El um my name is Joel Slaters uh

recently accepted position for a city

engineer for

Harrisburg um I have about 20 years of

engineering experience ranging from

2:47

bridge design and inspection all the way

2:49

up to anything Transportation related as

2:52

well as uh some building facilities

2:58

experience my name is Todd web I'm a

project engineer for the city within uh

3:03

traffic and Engineering I've been with

3:05

the city since March 25th before that uh

3:08

I was Public Works director at sua

3:11

township and I was at Middletown burough

3:13

for 18 years holding various roles so I

3:17

don't look it but I've been around for a

3:18

while

3:20

so well thank you and

welcome just for a few notes on the work

of the um hair B area transportation

3:31

study um this resolution or these

3:34

resolutions both um are appointing Mr

Joel ciders and Mr Todd web to serve on

the Coordinating Committee and the

3:44

technical Committee of the Harrisburg

3:46

area transportation study the Harrisburg

3:49

area transportation study was created in

3:52

response to the federal aid Highway Act

3:55

of

3:56

1962 which mandated Regional

3:58

Transportation plan in as a condition

4:01

for receiving federal funds for

4:04

transportation projects the Harrisburg

4:07

area transportation study agreement was

4:10

entered into on February 11th

4:13

1965 by and among the department of

4:16

highways of the Commonwealth of

4:18

Pennsylvania the county of Cumberland

4:20

the county of dolphin and the City of

4:24

Harrisburg U mayor Wanda Rd Williams has

appointed Mr cider

4:30

our city engineer and Mr web as a hats

Coordinating Committee and Technical

4:36

Committee Member for the city of

4:43

Harrisburg I was looking

for a length of time but I believe it

4:50

the role on

4:52

the committee

is until relieved of their duties is

that correct or is there a term line

like to clarify so everyone's

aware um just a question for both of you

um I know you both mentioned a little

bit about your expertise and various uh

capacities that you've worked in I'm

just curious what impact do you believe

you will be able to make on the

Coordinating Committee and the technical

the technical Committee of the

5:35

Harrisburg area transportation

study one thing I would like

to um be present on the committee for is

5:44

to direct more federal funds through the

5:47

city um right now we have vacant seats

5:50

which means we have less votes in

5:53

the the Committees

and I it was

kind of try

to use my position there to to kind of

6:04

better serve

you um along the lines of what Mr cider

said finding better opportunities for

6:17

the for the city of Harrisburg for

6:19

safety improvements on the roads whether

6:21

it be pedestrian um bicycle multimodal

6:24

anything like that um and it goes

6:29

further other than streets it could be

6:31

lighting it could be traffic signals

6:34

improvements all things like that that

6:36

help um the residence of the city so any

6:38

way we can do uh to accomplish that

6:41

we're going to we're going to do

um at your uh meeting last meeting we

um uh what we're going to be doing um

for the um next budget year so um we're

pretty much here at your wish to answer

reason we provided the detail packet is

because we know that um a lot of

plan so we have attempted to abbreviate

Workshop held and how was the meeting

uh the time and date disseminated to the

communities the um the date you're

talking about is we have that

scheduled um

July and there will be two workshops on

that date and it will be open to any

entities that desire to put in an

application for

funding um we will have our uh

11:33

consultant SAS uh who will be conducting

the

workshops uh anyone that's interested in

11:41

applying for for dollars must attend one

11:45

of these

11:46

workshops um one starts at

11:49

10:00 and the second one is at 2 o'clock

11:52

on the 23rd of July we will be

11:55

advertising that on our website we will

11:57

also be contacting those entities that

12:00

have already received funding that have

12:02

applied traditionally for this type of

12:04

funding uh in writing so that they know

12:06

we're having them okay thank you very

12:09

much for that clarification I did see

the application Workshop here on your

12:15

timeline when I read uh the packet um

the language was just a little different

so I thank you for that and how much of

the I'm not sure if this is an

appropriate question at this time but

much of the ESG funds remain as of say

today for emergency funding or is that

not I don't have that information before

get those calculations together and you

said you were on a call with simitar

citas they're the Consultants to us from

HUD paid for by

sure the public um and so when do you

anticipate having those

numbers we will probably have those

numbers probably in the next three weeks

we have a couple entities that have to

that uh we require documentation from um

13:54

so um we can't uh issue any money to

13:58

them until certain things are met

because there are state and federal

have a couple of questions um so excuse

