Street um I have kind of like two

um the officer that's on duty at uh the

Giant on Klein Village is he actually on

duty or is he there in some other

capacity um and the second question or

if you want to go right to uh um you

just do you do you got a badge number

and all that uh no it's it's a

particular officer and on occasion

7:57

there's another one they show up there

7:59

and there in full dress uniform I'm

assuming that they're there as part of

the police force but they're inside kind

of like so what I can do Mr Ben is uh

and inquire about that and get back to

you um Mr I mean Mr Grover yeah our

officers are have a a the right to be

detailed when it's not their regular

working hours okay cuz I wasn't sure

whether it was his official capacity to

be there but it's as a law enforcement

officer but what happens is just like

8:31

when we have there's a group of officers

downtown on Thursday and Friday Saturday

nights they're on a detail we have

8:37

officers over at the hospital they're

8:38

are a detail so that's what that is okay

I know I only have four minutes the

second question is um the community

service AIDS Duty or is it their duty to

uh be policing the

8:53

Firelane at uh that same clein Village

site

far as far as parking and you you're

coming with it today right uh um far as

the fire lanane the people that's not

supposed to be parked there um

absolutely they do have the ability to

ticket um and so do the regular police

officers and I don't know if that willly

be able to do that more in the

9:20

detail Okay the reason why I bring all

this up is I was a witness to some

9:25

extremely upsetting situation this

9:28

afternoon around actually around

9:30

11:30 um a woman with all her kids in

9:33

the car was basically descended upon by

9:37

about five police

9:39

officers um I don't know the full story

9:42

since I wasn't there at the very

9:44

beginning of it and so forth but my

9:47

arrival had all three of the community

9:50

service AIDS

9:51

there prior to her even parking in the

9:54

fire lane and as I was leaving and I

9:58

wasn't able to leave because of all the

10:01

police officers and their vehicles

10:03

parked at the entrance and egress or or

10:06

the yeah the entrance and an exit of um

10:10

right there by the McDonald's and so

10:13

forth so um it's it's a shame that if we

10:18

are trying to get our youth and other

10:20

people to um deescalate and so forth

10:24

from the tensions that are going on in

10:26

the city right now that um you have to

10:30

have that many officers when you have

10:32

someone who could walk up from the Giant

10:36

and not have five police cars to send on

10:40

a

family

um all right hello um my name is Michael

Buck um I live at 423 Walnut Street um

in The Old City Hall Apartments um I

11:25

moved here actually last month um and

11:28

for my first job out of college um so

11:31

I'm trying to do something a little

11:34

different in terms of my career um I

11:37

work at a bank right now but I also have

11:39

done a lot of community service for the

11:41

region that I used to come from um I'm a

11:44

little shy speaking up front so that's

11:46

why I'm shaking a little bit um I come

11:48

from Charlotte North Carolina um and

11:51

there I participated in a lot of uh

11:53

community service organizations um most

11:56

notably um honor societies within my

11:58

University

um I volunteered in theid tax uh

12:03

organization which helped do tax

12:06

preparation um for those with

12:09

disabilities you know senior residencies

12:11

was in the area minority speaking

12:14

residents um

12:16

and what I'm doing up what I'm trying to

12:19

do up here is trying to get myself more

12:22

directly involved with my community

12:24

again um that's kind of like a lot of

12:28

that I do it's not just helping my job

12:30

but um helping other people in my

12:32

community um I know I'm so particularly

12:35

new um but if you guys have any

12:38

recommendations of where to best put my

12:41

skill sets to use I have a extensive

12:44

background in the Air Force um I'm an

12:47

eagle scout um graduated in finance i'

