Uh, yes. So, the applicant is proposing

and dorma roofs with Ecostar synthetic

slate shingles. Um and uh if uh you've

seen the photos in the uh case report or

um did a site visit to the property, uh

you'd note that uh the there is a pretty

minimally visible maned roof on the

third floor of the front of the

building. Um and uh they'll be replacing

the slate shingles there uh and on the

um kind of large A-frame dormer there uh

6:46

with the Ecostar uh synthetic slate

shingles. Um this is a product that uh

has been reviewed and approved by the uh

6:55

board before. Um so uh this is not

proposing a new product. Um and uh the

uh visibility of the location of work is

pretty minimal. Um and so it's a pretty

straightforward uh proposal. Um the

planning bureau staff is recommending

the request be approved with the

following conditions. Uh the applicant

should utilize a similar slate color to

7:20

the existing shingles. Uh and that's

7:22

just kind of to to maintain the overall

7:25

general appearance of the property. Uh

and then uh planning bureau staff

7:29

recommends our quest be approved for the

7:30

following reasons. The project is

similar to other approved proposals for

7:33

replacement of real estate shingles and

7:35

thus there is precedent for the

7:36

allowance of the alternative materials

and the project involves replacement of

7:40

architectural elements with minimal

7:42

visibility and a low profile along the

mansered roof.

not a whole lot of like new slate

shingles being made uh nowadays. But I

think at the end of the day, um you

know, having a requirement like that or

a condition like that is just you know,

maybe difficult to enforce.

Uh yes. So the applicant is proposing to

uh and transom with a halfu fiberglass

door featuring panels along with the

transom. Uh so uh this proposal um you

know is similar to uh some other

proposals we've gotten in the past uh

for replacement uh of doors. Sometimes

people want to remove like a wood door

13:37

with a half view pane and just put

13:39

something solid in for security reasons.

And other times we get proposals uh like

this where it's replacing a solid panel

door um with uh half pain. Um, and when

13:50

reviewing a project of this of this

13:51

nature, you know, you kind of look to

13:53

the historic district design guidelines,

13:56

uh, which generally discourage the

13:57

replacement of, uh, panled wooden doors

with, um, fiberglass or modern

14:03

materials, uh, because the profile of

14:06

the of the panels and the recessed areas

14:08

isn't quite the same. And in this case,

14:10

we're adding a um, uh, halfview pane as

14:13

well. Um I think when I uh went out and

14:16

did a site visit um you know I noted

14:19

that uh in addition to like this

14:22

proposal and this aspect is not um

14:24

relevant maybe necessarily to this

14:26

particular project and it's not

14:28

certainly the applicant's responsibility

14:30

but it appears that a previous owner uh

14:32

replaced some of the u windows on the

14:35

property uh took two over two windows

14:37

out and put in one over one windows. Uh

14:40

there were some other aspects uh like uh

14:42

mini split system put in um and some

14:45

other changes to the building that uh

14:46

you know didn't go through uh the harb

14:49

approval or as far as I can tell get

14:51

city uh permits. Um and so you know when

14:54

looking at this I'm looking at it almost

14:56

as a continuation of that where the um

14:58

historic nature of this building has um

15:01

kind of slowly been uh degraded uh and

15:03

erased. And so I think this uh proposal

would be kind of a step in that similar

15:08

direction. Um, and you know, there are

15:12

um existing products out there like

15:14

wooden doors, wooden panel doors

15:16

especially, uh, that could be used to

15:18

replace this. Um, you know, I think

15:20

it's, you know, evident as wood door

15:21

when you go up to it. You can kind of

15:23

see some peeling paint. Um, but the, uh,

15:25

proposed door would be a pretty

15:27

significant change, uh, from the current

15:29

appearance. And again, because it's

15:31

right up against the sidewalk and is not

15:33

set back like underneath a porch or

15:35

something like that, it's even more

15:36

conspicuous than it might otherwise be.

