Hello. Hello.

I would like to review our

legislative session agenda before

formally calling our meeting to order.

So I will call the meeting to order. U

Mr. Trudale will lead us in roll call.

The invocation this evening will be led

by Councilman Jones, followed by the

pledge of allegiance, which will be led

by Councilman Rodriguez and Councilwoman

Daniels absence. We do not have any

communications this evening. We do we

will then move to courtesy of the floor

uh the approval of minutes. We have

three sets of minutes to approve this

evening. Uh we will approve the minutes

for the special legislative session that

occurred on July 1st, 2025.

The minutes for the legislative session

that occurred on July 8th, 2025,

and the minutes for the special

legislative session that occurred on

July 29th, 2025.

We do not have any reports of

committees. We have two ordinances for

first reading. Bill 8 of 2025 and Bill 9

of 2025.

We do not have any ordinances for

amendment or ordinances for final

passage. We will then move to

resolutions.

Resolution 49 of 2025.

Resolution 50 of 2025.

Resolution 51 of 2025. Resolution 52 of

2025. We will suspend the rules for

discussion and then vote on that

resolution. Resolution 53 of 2025.

Resolution 54 of 2025, Resolution 55 of

2025, Resolution 56 of 2025, Resolution

Thank you, President Hill. Um we've had

uh just getting back from our hiatus,

our our hiatus, uh we've had um a few

community members that we've lost. And I

would like to recognize some of them

right now. And hopefully that we can um

keep their families, their children, and

everything that they were doing in our

community in prayer. Um I want to give

them strength in this time of uh

grievance.

um to first for the Jennings family

um Rick Rick Rick Jennings um Mr. Carl

Murphy and um last but not least a a

personal friend of mine and um I say

this with a heavy heart um Brandon was a

special person to all of us. This this

is going to be a huge impact on our

community. This was someone that wasn't

an elected official and was able to get

a lot of things done. He was able to

work across the aisle, work in any

space, any volatile space, any calm

space. Uh Vandon was truly a loyal

friend to me and I know his family is

grieving right now. Um I send prayers

and strength for them. So can we have a

moment of silence for the flood family

and those a for mentioned?

we do not have any communications this

evening. Uh we will now move to courtesy

of the floor. Just a few housekeeping

notes before we begin. Uh please state

your name and your address for the

meeting record. If you don't feel

comfortable sharing your address, please

share the vicinity in which you live

within the city. You will have four

minutes to share your comments. Mr.

Trudale will serve as our timekeeper.

And I'll begin to my right. Is there

anyone that would like to offer public

comment?

Good evening. My name is Melanie Cook. I

live in the uh 3000 block of North Third

Street in the Riverside section of the

city of Harrisburg. I'm here, as I was

last Tuesday, unaware that you guys had

not come back, to express concerns about

uh what I heard during a press

conference on August 15th relating to uh

a curfew that was going to be or is

going to be has been enacted within the

city of Harrisburg.

As the press conference went on, I

became quite frankly more dismayed and

alarmed at the fact that youth in this

city were being characterized

in a way that suggested that they were

almost solely responsible for the lack

of a return of business to the area of

the city that was called Restaurant Row.

Both our mayor, our captain of the

uniform officers, as well as our

commissioner seemed entirely focused on

an area of city which they believe

apparently is the lifeline for the

economic growth and development here.

One, I do not think that is correct. I

think there are thriving entrepreneurial

businesses throughout the city of

Harrisburg. I also do not believe that

that area is entitled to any more police

protection than any of the other

neighborhoods in the city of Harrisburg

and was alarmed and quite frankly

puzzled when the commissioner indicated

82 additional officers were being

assigned to the restaurant row area.

Now, from what I've heard, we are

limited in our law enforcement

personnel. So, how 82 additional law

enforcement officials are

guaranteed to be sent to Mid not

Midtown, excuse me, to downtown

restaurant row is a question that I

have. Also, the fact that the response

from the administration seemed to be

directed solely at calling in the

calvaryate, the Pennsylvania State

Police, adult probation and parole, the

liquor control board agents, every law

enforcement entity, including local

entities outside the city apparently

have been called in. Where was the reach

outreach to the community? Where was the

request that adults who may know some of

these young people come and assist? What

actions were taken before all this law

enforcement was brought in? And quite

frankly, who is paying for it? Are they

volunteering their time or are is the

city taking that money from other funds

to ensure that individuals who at one

time in the not too distant past were

required to pay for extra security they

thought they needed. Now, apparently

they have it being provided free of

cost.

