Harrisburg City Council Reoganization Meeting - 01/05/2026

would like to call to order the

reorganizational meeting of the

Harrisburg City Council for the 2627

session. The business of this evening is

to elect the officers of the council for

the next two years. Um, with that, I'd

ask the clerk to call the role.

Miss Davis,

>> excuse [clears throat] me.

>> Miss Green,

>> Mr. Jones,

>> Mr. Lson,

>> Miss Rolls,

>> Mr. Rodriguez,

>> present.

>> Miss Hill,

>> present.

>> Um, I would ask that returning

Councilman Lawson lead us in the

invocation.

[laughter]

>> All right. I I'd like us to uh to pause

and and and take a moment of silence

just remembering um uh many of our uh

citizens have a rough time making it

through uh the holiday season. And as we

start a a new year and a new term, we

want to um uh give everyone our our well

wishes and to uh just take a moment to

keep them in our minds and our hearts

and um just remember those who have uh

just struggled making it through this

season.

To the flag of the United States of

America and to the stands nationy

andice for all.

As we start, I wanted to publicly review

with everyone the nomination process

that the council has used probably for

the last decade or so. Um, which the

prior clerk had sort of formulated.

Um

first uh any member of council may move

to nominate any other member of C

council for the position of president.

Um that motion must have a second.

Uh the movement the movement may give

their reasons why they nominate the

candidate and the candidate may say

anything they wish upon being nominated.

Uh, a member may move or second their

own nomination if they wish.

After a nomination has been moved and

seconded, the candidate will be asked if

they accept the nomination. Council

members will have the opportunity to

make other nominations and the

nomination process shall continue until

there are no further nominations for the

position.

After nominations are closed, voting

will commence.

Voting will be random with the city

clerk picking members names one by one

out of a hat or bucket to vote for a

nominated candidate until all members

are have voted. A nominee must receive a

majority vote of the council to be

elected. Each member must vote for one

of the nominated candidates. A member

may not may not pass or abstain.

If no nominee receives four votes, the

council will vote again in the same

manner.

If after three rounds of voting, no

nominee receives the necessary four

votes, nominations will be reopened and

the process will begin again. Once the

council president is elected, the

council president assumes the duties of

the presiding officer of this meeting.

The council president will follow the

same nomination and election process for

the election of the council vice

president.

Before we start, does anyone on the

council have any questions?

Um, with that, I would ask the clerk to

begin the process of drawing names or

we're asking for nom. I guess we're

going to ask for nominations. So, I will

ask for a nomination for council

president. Do I have a nomination?

>> I'd like to nominate Danielle Hill for

council president.

>> Do we have a second?

>> I second.

[laughter]

>> Uh, is there any other nominations for

the position of council president?

>> Do you wish to state your reasons for

the nomination?

Do you wish to say anything about the

nomination?

>> No, thank you. But thank you.

>> Oh, yes. I accept the nomination. Thank

you.

>> Uh with that, uh are there any more

nominations for the position of

president of city council?

>> Going once. Going twice. Hearing none.

Uh I would ask at this point you just by

acclamation uh can there be a vote for

council? But I think you still have to

do a roll call to do it. So is it you

can call it.

>> All right.

>> But there's no there's only one one

candidate. So

>> I got you. Miss Davis,

>> am I voting or am I

>> voting?

>> Yes.

>> Miss Green?

>> Yes.

>> Mr. Jones?

>> Yay.

>> Mr. Lson.

>> Yes.

>> Miss Rolls?

>> Yes.

>> Mr. Rodriguez?

>> Yes.

>> Miss Hill?

>> Yes.

>> I will I will turn the meeting over to

>> Thank you very much. Thank you to my

colleagues for their confidence in my

leadership. At this time, are there any

nominations

uh for the role of council vice

president?

>> I have a nomination for council role of

vice president. I wanted to nominate um

Councilman Lamont Jones, but

Uh, I did want to say something. I I

wanted to say that um,

Councilwoman Green, it's not a slight at

you at all. I think you've done a

wonderful job. That is not why I'm

giving Mr. Jones my nomination. I've

noticed he wanted to step up in some

leadership roles, and I would like to

see him in those leadership roles to see

how he performs. So, that's why I'm

nominating him for uh, vice president.

>> Thank you. Is there a second?

Second. [laughter]

>> Okay.

Are there any other nominations for the

role of council vice president?

>> Yes. I would like to nominate vice

president Asha Green

and I would like to nominate her because

of her leadership um skills. I've been

sitting here since I got elected and I

personally am attracted to her

leadership style and her knowledge of

about city affairs and she's also been

uh very helpful. So,

>> thank you. Is there a second?

>> And I'll second that. And I second that

because uh only two individuals actually

spoke to me. I didn't know brother Jones

wanted to run for VP. Um, but the only

two people I did speak to was Madame

President and Miss Asha Green. So, I'll

just stick by my word and second that

motion.

>> Thank you. Councilman Jones, do you

accept the nomination?

>> Absolutely.

>> Thank you. Councilwoman Green, do you

accept the nomination?

>> Yes, I accept the nomination and thank

you for your nomination and second.

>> Thank you. Okay. Uh, I will ask Mr.

Trudale

um to please call the vote.

Mr. Rodriguez,

>> you say the name of the

>> Oh, Asha Green.

>> Okay.

>> Miss Davis.

>> Yes. For Asha Green.

>> Mr. Len.

This is a tough one. Um, I uh appreciate

the leadership of of Asha Green and and

I also want to see

um how Councilman Jones handles a

leadership position uh given his his

ambitions.

I'm going to give a vote to um

Councilman Jones, just to see what we

can get in the the future.

>> Miss Hill,

>> I am casting my affirmative vote for

Councilman Lamont Jones.

Mr. Jones.

>> Uh, Councilman Jones.

>> Mr. Jones is now the vice president with

four votes.

>> I would say um uh thank you to my

colleagues um especially Asha. Um just

so everybody knows there's no tension

between us. Um, I actually did

conversate with her before throwing my

hat into this ring. Um, this is

something that I want to do again to yet

again show the city of Harrisburg um

that um I'm someone that's committed to

serving us and um standing firm um in my

stance and my position of what I believe

in and what I believe the people of this

city deserve. So, I want to thank my

colleagues. It's been a joy serving with

you and I look forward to serving with

you uh moving forward. Thank you.