12:52

I'm definitely really good at accounting

12:54

so U if you guys know where I can be

12:56

best of use for the community let me

know not it's totally fine um I love

coming to these meetings just to hear

what's going on in the community see

where I can help potentially um and then

lastly I also want to give appreciation

to uh councilman Lamont Jones for your

work in breaking the chains for ask at

risk youth um there was a lot that I did

13:18

in my community for those types uh

13:21

people in my community especially in my

13:22

high school and Hope High School there's

13:24

a lot of uh issues with that school um

13:28

and so I join Student Government try

13:30

help the get the students more involved

13:33

um in some of the policies within the

13:36

schools so I really appreciate the work

13:38

that you do there um that's really it

13:41

my name is Toby uh I'm a homeless

person uh I'm not really staying near

the pend dot uh Place anymore but I am

Harrisburg um I I just wanted to say

that uh sat on Saturday I uh set up up a

tent near the river front and within

14:35

around

14:36

three 3 to four hours um six to seven

14:41

police officers basically came over

14:44

there and started harassing me and told

14:46

me to take my tent

14:48

down

14:50

um they

14:54

uh I I'm just wondering I guess my

14:58

biggest question is

14:59

is is that really uh what we want our

15:05

like law enforcement to be doing like

15:07

that's a lot of officers to go harass uh

15:12

either I guess they thought there was

15:14

more than one person there but I I was

15:17

only one person um and I just feel like

15:21

they could be doing anything else like

15:25

um I'm I'm just wondering if that's

15:28

that's what want them to be

15:30

doing uh with public tax dollars and

15:35

just in

15:36

general that's my

15:45

to speak to councilman Jones further as

well following the

meeting can anybody answer that question

our tax dollars spent like that um but

conversation and see um like you said it

could have been they thinking it was

more people um however it is no we don't

want to see our citizens harassed by

anyone let alone a police officer or tax

dollars being spent in that manner it

was six it was like six to seven of them

yes and I'm I'm agreeing with you that

we don't want to see our tax dollars

spent in that manner um but and and for

16:31

future reference if something like that

happens um and you feel intimidated or

16:35

something like that be sure and this is

16:37

for anyone in the public be sure to get

a badge number and a name um so we can

know who to directly uh to address with

those concerns yeah um

unfortunately uh I couldn't do that

because I was pretty shaken out at the

16:52

time um and the reason I had to set up a

16:57

tent on thead Riverfront or near it is

because uh when I was at the encampment

17:04

I think this was like maybe 1 to two

17:06

weeks ago or something I called the

17:10

non-emergency hotline hoping to report a

17:14

crime not to have any officers come out

17:16

or anything like that

17:19

and uh apparently officers did come out

17:23

and started just saying my name to

17:27

absolutely everybody

17:29

and they

17:30

said uh as well as the people who I

17:34

called uh to

17:37

report so I I feel like this is just

17:42

making the this this city safe for

17:48

people who do uh criminal activities

17:51

instead of people who uh report them and

17:57

I I don't think that's very safe

17:59

to be honest and I feel like that should

be checked

into I

18:06

will okay uh if you want to stay behind

so I can get some information from you

uh if you can I I need to

comment good evening my name is Wendy

Banks I live uptown

18:42

Harrisburg um I have had several

18:45

meetings with the mayor um couple

18:48

council members I spoke with I was

18:50

assaulted on my

18:52

property um I decided to handle it the

18:56

proper way the proper channels to the

18:58

Harrisburg Police

18:59

department they dropped the

19:03

investigation decided that they

19:05

ultimately wanted to press charges on me

19:07

because they saw me um engaging in the

19:11

altercation on my property as well I saw

19:15

I showed the mayor the video of what

19:18

happened the mayor's words to me were

19:21

why didn't I blow his head off I told

19:23

her I didn't have a gun nonetheless the

19:26

commissioner told her she shouldn't have

19:27

made those statements

19:31

um I'm here because I've been fighting

19:33

for $2,000 worth of

19:37

restitution they admitted that they were

19:39

wrong they put me on the books to cut me

19:42

a check they cut me a check no Grover

19:44

for

19:46

$1,000 which was not even half my my

19:49

truck was damaged my phone was

19:52

damaged um to tun to say 4,000 I just

19:56

wanted my phone repaired which was

19:59

,000 um they told me I had to file civil

when it was their officers who made the

20:04

mistake I spoke to commissioner Carter

20:08

he told me to get in contact with Grover

20:11

uh Grover was very rude to me nasty hung

20:14

up on me told me he didn't owe me an

20:16

explanation as to why I only got $1,000

20:21

which I left here I didn't take it so I

20:24

want to know what I need to do who I

20:26

need to speak to to get the rest of my

20:28

res tion this is going on 3 years and

20:32

it's egregious to me because there were

20:36

other ways that this could have been

20:38

handled but because I tried to be mature

20:42

and let you guys handle it this is the

20:45

thanks I get again I've spoken with