I sent my written comments to uh

President Hill as well as Mr. Jones, who

it is my understanding chairs the

committee on public safety. Yet, it did

not appear that any elected officials

were notified of the press conference or

asked to participate. We cannot function

as a city when we do not call upon the

people the citizens elect to help make

these decisions. We do not need nor want

for law enforcement to be the sole means

of addressing the youth in our

community. No one is saying these kids

should be downtown wreaking havoc. But

when and where did 300 kids get into a

fight at 1:00 a.m. in the morning? I

didn't see anything in the press. When

did that occur? And what was the city's

response?

It is not sufficient to say we're going

to

apply hefty fines that aren't identified

amounts or payment schedules. I expect

that there will be a public meeting

where other concerned people can speak

on this issue.

Good evening. My name is Wendy Shaver

and this is Kim Bell and we are with

Power to the Hill. We are a group in

Allison Hill neighborhood of Harrisburg

City and our primary goal is to raise

the voter engagement and civic

engagement in Allison Hill to improve

that section of the city. We are

currently this year picking a second

community action project. Our first one

was called Light the Hill and we've been

working on that one for about five years

and that's to make sure that all of the

city street lights in that neighborhood

are working and that has been very

successful and we're now ready to pick a

second community action project. We're

going through the same process that we

went through in 2018 to pick the light

the hill project and we have had a

community dinner that we held in March

where we invited people from the

community. We had a discussion and

brainstorming about things that people

would like to see change in the

neighborhood. We did some dot voting and

we picked a top 10 list. Since March, we

have been canvasing all of the doors in

Allison Hill and asking people to vote

out of those top 10, their top three

concerns.

We also had uh some porch parties where

we asked people to vote, including at

Miss Kim Bell's house. And on November

1st, we're going to have a second

community dinner where we're where we

are going to bring people together again

and we're going to pick out of those

three the one that the neighborhood

would like to work together with Power

to the Hill to work on improving the

neighborhood. And Kim is going to share

the current top three out of our top 10

list.

>> Good evening. Uh, one is more cameras in

the hill section.

Number two is uh the trash uh the

dumping of I just seen it cuz I just

moved from out there two weeks ago uh

the 15 between 15th and 14th of Market

Street and going through the community

today. I noticed uh back there where I

called and complained about a truck that

was on cinder blocks. Well, on bricks,

not act not on the big cinder blocks,

but just regular bricks and how it was a

danger because there's so many kids in

that neighborhood. But I saw where they

have dumped furniture. Again, this is

this is for probably the 150th time for

you guys hearing this. And right where I

live, somebody threw furniture back

there

along somebody's fence where the where

the yard is, uh, that really needs to

stop because well, I'm quick to report

them when I see that or can figure out

where it came from. I ask questions in

the neighborhood. And I think the third

one was

uh, oh, more activity for the children.

I know we do have the recreation center

on Walnut Street uh that does things in

the summer as well as winter. I don't

know of any other

uh facility or community that has any

activities for the kids.

Market Street uh between Yeah. 14th and

15th of Market Street right there,

especially Zarker Street. They're

starting to throw a lot of trash back

there. Old cars and things of that

nature. And I did notice they had

cleaned up a bunch of tires and all that

stuff that was back there was cleaned

up. Was looking really nice. And then

like I said, I rolled out that way today

and it's they're starting. It didn't get

there yet, but they're starting. There's

some trash out there now.

I'm call I'm here in reference to what

was going on up at the park. The events

we had up there. It was a cluster.

Um

but I don't think they should have

the tents in front of the band shell.

Now the tents ought to be on the outside

or up on the hill. They shouldn't be in

front of the band shell because folks

can't see everybody. Other cities, it's

not like that. You know, when we used to

do the African festival, they wouldn't

allow to protect their potential in the

streets. But that's all the story, too.

But back there and they was towing cars

and they was towing cars because the

park rangers wasn't on their job.

So, they would only let their homies and

the handicap at the mansion

which which that should have been for

whoever all handicapped but if you

wasn't if you wasn't in there click you

wasn't allowed to park there

and then they was too busy watching

the festivities and then the car parked

there now they don't know whose car it

is now they would have tow the car but

they have been getting paid but they

ain't on the job

and that's it for the

And there's a light out on Loose and

Elder Street, but I'll call the other

guy on that do

fellow council members. My name is

Robert Williams from Capitol Heights

area of Harrisburg, PA. I'm here today

to speak on the blatant disregard of

municipal and administrative law. I've

read and seen

Mr. Grover speak on the 120day

law and his response I'm quoting

paraphrasing was other administrations

have used acting department heads over

120 days. I would like to say other

administration

have also

been arrested for misuse of public

funds. So saying other administrations

have done something illegal is not

doesn't dismiss this illegality. I'm

saying all that to say that 120 days has

passed on several interim which interim

is not a term I guess that's used to try

to skate around the law but the titles

don't matter. The law says as long as

they're acting,

meaning doing the job of the department

head, the interim or acting doesn't

matter. The 120 days has been up since

October for Miss Martin and I don't

remember for Mr.