me I'm a little stuffy today as far as

the workshops they're only being held on

the 23rd of July yes correct and there

are two sessions yes yes all

right um just kind of in general who all

could apply right if they come to the

14:34

workshop is it open to just nonprofits

14:37

for profits you know a lot of people

14:39

always ask well how can I get money from

14:41

the city what grants are available so if

14:42

we could just kind of give an overview

14:44

of who can apply and what all they need

14:46

so it's the nonprofits um in the

14:49

Harrisburg city as long as they're

14:51

servicing uh 51% of the population and

14:54

ESG is for like shelters rapid rehousing

14:59

things of that homelessness um and

15:01

that's also nonprofits as

15:03

well thank you and um when they go to

15:06

apply they should already have their

15:08

501c3 they should al already be a

15:10

nonprofit certain things they should

15:11

already have in order right they can't

15:13

just show up saying well I want to start

15:14

a nonprofit today and apply no they have

15:16

to it has to be in order yes all right

15:18

and um mad to say that at the time of

15:20

their application if they have those

15:22

things those things have to be in order

15:24

okay yes all right and then lastly are

15:27

there any specific programs or um areas

15:30

that the city might be targeting as far

15:32

as funding like are we targeting more um

15:35

providing more homeless shelters or more

15:37

assistance to the unhoused or are we

15:39

targeting organizations working with the

15:41

youth more um gun violence prevention

15:43

anything like that is there anything

15:44

specific that the city might be focusing

15:46

more on with the funding this

15:49

year you want to be an

15:52

answer you can have a term okay thank

15:55

you so with the ESG funds as Pally for

15:59

is is determining what they're actually

16:00

going to use those funds for so you it

16:02

has a guideline and a lot of those uh

16:04

what you mentioned actually fall into

16:05

those guidelines so as of right now um I

16:08

could just Thro this out there now so

have if anybody got a chance to look at

the draft plan so the draft plan is

going to be edited at time being so

there going to probably be some changes

16:15

pertaining to certain things that you

16:17

may be

16:18

mentioning all right thank

to uh the subrecipients I know at one

time and maybe at the beginning of this

Administration there was uh an

intentional push

to

um reach new nonprofits nonprofits that

traditionally maybe hadn't applied maybe

16:54

they were um just getting started I

16:58

guess um is that still the case um as we

move forward with funding opportunities

17:05

or are you looking for um those

17:10

nonprofits that have applied previously

17:12

I know Miss Martin Roberts mentioned um

17:15

that you'd be reaching out to them for

17:17

the uh

17:20

Workshop so um we're going to reach out

17:23

to the ones that have applied before but

17:26

it's open to to any of the nonprofits so

17:28

it's not solely like we we're picking

17:30

which ones it's open to all of

17:33

them so with that if council members

17:37

know of entities that are interested in

17:39

applying and may never have applied

17:42

before we're open to receiving that

17:46

information and anyone listening or

17:49

viewing uh this tape uh if you know

17:53

entities that are interested in applying

17:56

um to please you know contact our office

17:58

because uh we are looking for as many um

18:04

uh Social Service Human Service uh

18:08

providers people helping people uh

18:10

possible to make our city better and and

18:13

the more the merrier because we never

18:15

seem to have enough of uh enough

18:19

services to take care of the needs that

18:21

we have in the

18:23

city thank you U my second

question is related to the workshop so

it's just one day and those two sessions

and two time frames are there any

18:35

opportunities I know it's mandatory that

18:37

you attend at least one but are there

18:40

any other opportunities uh for people to

18:42

receive the information if those times

18:46

don't work for their schedule well we do

18:49

we will have it live or recorded um the

18:52

last Workshop that we had it was placed

18:55

on our website so people can go back and

18:57

look at it but that is a requirement

18:59

that they have to attend at least one of

19:00

those sessions and get a

19:02

certificate okay yes it's a HUD

19:04

requirement it's not our requirement and

19:06

I um I get where you're coming from on

19:08

that question there may be an

19:09

opportunity going forward for another

19:11

session just for the simple fact because

19:13

we picked that time frame because it was

19:14

easier because it's a Zoom versus them

19:16

coming up here as previous times before

19:18

because of time constraints so it's it

19:20

may be I I asked that question also so

19:22

it may be an opportunity for us to have

19:24

another session because what we were

19:26

going to do previous VI before the days

