proclamations we would ask everyone to

and celebration of your accomplishments

okay we'll begin with councilman Jones

Thank You president Bowers um again we

want to thank you all of you here uh the

parents let me start with them first got

13:40

a little you know Flack from them no I'm

13:42

messing with you but n we we definitely

13:44

do want to recognize you um you know

13:47

there's a lot going on in the city of

13:48

Harrisburg uh these children could be

13:50

running them up um so we we want to

13:52

congratulate you and thank you as well

13:55

for putting the time in I know it's a

13:56

natural thing and you don't feel that

13:58

you need to be thanked for it but again

you see the state of our city and uh we

14:02

don't take that likely so I want to

14:04

congratulate you um your par the parents

14:07

on your continued uh rearing of your

14:10

children um also want to recognize you

14:13

coaches as well because there as again I

14:15

can say this about a lot of issues there

14:17

are so many things going on in the city

14:19

of Harrisburg and to give our children

14:22

something to do something challenging um

14:25

teaching them camaraderie and where how

14:27

to work together is is very important so

14:30

um at this at this time we like to

14:32

acknowledge you uh coaches and um thank

14:34

you for your service for our children in

14:36

the

14:41

city so the way so the way that we're

14:44

going to do this um because there are a

14:46

slew of names um I'm just going to read

14:48

one um for the coaches and then we'll

14:50

acknowledge um each individual when we

14:53

call you up you can just step up and U

14:55

receive your Proclamation is that okay

all right so this first

one famous

guy whereas the city of Harrisburg

15:10

recognizes the drien driven from within

15:13

boys aaou T and under basketball team

15:16

for their dedicated commitment to

15:18

teamwork and each player and coach and

15:22

parents equality equally sharing their

15:26

talents and individual strengths whereas

15:29

the group of young a these group of this

15:31

group of young athletes was Hast hastily

15:34

assembled and was formed in March of

15:37

2024 each player brought their own set

15:39

of skills and high level of

15:41

determination to the court every day

15:43

which resulted in immediate success as

15:46

they progressed through different

15:48

tournament brackets and whereas this

15:50

team was comprised of individuals with

15:53

raw talent that led them consistently

15:56

through tournament brackets and into

15:57

championship games

15:59

and whereas unfortunately each time the

16:02

team would fall short of winning the

16:04

championship game the players and

16:07

coaches and parents became even more

16:11

determined to win and never became

16:13

discouraged this consistent patter

16:16

pattern of losses in Championship Games

16:19

caused the coaches and players to refine

16:22

their strategies and strengthen their

16:24

cohesion as a team and whereas after

16:27

several defeats andamp Championship

16:29

Games the team intensified their

16:31

training sessions refined their

16:34

individual skills and developed a deeper

16:36

understanding of each player's strength

16:38

and styles and whereas under the

16:41

guidance of driven from within staff in

16:44

few by their shared common goal the team

16:47

learned the crucial lessons of of

16:50

composure and the heat of battle

16:52

strategic decisionmaking on the court

16:55

and unwavering belief in their abilities

16:58

and whereas this new found resilience

17:00

propelled them to their first tournament

17:03

championship and to eventually secure

17:05

the runner-up position in the 2024

17:08

crossover National Hoops National

17:11

Championship now therefore be a heed by

sorry um whereas the city of Harrisburg

recognizes the driven from within boys

aaou 12u basketball team for their

32:36

dedicated commitment to teamwork and

32:39

each player and Coach equally sharing

32:42

their talents and individual strengths

32:45

and whereas this group of young athletes

32:48

has risen From the Ashes from a very

32:52

challenging 2023 season while

32:55

transitioning from a recreational

32:57

basketball team to an aaou team and

33:00

began the season with a disappointing

33:02

598 defeat and whereas this team

33:06

finished the 2023 season with a dismil

33:09

record of one win against 13 losses and

33:13

whereas these resilient young athletes

33:17

were determined not to repeat the pass

33:19

the driven from within coaches

33:22

challenged the team to Embark upon a

33:25

rigorous journey of improvement and

33:28

whereas this journey included intense

33:30

training sessions focusing on Fitness

33:33

skill development and building a strong

33:35

team Bond they were determined not to

33:38

repeat the past and cultivated a fierce

33:40