But their 120 days is up and I advise or

I suggest to city council to contact the

controller and tell him not to authorize

any more of their payments because it's

unauthorized and this illegal

expedentials of taxpayers money. Also, I

would like to speak on the curfew. I

really don't have any confidence in the

Harrisburg police interacting with

teenagers or the public too much at all.

more interactions with the public. I

don't think that's helpful. Also,

studies say that most crimes with

juveniles happen in between three and 7

pm.

How can the police officers tell the

difference between a 17-year-old and an

18y old? And who says that the people

down there causing the problems are

under 18? If I'm 18, 19, or 20 and I'm

down there causing problems, what is the

curfew going to do for that? So, I mean,

I have so many things to discuss and I

usually have come prepared to have

everything wrote down, but I'll see you

guys at the next meeting. Those are the

main things I wanted to get off my

chest. Thanks for having me. Thanks for

allowing me to share.

>> Good evening. My name is Evelyn Hunt and

I live in the 1800 block of State

Street. I need a telephone that when

there's a problem in the city at night,

I can get to somebody who's going to

deal with it. Calling 911 and telling

them there's an issue and asking can

they get it resolved and the next day

when I call down to the city, the city

does not know that this problem occurred

during the evening.

So, I need a number that somebody can

will do or contact people that have to

deal with the issue. The issue I had,

um, one of the breakers on State Street

was out.

I called 911 and asked them, "Uh, is

this something you can handle or can you

give me a city number where I can get

these lights on?"

I found out the next morning when I

called the engineering department, they

knew nothing about those lights being

out.

Excuse me.

No, I'm talking about the 18, the 19,

and the 2000 block of State Street.

Not the bridge. That was another issue.

But I found out what the problem was was

there. Okay. The other thing is

I'm happy that we had some events up at

Reservoir Park this summer.

However,

I think we need to do something about

finding ample parking space for these

people when they come up, having the

police helping with the parking. We have

all of these narrow streets near the

park and the people are parking up at

the corners. They're parking on people's

properties. And then we have and I would

say 99% of the people that were up there

were absolutely wonderful. We had about

1% who had a limited vocabulary that

only knew four-letter words when you

were telling them to get off your

property.

And we needed to have more police up

there to help because people were

parking on literally sidewalks, not

curves. on the sidewalks. People were

parking on property that lawns. You

don't want someone parking on your lawn.

And I most certainly was not pleased

when they were parking on my lawn. So,

can we get something where there's

parking where people can park when we

have these large events? I welcome the

large events. I miss them because we

used to have them before they took

everything downtown, but I don't want

them at the expense of my property.

of the codified ordinances of the city

of Harrisburg entitled curfew providing

for an adjustment of hours of curfew for

minors and increasing penalties for

curfew violations.

is Bill 9 of 2025. Mr. Trudale, could

discharging 2023 city real estate taxes,

costs, and striking off tax leans for

certain historically taxexempt

properties.

enter into a reimbursement agreement

amendment with the Pennsylvania

Department of Transportation to accept

an increased award amount of 27,173

in transportation alternatives. set

aside funding for the purpose of funding

the Capitol Area Green Belt Paxtang

Parkway Trail Restoration Project.

Next, we have resolution 50 of 2025. Mr.

the record? Resolution 50, 2025, a

resolution authorizing the submission of

a Dolphin County local share municipal

grant application of up to $250,000

to fund the renovation of the bedroom

accommodations and bathroom facilities

at fire station 1 located at 1820 North

6 Street.

move to the budget and finance

committee. Next we have resolution 51 of

2025. Mr. Trudale, could you please read

it into the record? Resolution 512025,

a resolution ratifying the submission of

a grant application to the Pennsylvania

Office of the State Fire Commissioners,

Municipal Fire Department capital grant

program and authorizing the city of

Harrisburg to execute any agreements,

forms, and documents related to the

award of 83,475

for the purpose of funding the

renovation of bathroom facilities at

Fire Station 2 located at 140 North 16th

Street. Thank you. Uh, resolution 51 of

2025 will move to the public safety

committee. Resolution 52 of 2025, Mr.

Trudale, could you please read it into

the record? Resolution 52, 2025, a

resolution ratifying the submission of a

grant application to the Pennsylvania

Department of Community and Economic

Developments Multimotal Transportation

Fund for 463,000 for the purpose of

funding the Hur Street pedestrian

improvement project.

>> Thank you. So we have before us

resolution 52 of 2025

who from the administration will speak

to this resolution.

>> Good evening.

>> Good evening.