20:49

council members and the mayor and the

20:52

commissioner and nothing has been done

it's a legal dispute if she wants to

21:04

pursue legal Avenue she can pursue legal

21:06

Avenues the city position is we owe her

21:07

nothing we do not damage her property we

21:11

offered to settle a matter because it

21:12

was a disputed matter um we we do not

21:15

pay people because they knock on the

21:17

door and say they didn't like what an

21:18

officer did but that's not what it was

21:19

your officers I'm not going toate eiac

21:22

your officer quit so therefore she was

21:25

the main person in charge I gave her all

21:27

the restitution arm receipts and

21:29

everything that was supposed to be

21:31

included they did not include it when

21:33

she left some another officer picked up

21:36

the case and they told me because the

21:40

incident they saw me hitting him on my

21:42

property that they would have to press

21:44

charges against me which I said fine but

21:48

when they repress charges and I gave

21:50

them all those receipts that were

21:52

supposed to be included in to the case

21:56

they never got included in so I don't

21:58

understand why do I have to file Civ if

22:00

your officers are the ones who did not

22:03

include the proper paperwork the first

22:05

officer had included it but it did not

22:08

go any further than that when she quit

22:11

so no one had picked it up no one was

22:13

going to pick it up until I had to go

22:16

and do further investigation as to what

22:17

was going on so I don't understand how

22:20

if Chief soron said that you guys owe me

22:23

because you guys didn't handle it right

22:25

why am I being

22:28

assaulted again basically and then

22:32

you're just nasty and like you don't owe

22:33

me anything your officers owe me your

22:36

officers owe me the duty of filing the

22:39

case right if the case would have been

22:40

filed properly all of my receipts should

22:43

have been included in the restitution

22:45

Pianka charged this man with property

damage the property that he damaged was

22:51

mine no restitution I don't get

22:54

anything but I'm supposed to go and

22:56

spend my money to file civil

and you don't want to I don't I don't

get an explanation you say you cut me

$1,000 and take it or leave it yeah I

left it because that's not even half of

homeless um so I wanted to bring to the

attention about an incident that took

23:49

place with me with an officer this was

23:53

with a I want to say a few

23:56

officers um and this was back

23:59

I want to say in

probably

January December of

24:05

2023 I was living at 1834 Regina street

at the time and

24:13

um the the house that I was living in

24:15

was being operated unlawfully as a

24:18

rooming house I didn't know that at the

24:21

time that it was being operated as such

24:25

and I was living in the house where with

24:29

four Hispanic Mexican gentlemen um and I

24:33

I just say that you know just to um let

24:38

you know the Dynamics of of the

24:41

arrangement so I was the only woman in

24:43

the house and there was a lot of

24:46

drinking a lot of loud music being

24:49

played um so and they were really unruly

24:53

and disrespectful to me the my

24:55

co-tenants at the time um

24:59

and so the officers been called

25:03

because they they would constantly be

25:05

disrespectful and and we just was

25:07

getting into arguments and the officers

25:10

was more so um coming at me as if well

25:17

you can you find somewhere else to move

25:19

to instead of really like resolving the

25:22

problem or the issues wouldn't really

25:25

talk to the the gentleman

25:29

wouldn't talk to the landlord

25:31

like as if he needed to you know um Step

25:36

Up and handle what was going on because

25:39

it was it was a dispute that was known

25:41

to the landlord that I had brought to

25:44

his attention um and so it was a few

25:47

times that the officers were called and

25:50

they came out um even after the

25:53

gentlemen they claimed to have lost

25:55

their keys and they were breaking into

25:58

to the house basically they they would

26:01

the officers were telling me that um

26:04

they had the right to do that because

26:06

they lived in the house

26:09

and so it was just really uncomfortable

26:12

for me and in the situation

26:14

then um there was a a

26:17

sexual violent I had a SVP sexual

26:22

violent um protection order against one

26:25

of the the tenants that was there

26:28

and when I went finally to report

26:32

because I didn't report it immediately

26:34

to the cops um I did to tell the

26:37

landlord who lived out of state so um

26:41

basically he assured me that the tenants

26:44

would be put out that didn't happen and

26:48

so um things escalated between us

26:51

because I had filed the the SVP against

26:55

the tenant and because a few of them

26:59

were related

they it's like their attacks Amplified

and so um when I finally did go to the

27:09

officers to the police

27:11

department they really weren't helpful

27:14

to me at all they kind of made me feel

27:17

as

27:18

if I was the problem or as if I was in

27:22

the wrong I was the

27:25

victim and so um I just don't understand

why why it has come to this it's like

the officers have really gotten relaxed

about

helping helping

citizens like myself

um and I just don't

understand I just can some light be

concerned with my safety the outof state

New York landlord is uncom

uncommunicative very private and costc

conscious in the

