanding

that we cover every aspect of this

48:36

process because we've learned from our

48:39

mistakes and that is the one aspect that

you don't cover will come and bite you

andite you hard so from the inspection

to the education to the counseling to

all we have known for quite some time

that neighborhood stabilization and

Public Safety uh one of the greatest or

most helpful things that we can

50:06

encourage is home ownership in our

50:08

neighborhoods so it it really is uh you

50:12

know it's been a a given for us in urban

50:14

renewal and looking at our most

50:16

distressed neighborhoods because that's

50:18

primarily what you have your

50:19

Redevelopment Authority for is to look

50:22

at light um and neighborhoods that

50:24

really need the most help um I've I've

50:27

been around for a little while

50:30

so as context I'd just like to share you

50:33

know the city did uh has had experience

50:37

in doing home ownership

50:38

projects um You Might Recall from the

50:42

the mid90s up until the early 2000s the

50:45

city had a home ownership opportunity

50:48

program and what what the city did was

50:50

it acquired the worst houses okay some

50:53

of the homes that were the private

50:55

sector wouldn't pick up

50:57

it they would just sit they might rest

50:59

on the County's repository list because

51:02

it didn't sell from the county tax sales

51:05

and the City used its cdbg funds

51:07

primarily first for the acquisition of

51:09

the properties um but then also to rehab

51:13

them and then to offer them as firsttime

51:14

home buyers first-time home buyers at an

51:17

affordable price and the way that was

51:22

structured which you

51:24

know is you know not too dissimilar from

51:28

what you're hearing today is they were

51:32

they would partner with local mortgage

51:35

local banks that offered mortgages and

51:37

then the handful of local banks would

51:39

also have first-time home buyer

51:41

mortgages that it offer so they would

51:43

have that partnership not just in they

51:46

first acquiring the properties but then

51:48

also renovating them but then also

51:50

having a candidate mortgage you know

51:53

mortgages for the first-time own buyers

51:55

which also included a component of home

51:57

buyer

51:58

counseling so the model is excellent

from the NAA standpoint and being able

52:05

to offer a product to um to our friends

52:09

and families who find it hard maybe to

52:11

find a conventional mortgage but even if

52:13

it's not that difficult for that that

52:14

family maybe you know just the interest

52:16

rate is much more attractive and so

52:19

there's that you a lot of incentives to

52:21

help out our residents who want to own

52:23

their own homes now my perspective is

52:26

going to be more from the you know urban

52:29

renewal side from you know what makes

52:32

sense and I like to give the example

52:35

without taking too much of your time uh

52:39

in that you know a lot of us have we we

52:43

all have varying degrees of uh tolerance

52:46

for risk okay so when we look at our

52:50

city the Redevelopment Authority and the

52:52

city and always employ because of our

52:55

limited resources we have to employ a

52:58

process of looking where do we put this

53:00

our investment to have the the highest

53:02

impact so many times we'll look at

53:05

investing our efforts in in and around

53:08

neighborhoods that are starting to get

53:09

stabilized themselves okay and that's

53:13

where we'll also see families interested

53:16

and willing you know to invest

53:18

themselves and look at houses that they

53:19

might want to move into so I guess what

53:23

I'm trying to say is for example if if

53:25

we look at

53:28

if we look

53:29

at um up in Allison Hill there's a great

53:33

deal of investment right now being

53:35

constructed in central Ellison Hill

53:37

around Regina and 15th Street right that

53:39

lends to a great feeling of of stability

53:42

and of safety so if I'm a home buyer or

53:46

that I'd like to buy a purchase a home

53:48

I'm going to feel very safe probably at

53:50

or near that new investment okay and if

53:54

we look all throughout Town you'll see

53:55

other examples that some places where

53:58

you know families may not want to live

54:00

because they just don't feel as

54:01

comfortable there as they will in

54:03

another part of town so it becomes an an

54:06

exercise of targeted investment for the

54:09

Redevelopment Authority for the city and

54:11

where do we put our resources and then

54:14

you know you want to have the partner

54:15

with the mortgage lender and here kna I