>> So my name is Joel Sers. I'm the city

engineer

currently. City has a project with Panda

to do pedestrian safety improvements

along the street corner, excuse me,

corridor from 15th Street to Arsenal

Boulevard.

And it's mainly just

curb ramp improvements. Uh, and there

are some more safety improvements such

as concrete bumpouts, especially at the

15th Street intersection, which has been

a notorious um safety hot spot.

Part of that design

is going to kind of block off the what

we call the climb lane for Hurst Street.

So going eastbound on Hurst Street as

you go up the hill, there's there's two

lanes currently.

The right lane is what we're considering

the climb lane. As you get towards the

top of the hill with the current design

that we are anticipating on going with

there's going to be a sudden cut over it

which kind of makes it an unsafe

condition.

So the ask for for this grant would be

to fund a separate portion of that

project to extend it from 15th Street to

12th Street, eliminate that climb lane

and install what we want to call like a

a shared use path or a bike lane. And

that would offer

a multitude of um improvements to the

community. One, it would

keep

vehicles straight as they're going up

the the Hurst Street corridor. And with

the anticipation of the new transfer

facility at Cameron and Hur Street,

it'll allow residents at the top of the

hill to safely access that by giving

them a a direct path down the hill.

Currently, they would have to cross her

her street, walk down, and cross again.

So, that was the the intent for for this

um this grant.

I will say that the pedestrian safety

improvements are completely funded

through through PENDOT's program.

However, since this is would be out of

scope for that program, the city would

then be on the hook for that additional

cost, which is why we are trying to

pursue funding for it.

I don't have any questions, but I'll

open the floor to questions um that my

colleagues may have for you. Um I'll

begin with our public works committee

chair, Councilman Rodriguez. Do you have

any questions?

>> Thank you, Madam President. Uh thank

you, Mr. Joe, for joining us this

evening. Um it's pretty uh

straightforward to me. I have no

questions, but hopefully this is

something we can get done to improve

that section of the city. Thank you.

>> Thank you, Councilman Jones. Any

questions? Um, no really. Um, that is I

live right around the corner from there.

Live on North 16th Street, so I am very

familiar with the area. I think we

recently had a loss of life there from a

young child. Um, yeah. But is is it the

timeline? Can you share that with the

community?

>> The timeline for

the pedestrian safety improvements,

PEDOT's anticipating a let date of March

of 2027. So construction will probably

begin that summer, finish that fall. Uh

if we can get this

grant

and we are awarded it in time, we can

incorporate that construction work and

design work into the same timeline. So

everything should be complete by end of

2027.

>> And you said it would start around that

time if everything goes according.

>> Yeah, it would start probably the summer

of 2027, finish in one construction

season.

any questions. I know this project is

well overdue. I think um we all who live

in the city understand um the danger

that her street presents, especially

when cars are coming up the hill and

you're trying to cross the street. Um,

and then we have um, oh good, Bethesda,

I think the the ch Bethesda Mission is

right across the street where kids go to

day camp at and I know I was trying to

drop off my niece one time and I it was

very scary um trying to get her out of

the car. It's really nowhere to park to

drop her off. So I I don't have any

questions. I just um I think myself and

I can speak for a lot of residents just

ready for this to be a safer street. So

thank you.

being here, Mr. Ciders. Do you foresee

that the that corner uh with the um new

uh development and construction there is

going to eliminate all of the

congregation with the vehicles that

usually end up there every day.

on that corner.

>> On on 15th Street.

>> 15th and her. Yes.

>> Could you please clarify what I guess?

>> So that intersection there's a store

that sits there on the corner of 15th

and her.

>> Okay. and the the area is so narrow

>> with the poles or whatever they are in

the middle of the street.

>> So those those ballards would then

become the new limits of the concrete.

>> I'm sorry.

>> So those bowlers are kind of a a

temporary bump out. Part of the design

would make that a permanent concrete

bump out. So it' be removed.

>> Okay.

>> And it would be a concrete curve in that

in place.

>> Okay. So there will be more room for

people or uh cars to turn.

>> It should aid Yeah, it should definitely

aid in in turning movements. Part of the

one of the benefits of a bump out is it

allows uh cars to kind of creep out a

little further into the the lane to have

a better sight distance.

>> Okay. I was just concerned about all of

the the traffic there and the cars

stopping

going in and out of the store. I wasn't

sure if the construction there somehow

is going to alleviate

all of that activity there, which also

makes it dangerous

for people going across the street to

the mission.

>> Yeah. So, it should definitely be safer

for for pedestrians, for vehicles will

be safer for them to turn. I can't speak

to the congestion.

and and see what this is about. It would

be a short meeting, but just want to get

people interested in seeing what's

happening and so we can help repair

these relationships in our community.