Um so for that reason um the uh plan

bureau is recommending the request be

15:43

denied um uh because the proposal to

15:46

replace a paneled wooden door with a

15:48

fiberglass door with a half view pane is

15:50

not an appropriate or necessary

15:51

alteration to an existing historically

15:53

appropriate feature. Uh because the

15:55

building does not have a front porch to

15:56

obscure the proposed change and the

15:58

location of work is in the touch zone.

The alteration will be conspicuous and

visible from the public right ofway. And

16:03

the applicant has the option of

16:04

installing a new wooden or wood

16:06

composite panel door if the existing

16:08

door requires replacement for either

16:09

security or energy efficiency reasons.

the conditions are a little or the

circumstances of the property are a

little bit different. Maybe you have a

you know existing vinyl door or existing

fiberglass door or something like that.

um or it's a particular size uh and it

needs to um have that you know ideally

it would be um you know wood door but I

think if there's a compromise to be made

and it sounds like the applicants are

you know willing to compromise on the

21:18

design of it I think um there's some

21:20

justification for um you know an

21:23

allowance of the material I I think in

21:25

the past

um I don't know whether it's uh this um

21:30

manufacturer or installer or it was

21:32

another one but They said that the

21:34

fiberglass was paintable. Um, so I don't

21:36

know if if yours is or not. So it is

21:38

paintable, which I know is one of the,

21:40

you know, long-standing

21:42

um, you know, issues of of every review

21:45

that the board does is the paintability

21:46

of of the product. And if the product's

21:48

paintable, um, I think there's, um, you

21:51

know, that certainly helps, uh, in

21:53

support of the applicant's position.

Uh yes. So the applicant is proposing to

on the front elevation uh with fibrics

with fibbrric windows. Uh and uh the

request should I guess be modified to

note that only the first floor window uh

would be packed out um by one inch on

either side. Uh as noted in the applic

as noted in the application uh the

25:18

existing the other four windows on the

25:20

second and third floors I think would

25:21

just uh be matching existing profile of

the window. Um so in looking at

25:26

something like this I know um

25:30

the board has generally discouraged uh

25:34

packing out uh it changes the appearance

25:36

and the kind of the profile of the

25:38

window. Um in this case I think we were

25:42

balancing a couple things. So, one of

25:45

the things uh was that the applicants

25:48

noted their only this is they couldn't

25:51

make a product that was the same size as

25:53

the existing uh window frame. Um so that

25:56

would mean that the alternative would be

25:59

doing like a play glass window. Um so I

have something similar in my front um

26:04

the front window on my first floor uh

26:06

where replaced a big double hung with a

26:08

a picture window. Um and maybe you could

26:10

put you know a fake check rail in the

26:12

middle of that. um to replicate the

26:15

appearance of a double hung window.

Um or the alternative would be, you

26:21

know, allowing the applicant to uh

26:23

install the window as proposed. And I

26:26

noted that in looking at the window, the

26:28

check rail is actually somewhat

26:29

offcentered uh on the overall window

26:31

frame. And the proposed window uh also

26:34

has that offset to the check rails. So

26:37

uh you know, this is kind of um one that

26:39

I think could go either way. Um and when

26:42

considering it, I really thought that um

26:46

maybe the

26:47

greater contributo element I guess uh

26:50

would be the offset check rail as

26:52

opposed to the overall you know profile

26:54

sides of the window. Uh and so the

26:57

question came down to well we recommend

26:59

denial or a condition with approval with

27:01

a different type of window. What would

27:02

that be? Um, and again, it couldn't be a

27:05

fiber window um or a wood composite

27:08

window of the exact same size. It would

27:10

have to be a picture window with like a

27:13

a simulated uh check rail in it. Uh or

27:15

it could be what the applicants are

27:17

proposing. And so, uh while I know that

27:19

I know the board's position on uh

27:21

packing out windows, um it seemed in

27:24

this case like it may be the lesser of

27:26

two evils uh when it comes to the uh

27:29

replacement of these windows. And

27:31

obviously as they're replacing the

27:32

windows on the upper floors too, you

27:34

kind of want a continual appearance um

27:37

between all the windows on the property.