54:18

hear has um we understand that they have

54:20

also this component in their program

54:24

that they call um home buyer and

54:26

renovation program right so that in

54:29

essence that's correct so for my

54:33

understanding and it you know it just

54:35

it's it's very familiar to my mind that

54:38

uh they are able to pre-qualify families

54:40

and then they're able to say well if we

54:43

get this house that uh needs a lot of

54:45

Renovations you're already pre-qualified

54:48

for say $80,000 of renovations to that

54:51

house it could be completely renovated

54:53

and then at the end of the day you know

54:55

Naka will help hold the hand through the

54:57

whole process of Iden identifying the

54:59

house getting the construction done

55:01

having the inspections in place so that

55:03

the new homeowner then can move in and

55:05

have a sound mortgage um so that's

55:09

that's a really good arrangement and

55:12

even if it uh so then we we might look

55:16

the role a Redevelopment Authority might

55:17

play Okay so let's just uh you know for

55:21

example we have a 100 Lots right now

55:23

that are scattered okay they're not

55:25

concentrating one place so scatter you

55:27

have that opportunity you also have the

55:29

opportunity uh of anything that might be

55:32

off the County's repository list of

55:34

course H doesn't control that but we

55:36

have that Avenue the other Avenue that

55:41

um yeah I'm sorry I was trying

councilman council member Jones uh

mentioned was the vacant property

55:49

reinvestment Port so that's another

55:51

Avenue and the last Avenue that he

55:53

mentioned which is is the is the land

55:55

bank the Harrisburg Land Bank

which your Redevelopment Authority board

is five of the seven board members so as

far as the mechanics go we can spend

56:03

some time outside this meeting talking

56:05

about what that looks

56:07

like but the opportunity exists and I'll

Circle back around to you one of you

know one of what is our our guiding you

know golden rules when it comes to

stabilizing neighborhoods is that the

more home home ownership we have the

56:25

more stable this street is the block is

56:27

the investment the challenge for our

56:30

city has been

56:32

that um

56:34

many we we inherited when I came in

56:39

2002 um the home ratio of renters to

56:42

homeowners was already

56:44

7030 and that was in the that was in

56:47

early 2000s so 70% rentals in 30% were

56:50

home ownership and a large percentage of

56:53

that home ownership was um was senior

56:57

um head of households 55 and older so

57:01

that's what we inherited some 22 years

57:03

ago and the market conditions that that

57:07

was described to us about how even after

57:10

the collapse of the housing market it

57:12

the struggle became even more difficult

57:14

because the private investors that want

57:15

to then rent houses at these high rents

57:18

that they get would come in and they

57:20

would buy more of the homes that that

57:22

were previously home ownership so I

57:25

guess I said all that to say yes we have

57:29

the the mechanisms and we to you know

57:33

have a program like this is

57:35

successful um we have challenges that

57:38

are built into what we have um City's a

57:41

small footprint in the larger footprint

57:43

of of Central PA and the Harrisburg

57:45

region right so the competition isn't

57:47

just internal it's also outside and uh

57:51

and for stabilizing neighborhoods and

57:53

the highest and best use of residential

57:55

neighborhoods for home ownership is a

57:57

good

one question related to the vacant

property reinvestment board at one time

that was the city's or supposed to be

58:13

the city's uh sole tool for blight is

58:18

that correct well it it was it's been

58:21

one of many well of two okay primarily

two uh uh we'd obtain quite a bit of our

home ownership uh houses from the county

58:31

repository list so that would be your

58:33

Redevelopment Authority exercising its

58:35

eminent domain um we would also uh have

58:40

amicable purchases so we have a seller

58:43

and we would negotiate a price as

58:45

amicable and then the vacant property

58:47

reinvestment board really is helpful

58:49

whenever we have uh houses or land

58:52

that's that's owned by someone that's

58:54

that's out of out of the City or out of

58:56

state or Another Place entirely they

58:58

just walked away from the property and

that has the prescribed process from the

59:03

Commonwealth the statute calls for a

59:06

prescribed process that we um do several

59:09

steps that at the end of that you've

59:11