19:28

were staggered so weren't back to back

19:29

so you had to space out so that's what I

19:31

remember yeah so it's a possibility we

19:33

may be able to I'm not going to say

19:35

guarantee and say yes but it's just on

19:37

the time constraint because of

19:38

summertime and they're actually doing a

19:39

lot of traveling this year as well too

19:41

so it's it's like I said it's a

19:43

possibility that we could probably hold

19:44

another one since it actually is taped

19:46

we maybe have have a hold a session

19:48

because it's already live taped so um

19:51

that could be also because we has to be

19:52

at that certification a certificate

19:54

that's actually along with that

19:55

certification as far as like with the

19:56

workshop so it's a a possibility again a

possibility maybe we can actually hold

20:01

another session with the tape session

20:03

where people actually have to show up

20:04

for that tape session so to receive the

20:08

certificate well I'm I hope someone

20:11

continues to advocate for that just to

20:13

ensure that if 10 to 11:30 or 2 to 3:30

doesn't work for people's schedules on

20:20

one day um that there is another

20:22

opportunity well president bers I will

20:25

be uh meeting with civas and again in

20:28

next few days I'll ask the question and

20:31

tell them it's our desire if we could

20:33

have a third or second uh round and I'll

20:36

let you know okay thank you I don't have

know um far as the ESG U when you're

20:56

working with the unhoused um so you can

20:58

share share with the public how some of

those services are rendered in some of

21:02

the Partnerships like the Shalom House

and uh YMCA how they you know so they

21:07

can understand how it works a lot of the

21:09

people in the community um have

21:12

grievances about um money's not being

21:14

shared with of the unhoused and the

21:16

homeless population and thinking that

21:18

the city is the be the total brunt of

21:21

that so can you kind of share with the

21:24

with the public how some of that is

21:26

working

21:30

list here you have a

21:34

list okay we are funding several

21:38

entities that work with the um I say

21:42

homeless because I don't care how cute

21:44

the word is whether they use unhoused or

21:47

not they're homeless so I'm using

21:49

homeless okay but we do support um

21:52

several entities in the city that

21:55

provide services and Outreach to the

21:57

homeless popul ation and as a matter of

22:00

fact I was just in a meeting last week

22:03

um with the mayor uh and the county and

22:06

some several other um entities that

22:10

provide uh homeless uh services to the

22:13

homeless population and we're looking at

22:17

um increasing

22:19

funding to them so that they can um

22:22

serve more the homeless one of the big

22:25

issues that has come out is that a lot

22:27

of seniors are losing their homes and

22:31

these

22:32

were uh people that paid their mortgage

22:36

but because of uh the cost of living and

22:40

the fact that many of them don't get

22:42

much in Social Security uh some of them

22:45

they they had a spouse the spouse is

22:48

deceased so they don't have the income

22:51

and so forth so it's not that they want

22:52

to be homeless they just can't afford um

22:56

to maintain their homes and so we do

22:59

have some um churches and other um

23:04

Service uh agencies that are interested

23:07

in um Helping Seniors find housing but

23:12

also we have seniors whose homes are in

23:15

disarray that they you know can't afford

23:18

the upkeep of them but also to be able

23:20

to provide funding to get their homes

23:23

rehab um not only to make it livable and

23:26

they can age in place but also keeps

23:28

that that property on tax rooll all

23:31

right so let me try to specify the

23:35

question a little more

23:37

um what is the city's role we understand

23:40

the through the Partnerships what is the

23:42

what is the city role is there other

23:44

anything other than the financial

23:46

support that the city does or dedicates

23:49

to the specific area so the ESG funds um

23:54

provide funding for um provide funding

23:57

to engage homeless individuals and

23:59

families living on the street improve

24:01

the number and quality of emergency

24:03

shelters for homeless individuals and

24:06

families help operate these shelters

24:08

provide essential services to shelter

24:11

residents rapidly rehouse homeless

24:14

individuals and families and prevent

24:16

families and individuals from becoming

24:19

homeless okay now but that's not Direct

24:22

Services right from what your question

24:25

seem to me you asking we're providing a

24:27

the city's not providing any type of

24:29

Direct Services the funding support all

24:32

right to those that provide those Direct

24:34

Services go ahead yeah we don't because

24:37

a l people don't understand I get where

24:38

you're coming from we don't as a city of

24:40

Harris we don't have social services

24:42

that is a higher up entity as far as