desire to make a complete turnaround and

33:43

prove their potential on the court and

33:46

whereas the 2024 season became a

33:49

spectacular display of a complete

33:51

transformation as the team compelled an

33:54

impressive record of 22 wins

33:58

against four losses they

34:02

also um excuse me sorry they also um

34:06

demonstrated a deep desire to never quit

34:10

in spite of what the circumstances may

34:12

look like this desire to never give up

34:15

showed itself in a game where defeat

34:18

seemed imminent in the late stages of

34:20

the fourth quarter of a game down one

34:22

point and the team pulled out the

34:24

Victory and whereas this new found

34:27

resilience propelled them to attain four

34:31

tournament championships and the

34:33

clenching of the 2024 crossover Hoops

34:36

12u National Championship now therefore

34:40

be it hereby proclaimed that on behalf

34:43

of Harrisburg city council well and I

34:46

Lamont D Jones which not me but

34:49

congratulate Elijah walington course I

34:52

got that one again I'm sorry on this

athletic accomplishment and wish him

continue success in all his future

great things happening in Harrisburg and

it needs to be seen and not just the

pain that we continuously see on TV but

highlighting the gifts that we have here

you uh good evening uh my name is Mark

I live in uh forgot the name of that

part of the section of the

city

um I had uh spoken before this council

37:10

at um at an earlier

37:12

occasion concerning uh the unhoused

37:15

population in the

37:17

city

37:19

um bring it up a little bit

37:25

can yall hear me better okay um as I

said I I had spoken before this Council

37:34

before uh concerning the unhoused

37:36

population in

37:38

Harrisburg um since then I had um also

37:43

spoken before the Dolphin County Board

37:44

of Commissioners as well as met with

37:47

them privately to give them uh some

37:49

detail about the plan that I had written

37:52

uh to provide housing for the entire

37:54

population uh they love the plan but

37:57

their whole uh stance was that all of

38:01

the money that for this fiscal year was

38:03

already allotted to other uh programs

38:05

and services um on the 18th of July I

38:10

spoke with uh the

38:12

dced and I again

38:16

uh presented my plan to

38:20

them the uh results of that meeting was

38:23

very very encouraging uh they told me

38:26

that they had

38:27

a grant that specifically fitted the

38:31

plan that I had written um the problem

38:34

with that is they that they said that I

38:36

needed uh a municipality to to uh

38:40

partner with me so that you can uh apply

38:43

for the the the funding on my behalf or

38:47

on the behalf of my nonprofit because

38:49

they wouldn't allow a nonprofit to um

38:52

apply for it so what I'm here tonight to

38:54

ask is that we enter into a partnership

38:57

uh to get this funding and move forward

39:01

with building this housing uh for the

39:03

unhoused population here in

39:05

Harrisburg um there is an urgency to

39:08

this because where they are staying out

39:11

uh by pend do that area is slated for a

39:15

highway expansion which is going to

39:16

happen by the end of this year the good

39:19

thing about the plan that I had written

39:21

uh we can produce this housing within 90

39:24

days um I have taking the liberty of

39:28

doing the research as far as cold uh

39:31

whether um it was covered by Hud's cold

39:35

it is not um it is under the local and

39:39

state codes that are in place so we can

39:43

move forward with this um they also just

39:46

they also encourage encourag me to seek

39:51

um land on the Harrisburg State Hospital

39:53

grounds for that for this endeavor uh

39:57

they said that they are open to allowing

39:59

us to use utilize space there but I

40:02

would like to have other Alternatives in

40:05

place um you know through a a private

40:09

meeting with you guys so that I can

40:11

present all of the details of the plan

40:12

to you so that you can have a clear

40:14

understanding of how we will go about

40:16

doing this uh the good thing about this

40:18

plan is

40:20

this it will one provide the housing

40:23

that is needed for the unhoused

40:25

population two it would take the

40:28

pressure off of the Harrisburg uh city

40:30

council and the mayor's office to

40:32

produce low-income housing what that

40:35

does is um give us the opportunity to

40:38

step back reassess the uh the resources

40:41

that we have already in place streamline

40:44

them and then use them in a much more

40:46

effective way meaning there is a list of

40:48

houses that or properties and lots uh

40:51

under the under the under the um the

40:54

ownership of the

40:55

city over 300 properties and lots those

40:59

properties can be reconstituted in these

41:02

low-income neighborhoods and then made

41:05

available to those who are who have went