been assess in essence done the proper

59:14

method for eminent domain okay with your

59:18

Redevelopment Authority and it also

59:19

clears the title of all and all leans

59:22

and encumbrances so that we then have a

59:25

markable title at theend end of that

59:26

process so yes um that's that's a very

59:30

important tool though not the only one

59:33

but you know and when we get things off

59:36

repository um it it's coming from the

59:38

judicial sale in essence and it doesn't

59:42

come with the marketable title so we

59:44

have to conduct a quiet title work on

59:47

each of those which roughly cost $3500

per per

property so that's important and then I

59:55

guess I guess that just leads me into

the last thought I I failed to mention

was cost money for us to take take title

some consideration to the fact that even

with each of these houses the worst some

of the worst are going to be you know

the Redevelopment Authority deals with

council approves it's about capacity to

administer the program um and decisions

if in a budget if you're administering

new programs are you keeping old

programs at the same time which means

you're expanding capacity or you

1:07:34

redirecting capacity those are for for

for public officials a serious set of

considerations you know if you're

redirecting efforts but this plainly

1:07:43

would be a redirection of the efforts

1:07:45

the city's had in the last I say 15 to

1:07:48

20 years on where we have directed money

1:07:51

um I do not know um

1:07:56

the details of the prior program and the

1:07:59

changes in the Federal Regulations there

may be none that affected or there may

1:08:03

be many that affect it um my general

1:08:06

sense is that the

1:08:08

typical um cdbg funds we get have been

1:08:11

sort of on a downward Arc not just for

1:08:13

us but for a lot of municipalities so I

1:08:16

don't know where we were then versus now

1:08:19

um you know we have been paying off a

1:08:20

debt to HUD now because of a default

1:08:23

from a developer for years and it's

1:08:25

still being paid and you know we have no

1:08:27

choice that it comes off the top of our

1:08:29

grant every year and it feels like every

1:08:31

year I hear this will be the last year

1:08:33

and then there's more more to pay um but

1:08:36

it it would affect it there's a lot of

1:08:38

tools the city has at

1:08:41

its at its at its use that exist um HRA

1:08:46

is different than the L Bank the powers

1:08:48

of the two are different um both could

1:08:51

be implicated in this um I will tell you

1:08:54

our experience with the county records

1:08:57

the City Records on land is that it's

1:08:59

often a really mixed bag about whether

1:09:02

the title is really clear and and some

1:09:05

sometimes it takes a real work to get a

1:09:07

title cleared uh through the court

1:09:09

process it can be done it's just it's

1:09:11

just real work um more often than not

1:09:14

it's outside professionals who do it and

1:09:15

charge a lot of money to do it um but um

1:09:19

we just recertified all the nonprofits

1:09:22

and the municipalities and the and many

1:09:24

of the organizations

1:09:25

the property list of the county last

1:09:27

year for tax exemption purposes and it

1:09:30

was the list is very very challenging um

1:09:33

you know because we we we had to go to

1:09:35

five different sources for our list of

1:09:37

properties and ours in the county

1:09:40

certainly didn't match up um and and so

1:09:43

you know there there is real things so a

1:09:45

focused pilot program sure but I think

1:09:48

you'd have to be Define the target

1:09:50

really well you'd have to commit

1:09:53

resources for personnel and um

1:09:56

operational to get it done I will note

just looking at newars I don't know why

this is they adopted this in

1:10:03

20123 they um took effect January 1 2024

and it has a 2-year Sunset I don't know

why there's a twoyear sunset where after

that they're not allowed to transfer the

property I don't know if it's the third

time they adopted it and they just keep

read adopting it I don't know enough of

the history of it but I looked at it

very quickly um so I don't I I I assume

that means because they're piloting it

1:10:24

just like you're thinking about piling

it and let's see how it goes um uh it

does have a lot of detail in it their

ordinance has a lot of detail in it it

matches up and incorporates New Jersey

statutes so I have no idea what they're

incorporating I don't know if they have

different levels of authority than

municipalities do here um New York is

300,000 people we're 50,000 people um

you know uh and for for example if you