Extreme as the 23 years elapsed I am

concerned that the landlord may not have

sufficient Workforce and assets to keep

the 20 story building in good

repair I learned of the Harrisburg City

29:44

bureau of

29:46

codes tenant landlord complaint process

in November

29:51

2023 I filed a complaint the this is the

29:56

complaint that uh I filed which is in

29:58

your in your

packet

um the inspection happened immediately

30:06

after filing the complaint the code

30:08

enforcement officer contacted the

30:11

property and the and the property asked

30:14

my permission to enter my apartment to

30:16

re to repair windows within city codes

30:20

so far so good during the inspection the

30:24

enforcement officer said the condition

30:26

in my apartment appeared in the city's

30:30

enforcement 200

2018 database I was never advised of any

non-compliance I asked if I could get a

copy of the

current 2023 inspection report the

30:47

enforcement officer said no he would

30:50

handle informally and verbally he said

he knew the maintenance manager at

executive house who also served

townhouse he said I should look at the

complaint process on the reverse side of

the city's Complaint Form which is the

31:09

process described on the on the back of

31:12

the form I did in my in my instance for

31:18

my complaint the process was not

31:20

followed nothing seemed to be put in

writing even though non-compliance

existed none of the three actions

possible were implemented I asked for a

31:31

tracking number for my complaint I got

31:34

no reply to my to my

31:37

emails if I the back of the form

31:40

indicates if I want to track the

31:42

complaint disposition I was to go to my

31:45

district justice I went to mdj1

workers at the court knew nothing about

the City process they had never seen at

the court they had never seen this form

and as you can see I had them stamp the

form that I showed them uh dated

but they had no knowledge of of that

32:23

process because of my experience I

wonder how many complaints citations are

written annually since there are

32:31

multiple Enforcement Officers is there

benefit to tracking the output of each

our Enforcement Officers rotated to give

32:40

a fresh set of eyes to each landlord

32:43

property our landlords assessed

32:47

penalties the city has a uh Clause 8-11

15.99 called penalties does the Bureau

32:55

of codes report total penalties f signes

32:58

collected annually such reporting might

33:01

indicate the effectiveness of the bureau

33:04

and help reassure tenants of City

33:07

monitoring if landlords are asked to

33:10

annually attest compliance with

33:12

Pennsylvania and city codes S should

I live on State Street and I do not know

what I'm doing with this

all I'd like to thank the people at

Public Works they will probably tell you

I ambushed them I went out there and

34:08

gave them a list of things that I was

34:10

not pleased with and they quickly dealt

with it and one was cutting the grass at

34:17

Reservoir Park two was filling in the

34:20

numerous potholes in apricot alley and

34:23

three was coming to look back at the

34:26

tree on State Street

34:29

the problem that we have when we call

34:31

the people that deal with the trees they

34:34

come and say the tree is healthy the

34:38

tree is not the issue the issue is it's

34:42

the public safe because the trees are

34:46

leaning so far forward and in addition

34:50

to that they're pulling up the sidewalks

34:53

where it's dangerous for people to walk

34:56

in the evening who aren't familiar with

34:59

the area because they can't see the

35:01

sidewalks or ra uh raised because the

35:04

trees are so big and so old and they

35:09

came to look at the issues that I was

35:11

unhappy about the other issue I had was

35:15

something that happened last week and I

35:17

talked to the chief of the fire

35:21

department the public needs to be made

35:24

aware of the fact that when there is a

35:29

fire they may not drive over the water

35:34

hoses and when we have a fire on State

35:39

Street the

35:41

fire hydrants are on the north side of

35:45

State Street at the fire is on the south

35:48

side of State Street which it was this

35:51

time the fire hydrant is at 19th no 19th

35:55

in state the fire was at ly street so

35:59

that fire hose had to go completely

across the street and the issue we had

36:07

was uh the police department they

36:10

couldn't get up there as fast as what

36:13

should have been because we had people

36:16

trying to drive over the

36:18

hoses and I don't know what

36:23

uh commu Community AIDS I don't I don't

36:27

know if that's their correct title um

36:31

someone else can rent the space from you

the property has been vacant for now

approaching two years it has been up for

lease uh and they have been unable to

secure a tenant um as you already

mentioned from the last council meeting

we went and explored some additional

options that the council had requested

now some of the things uh would require

specific designs to determine the cost

and whatnot and that those were all

outlined uh in the letter yeah I saw

that they they weren't actual numbers

you they were just you looked at other

projects and compared and Ed those

numbers in that correct correct so in

order to get a specific cost scenario

we'd actually have to have an

architectural design for what we're

going to build and put together in order

to figure out what the actual cost would

be so we did comparisons based on

to have not found another alternative so

beautify the area that's one thing but

