Anniversary thank you madam chair and

thank you members of council it's a very

30:13

nice um honor to be in front of you and

thank you for the invitation just to

come and uh give you a very brief update

30:20

on you know Harristown Development

30:22

Corporation was formed in 1974 with a

30:24

mission to redevelop re re uh Revitalize

30:28

downtown Harrisburg after the 1972 flood

30:30

and we've stayed focused on that mission

30:33

for the last 50 years and we hope to do

30:36

so for another 50 we've been involved in

30:39

a myriad of

30:41

projects many of which you know and

30:43

hopefully enjoy on a regular basis

30:46

Strawberry Square um you know the the uh

30:50

this building here actually was built by

30:52

us uh in partnership with the city in

30:55

1982 uh I know you spend a lot of time

30:58

here so uh also the Harrisburg Hilton um

31:02

the Whitaker Center for Science and the

31:04

Arts we were involved in the development

31:05

of the pen national headquarters here

31:08

and many other um projects I asked if uh

31:12

clerk would would pass out a copy of our

31:14

50-year anniversary booklet uh we tried

31:17

to capture sort of some of the you know

31:20

Salient history of the corporation and

31:22

just s it's really a history book of the

31:25

downtown and things that have happened

31:27

here in the downtown town uh and and the

31:30

progress that has been made I will say

31:32

more recently we've really been trying

31:34

to focus on providing a lot more

31:37

opportunities for small businesses we

31:39

signed about a dozen New Deals uh last

31:41

year uh many uh new businesses in

31:45

Strawberry Square on North thir Street

31:47

and South Third Street U many of those

31:50

are minority and women-owned businesses

31:52

and I invite you all to come down and

31:54

shop and visit some of those those

31:56

businesses and

31:58

uh we continue to make uh improvements

in I think the small business Community

32:03

here in the downtown and we're also been

32:06

hosting a lot of different events and

32:08

activities uh for the public both inside

32:10

Strawberry Square where we have a brand

32:12

new stage that we're opening up to the

32:15

you know School groups and nonprofit

32:17

groups and all kinds of other uh uh

32:21

activities and events to the public and

32:23

then we're also doing a whole host of of

32:26

different events in the south of Mark

32:28

area block parties last week we uh

32:30

joined with the young Professionals of

32:31

color for a juneth celebration uh we

32:34

have another block party this Thursday

32:37

um and we have a whole series of other

32:39

events in the Som neighborhood uh for

32:42

folks to come down and just enjoy all

32:44

the great things that are in the city so

32:46

uh with that I'll I'll stop and and just

that was really neat to see I've heard

pictures my mom would always talk about

um pomoy so that was I know we all miss

a big deal for her so it it's nice to

underneath the sale of this program uh

often those of us in senior management

positions come and and talk with you and

you never have the opportunity to really

know who the worker bees are uh in our

departments and uh you all know Jason uh

uh Jason is our our business guy but he

is also a very strong team player and um

is involved in helping us with our

community development block grant

processes we keep um uh the team very

41:16

involved in knowing what each other are

41:19

doing in the various um Federal grant

processes so I am going to ask my staff

happening with the 2022 Brock Grant

500 homeless people that we have in the

blight a down in the downtown section

and up under the bridge and everywhere

else where they're being lived at at

this present time because it's coming

it's becoming a real problem all over

the city and he only slotted for 15 out

53:18

of

53:21

500 so that your comment is uh is duly

noted so this is is for a particular

program that's funded by Hud this is not

technically a city program we are the

53:30

administrators of this program so any um

questions you have as far as like what

we can do further on as far as dealing

with the homelessness that could

probably be something we could probably

several organizations that are working

with the homeless population so um we

really rely on them uh when we're at the

table to um address with us the needs

and um Pat Robinson Penn State Health

extension Milton Hershey but we'll be

landlord appears to be extremely cost

conscious does he have the staff and

equipment to keep the building in good

repair I have filed four different

1:08:13

complaints with the Pennsylvania

1:08:15

Attorney General Bureau of Consumer

Protection in the last

1:08:21

year the bureau advised me at one point

1:08:25

to contact my local police department if

1:08:28

I felt

1:08:32

unsafe

1:08:34

um there's a picture of the

1:08:37

building in

1:08:40

the this is 660 boa Street and as as you

can see it's a tall

1:08:48

building to my

1:08:50

mind the landlord's stewardship of the

1:08:54

four building elevators is symbolic of

1:08:59

his stewardship of the

1:09:01

building probably several thousand

passengers are transported daily up and

1:09:07

down the 20

1:09:09

floors however from March 1

1:09:13

2023 until August 29th 2023 a six-month

1:09:18

period each of the four elevators

1:09:21

operated with expired operating

1:09:24

certificate

and there's a picture of

the um operating

1:09:31

certificates and I've taken a uh a

newspaper with the date that I took the

1:09:36

photograph and that appears in the

1:09:39

picture so you can see the the the date

of these pictures was August

21st and the four certificates expired

at the end of February

from the time I I filed my BCP complaint

on August 8th 2023 until February

2024 the landlord did not bother to

respond to the

complaint in my mind operating elevators

without proper certificates not only

flaunts Pennsylvania laws but shows

utter disrespect for tenants

and their guests to the property while I

never contacted City police I did find

the complaint process for tenant

landlord with Harrisburg city code

enforcement in November 2023 an

inspector visited my apartment and found

some things not up to code with my

apartment number

abiding by his obligations to