want the the model for modular they

1:10:55

talked about we would have to revisit

the zoning code we'd have to revisit um

the uniform construction code which is

1:11:03

Statewide and see how that how those

codes impact uh a program like this so

is it doable or does something the law

to change to make it doable uh I am

certain there are parts of the city you

1:11:15

would not be able to put modular units

1:11:17

in um and there'd have to be a

1:11:19

purposeful sort of decision made to have

public events to uh have Property Owners

1:11:26

come in and say whether they want that

1:11:27

in their neighborhood as to revitalize

1:11:29

their neighborhood um I think people

1:11:31

that have seen them know that sometimes

1:11:34

modular units are now much uh better

1:11:37

developed than they were 25 years ago um

1:11:40

they're much more common than they were

1:11:41

25 years ago and it is an affordable

1:11:43

route compared to New Brick and Mortar

1:11:46

construction um the uh so those are all

1:11:49

considerations the council would have to

1:11:50

do um and I would say that would make it

1:11:53

people need to look at a realistic time

1:11:55

time timeline to me this is a budget

1:11:57

issue not 202's budget this is like this

is the work to put your ducks in a row

to and Target a time frame you know a

1:12:07

couple budget Cycles through so you have

everything you need you sort of thought

through uh to get it done um and I think

it would frankly take the cooperation of

developers Revitalize the city of

Harrisburg Allison Hill is one of the

projects Uptown Harrisburg we're going

to bring affordable rental and we're

1:13:44

actually going to do home ownership on

1:13:45

the hillside so what knock is proposing

1:13:48

is just another arrow I think uh as

1:13:51

councilman Jones said it could be a

1:13:53

pilot if we identify some of the Lots

1:13:56

from the Redevelopment Authority that

1:13:58

are not earmarked uh for development and

1:14:01

those that are earmarked and are not

1:14:03

moving because some want to flip those

1:14:05

properties I would say let's take a look

at those two um to the guys from Naka uh

1:14:11

I just had a few questions about uh

abatement are you pre qualifying them

1:14:16

based on when the taxes do kick in so

that the homeowners can stay in in their

1:14:21

home and I was questions about their

1:14:23

delinquency rate how they handle that

1:14:25

and do they or they sent back into uh to

1:14:28

counseling my last uh message is to look

1:14:31

at partnering with other sources of

1:14:34

capital for instance my uh my previous

1:14:37

company would have some funds that could

1:14:39

assist the city many developers are

1:14:41

applying for grant money called fair to

1:14:44

do some of their projects it goes up to

1:14:46

$500,000 per project so there's a way to

1:14:49

partner uh with other agencies including

1:14:51

dced as well as the county but I think

1:14:54

those play players need to come to the

1:14:56

table but I'm excited by What's

Happening Here in Harrisburg and uh

have some retirement time on my hands

is is amazing and it was a real

neighborhood like we

developed the sense we had you know

quality of life was great we had

neighbors that looked out for each other

you know the old thing where your kids

were outside you don't have to worry

about them so I'm really excited about

what this program could will do and

could do um the one thing for me

actually the the was that we had to find

our own Ren people to come in and

renovate which was a little difficult

because not having the experience

program and I was able to get buy my

home the Community Action Center helped

get my credit

together I didn't have to pay I don't

think I had to pay any closing

costs and um I I was able to purchase a

very nice home that was affordable in in

a nice

neighborhood and I still have that home

so until this takes place and takes rot

there are places you can go and things

you can do now you have to participate

with the program there are counselors

there that will walk with you step by

step to help you get your credit cleaned

up they did that for me I I'm I'm not

talking about what I hear I'm speaking

experienced and it didn't take long

either they helped me get my credit

cleaned up they helped me to get

can talk to the community the action

Pennsylvania Housing Finance Agency has

that that program that can help you um

get in a position to get your first

mortgage okay so it's a little bit of

footwork that you have to do but there

would be somebody there to walk with you

all the way through to

success so that was my two cents about

opportunity right here in the city for