again we're if you can't find anyone to

use the space as I see in your documents

you say the property is worth

recoup that initial investment would

to get these buildings filled but it's

just a tough call well it's a tough call

the parking is is is an issue and and

there with really no no use as is is

due the configuration and the connection

give thanks to uh my mother she's still

living 91 years

old um she raised me she was my mom and

my dad

1:07:16

so and why I'm saying that is because um

my son over here um Anthony

Chase they call him will and he's with

1:07:26

his son Anthony Chase

Jr um he was on that Journey with me

1:07:32

when I went to

1:07:34

college

1:07:36

uh I went to the junior college and I

1:07:39

went to the foure school in

1:07:41

Nebraska and uh what happened was when I

1:07:45

came home from the college in Nebraska

1:07:49

um um I got Will's mother

1:07:53

pregnant and I didn't when she was

1:07:56

pregnant I didn't want to leave because

1:07:58

I didn't want to be a dead dead beat

1:08:01

father because that was part of my

1:08:03

journey cuz my dad was never around so I

1:08:09

I didn't finish schol I didn't finish

1:08:11

college but my proudest moment is when

1:08:14

my son finished College when I got the Y

1:08:21

graduate to this day that's my proudest

1:08:24

moment

1:08:26

so I'm just I'm just like and another

1:08:30

thing will was with me through the whole

1:08:32

journey a reservoir park in the 80s and

1:08:35

the 90s I you know I I drug him up there

1:08:39

with me when he was 5 years old all the

1:08:42

way up until he he played ball

1:08:45

basketball so that journey and Lamont's

1:08:50

part of that

1:08:52

part of that journey and Brian Maes

definitely so and I'm going to talk

councilman who uh who mentored me

Cunningham so I mean it's it's it's like

it's like everybody you know I mean I

could name people forever and ever and

and and you guys help put my face up on

Reservoir Park and really I shouldn't

have been the first one face should be

up there you know but I'm just glad

y'all giving me flowers While I'm Alive

a lot of people has

passed and I mean your guys giving

flowers they pass but I'm here living

blessed on that end and y'all just don't

happy y'all made me my family and all

the other people that I helped in the

Beyond deserving and we are we're

we oh I'd first like to say this is a

collaboration between the city and city

council as our all of our uh ceremonial

uh Street namings are um the um

1:10:40

department of traffic and Engineering

1:10:41

that I mentioned earlier will develop

the signs so we'll have signs and I'll

1:10:46

allow councilman Jones to share more

1:10:48

information on the date and the time of

1:10:51

when the ceremony will occur but I did

1:10:53

want to note that um and thank traffic

1:10:56

engineering for their assistance but

stress enough um how you helped

lessons um were still there they were in

still the seed was planted I just had to

receive some water and sunlight and uh

1:11:34

allow that seed to to to grow um you're

still doing it today with the children

1:11:39

in the community you work with my

1:11:41

children um and I just man this is it's

1:11:45

your time and and I'm glad that your

1:11:47

mother is still here to see that and um

1:11:51

you and I talk a lot uh but this is

1:11:53

Legacy this is this is something that's

1:11:55

going to last um cuz this this is

1:11:58

something that you've made impacts on a

1:12:00

lot of people's lives and that should

1:12:02

stick around um and and this is why we

1:12:05

definitely wanted to push for something

1:12:07

like this so to also further commemorate

1:12:09

that uh we will be holding um the first

1:12:13

annual Dez Mangus

1:12:16

classic um a two-day event at reservoir

1:12:19

park on August 10th and 11th and I

1:12:22

believe we will also be rededicated

1:12:25

um the moral of your face on the

1:12:28

basketball court um courtesy of city

council they're going to um fund that um

and the sign will be unveiled that day

so today just marks that it's official

it's going to happen and we love you man

I was so nervous I had never seen a

softball I only played baseball but when

you get to high school girls don't play

1:13:36

baseball they play softball right um and

1:13:39

I just remember the support that you

1:13:40

gave everybody it was so many young

1:13:41

ladies in there that had never played

1:13:43

Sports in their life um which you just

1:13:45

made everybody feel comfortable and

1:13:47

loved and let them know that you know we

1:13:49

are a family you know Win Lose or Draw

1:13:51

uh you know Harrisburg wasn't expected

1:13:53

to win but you gave us um that

1:13:55

motivation and let us know that just

1:13:57

because other people don't expect you to

1:13:58

win doesn't mean you can't win we pulled

1:14:01

out some wins that year or you know all

1:14:02

four years I was there we pulled out

1:14:04

some wins I remember and so I appreciate

1:14:06

you I appreciate the love and support

that you give to our community to our

1:14:10

children um in just instilling that

1:14:12

power of beliefs um and letting people

1:14:14

know you can do whatever you want uh and

1:14:16

there are all sorts of opportunities in

1:14:17

a city uh just to keep us out of trouble

give us things to do uh and just be

1:14:22

involved in a positive way so I

appreciate that we need more people like

1:14:25

you um and I know you've created a lot

more people like you from the work and

1:14:29

the impact that you've done throughout