So it'd be one where I don't know that

27:42

it would necessarily be the best idea to

27:45

say, well, we'll approve the four

27:47

windows on the second and third floor

27:48

and not the first floor window. I think

27:50

that would be even more conspicuous than

27:52

um you know what some of the other

27:55

options would be. Um so uh with that

27:58

being said uh the planning bureau

recommended uh the request be approved

28:04

um for uh the following reasons. Uh the

28:07

proposed window material is

28:08

administratively approvable per the

28:10

historic district design guidelines. And

28:12

although the project represents an

28:13

alteration which is discouraged by the

28:15

board due to the visible impact on the

28:16

architectural feature, the alternative

28:18

of a picture window would be a more

28:19

conspicuous change. Um, aside from the

28:21

proposed f first floor replacement

28:23

window, the project can otherwise be

28:24

administratively approved as presented.

Uh, and finally, the project will

28:28

replicate the off-centered check rail

28:29

between the top and bottom sashes of the

28:31

existing window. Um, so again, I think,

28:35

you know, this could have really gone

28:36

either way and I'm sure there may be,

28:38

you know, some indecision on behalf of

28:41

the board members on which way to go in

28:43

this case, but um, the planning bureau

28:45

felt that this was a pre more preferable

28:48

option to the alternative of a picture

28:50

window with the simulated check rail.

Um, we can make a picture window the

correct size. What we were trying to do

29:04

was match the double hung on the house

29:06

that's attached to it, like within

29:09

inches of that window. There's another

29:11

one on the next home. So, the homeowner,

we wanted to try to keep that. We

29:15

figured that was going to be an easier

29:18

approval process than going to a picture

29:20

window. So the the it's the overall

29:24

United that window that's giving us an

29:26

issue. It's the same thing when we did

29:28

the window at your home. We're talking

29:31

about a thumbs width on each side. Um

29:34

and on a 50inch wide window that's going

29:37

to be harder to pick up on than if we

29:41

make a picture window with like a

29:42

simulated check rail. I think that that

29:44

will look worse than like sash, you

29:48

know, because it's just a piece of glass

29:50

at that point.

where the sashes aren't offset and that.

So, the double home's going to look much

29:56

better as you're driving by, then you

29:59

won't you would have a really hard time

noticing one inch on each side of that

the original windows, it was going to

sides than at the top and

bottom. We can nicer that way. And then

on the interior, it has the existing

original wood stops. They almost cover

most of that packing and we're just

30:58

going to have a little bit on the the

inside to touch up on. So, but it'll

look much better with the double hung

being out front. So, you're there's

brick walls around.

Um, again, that's all staying original.

So, the homeowner, he travels a lot for

work. He knows that he needs there's

some uh wood work that needs to be done

and like the box sills and whatnot. He's

going to paint that to match because our

31:24

color is pretty close and he's going to

31:26

paint the wood trim around to match the

31:29

window once he gets the wood repair

31:31

done.

And then what is the full exposure of

the sash?

I don't know. The size of the width of

the sash

the overall unit is going to be The

overall unit width is 48 in wide is what

we can make. You go into that opening. I

would say 3 in from there to start the

glass. I don't know. The sash

is 2 in wide the whole way around. It's

very accurate. So, so like original wood

windows. Okay. But so it look like two

inches on the top, three inches on the

the top there's more than likely

the whole window frame. It snaps into

like of like before and afters or

I don't have them of that house, but I

Yeah, it's we've been using

for 10 years, I think. Yeah, I was going

to say I think the first couple

Um I you know I I think to um you know

the applicant's uh point because it's

not just a simple brick mold frame all

the way around uh and kind of to your

point of like well it would be two

chunkier headers and sills. Uh the

additional width on the sides is going

to be less noticeable because of those

bigger blocks on the on the top and

and you just like put a window in there,

which we have those windows in in the

city, um I think it would probably the

change would be more evident. Um but I

think due to the nature of the um

existing uh conditions, I think it'll be

said, at the end of the day, it seems to

me that the more you know, unique aspect

is the offset check rail in this window.

so a replacement that can replicate that

is probably preferable over something

So there's like some slight profile

time we're removing the slab inside so

the three colors that we did find