41:07

through the process at the transitional

41:10

housing compound and became capable of

41:14

sustaining housing and

41:16

employment now the plan calls for I'm

41:19

sorry to cut you off but that is your

41:21

on July 23rd I believe so just so we can

get a little bit more detail um I'll

had public hearing and and since then we

have been made aware of the success of

23rd um Workshop application workshop

and if you would could just tell us a

little bit um about that I know that

43:43

there were uh was it 51 51 uh

potential um applicants uh participated

43:52

in that Workshop uh we're having another

43:54

one uh next week

43:57

um there will be uh two sessions at

44:00

10:00 and at two just like we had one

44:03

before excuse

44:08

me oh you want the

44:10

date is it the 6 I got a lot of dates

44:15

going on in my life right now really

44:17

yeah August 6th and um cotas will be

44:21

conducting those workshops also there

44:24

are Consultants from HUD

44:27

and um it's to give information to

44:31

potential applicants on what is expected

44:34

in terms

44:35

of um writing their application and

44:37

submitting their application related

44:40

time frames and what they have to have

44:42

them in and

44:44

um uh and all the appropriate documents

44:47

that have to be included in their packet

44:50

their application and thank you for that

44:53

information now has the link been set up

44:56

yet the link was set up the next day as

44:59

we promised okay they can go on the

45:01

city's website and they can access the

45:04

application the conflict of interest

45:07

form and all the other forms that are

45:08

required okay so to connect to the

45:12

webinar or Zoom is that link that is

also on the city's website uh if they're

45:18

interested in um participating in the

45:22

August um workshops okay it's open thank

you so basically that's an update um of

45:30

uh everything that has taken place with

45:33

this U Workshop I'm pleased to know that

we had a good

turnout

um I don't have any else to say I would

that uh you know it is a requirement I

want to say that for persons that it is

a requirement that if you're going to

submit an application you have to

participate in at least one work okay

and um what are some of the

qualifications just to reiterate for the

46:37

public that may have missed that

46:38

information what are some of the

46:39

qualifications for them are you looking

46:41

for uh I would take it that you're

46:43

looking for new nonprofits and things

46:45

that of nature to to apply but also the

46:48

ones that have applied before are still

46:49

welcome right yeah we we we are

46:52

welcoming any nonprofits that are

46:54

submitting we don't make uh preconceived

46:57

notion on who qualifies or not we have

47:00

to read their applications and make sure

47:01

that they fall in line with HUD

47:04

regulations that's all I

data and um I was just reading over the

action plan but I didn't have any

welcome I will say this we will be

submitting the uh two uh 2024 action

plan to HUD on August 16th it's due um

47:51

it's ready I just released it to um our

47:54

Consultants today for

47:57

final and so that we will have it into

48:00

HUD before the 16th of August okay okay

for the um Grant should be very well

yes what's the status of the uh grantee

applications from

2023 what what what is the

question what is the status regarding

the applications from 2023 we don't have

49:13

the applicat for the 2023 you mean a

49:17

2022 the 2022 fiscal years the

49:20

applications that re the 2022 well the

49:22

ones that have um that had no uh issue

49:25

or conflicts theyve received re their

49:27

letters um and their contracts have been

49:30

uh released um for those who kind of

49:33

were were in a um uh a middle position

49:37

where we need a clarification we've been

49:39

meeting with those persons directly uh

49:41

to get clarification and upon that

49:44

clarification their contract will be

49:46

released the ones with a conflict of

49:49

interest it's a conflict of interest and

49:51

so they were notified that there was a

49:52

conflict of interest and um uh go ahead

49:58

I have addressed and so has um Mrs tamaa

Mo some of those applicants um that have

50:06

a conflict and we pretty much um defer

50:10

that to Legal because I wasn't uh here

50:13

for the 2022 so uh that was deferred to

50:17

legal for

50:18

response and then the ones that were

50:23

um or funds the ones that were

50:25

determined to have a conflict were they

50:28

invited to participate in the these

50:31

workshops

50:32

Absol absolutely they were notified that

50:35

if they had a conflict of interest in

50:38

2022 it it will not prohibit them from

50:41

applying

50:44

again and then um this is for Lura has

50:48

lobur secured conflict Council to advise

50:51

Council on how to proceed going forward