24:44

like with County or state so there needs

24:46

to be a collaboration between all three

24:48

entities we at to work um we just like

24:50

Miss Gloria Robert said we are actually

24:52

working on with the county and also with

24:54

the state of actually trying to get some

24:55

collaboration going with that because

24:57

again it's like you said we are the

24:58

brunt of it because we are the lead

25:00

because we're in the city but it's a

25:02

bigger thing than just the city because

25:03

we don't provide those actual Services

25:05

ourselves because we don't have social

25:06

service provided from the actual City

25:08

from a city entity right so the data

25:11

that we have through through uh the

25:13

packet that were're given um is

25:15

collected from those um entities that

25:19

correct so if they said they wanted to

25:20

impact let me see they had a goal of one

25:23

year for uh 500 persons assisted and

25:28

homeless and then 15 persons were

25:31

assisted um throughout that onee goal

25:34

those aren't the city numbers these are

25:35

the numbers that are coming in from

25:37

those okay now they project of course

25:40

when they submit their application um

25:43

they all project what level of service

25:46

they're going to be able to provide I'm

25:48

sorry pres house uh so they project uh

25:52

you know how many they'll be able to

25:55

serve and then at the end of the

25:58

reporting then we really get the real

26:00

data on the number of persons or

26:02

families that they've been able to serve

26:05

okay and um my other question would be

26:08

with the cdbg um I know that there's a

26:11

lot there are a lot of other um

26:14

organizations that are not nonprofits is

26:17

there is any funding accessible to llc's

26:19

that may be also providing services to

26:24

51% of the population

26:31

I I don't know um I think it is this

26:35

nonprofit um maybe Neil can elaborate a

26:38

little bit more on that I can get you

26:40

that answer it's tied to a regulation

26:42

and and I wouldn't know that regulation

26:44

off the top of my head yeah uh because

26:47

some of the services like let's say like

26:49

transportation for instance like you

26:51

know uh there's some um organizations

26:53

out there that are looking to provide

26:56

Pro uh transportation to to some um Work

27:00

Release or uh you know people coming out

27:04

of Dolphin County Prison that need

27:06

transportation to get around but then

27:08

there's there's really no funding to

27:10

help them establish main maintaining the

27:13

vehicles and things of that nature to

27:15

serve these people so yeah I I don't I

27:18

because this is federal HUD money as

27:20

opposed to some other Federal monies

27:22

right I don't know that there's any room

27:25

for a profit right right so that's the

27:28

problem with an LLC is it's it's a

27:30

for-profit entity and to be paid you

27:33

have to be paid both the cost of the

27:35

service and there's a profit motive I I

27:37

can get you a definitive answer but some

27:39

other federal agencies like Department

27:40

of Defense you know they're built in

27:42

profit into into contractors but uh I

27:45

just don't know HUD ever does that yeah

27:47

and I'm just uh again asking uh for

27:49

people that have these questions and I

27:52

just want you to be able to have a an

27:54

answer for the public so they can

27:56

understand um and they're not just being

27:58

told no and here's the reason why the

28:00

rules and regulations so that's the

28:02

that's the line of questioning and and

28:04

so and I've seen this some nonprofits

28:08

form a for-profit arm some forrit like a

28:12

504 yeah or some for-profits form a

28:14

nonprofit affiliation so I mean it's

28:16

it's not unheard of right but it's just

28:19

made it's them figuring out what you

28:21

need to get their own legal with by what

28:22

the pathway is get it so um but you know

28:26

but but but it's certainly models that

28:28

are around okay that's it no no further

28:31

no I got two no okay that's it that's

28:36

July Workshop is ESG and cdbg and

they're both in the same

date yes they are always on the same Sor

do need to have more workshops uh that's

really not accessible at all

um especially with the short notice that

that they've had so um I think you guys

need to do your best to get another

Workshop in there um do that the other

thing is where are we in terms of the

29:20

distributions of the ESG funds for

29:24

2022 as well as the cdbg funds for 2022

29:29

well we've just received um the end of

29:32

last week the um

29:36

contracts um the documentation that we

29:39

also needed for those um programs that

29:43

uh had a conflict of interest um we had

29:46

a meeting today with our uh HUD

29:50

consultant to talk about how um what

29:54

requirements that they have in terms of

29:56

us communicating with um the successful

30:00

applicants and also the ones that had a

30:03

conflict of interest um that information

30:05

will be going out probably in the next

30:07

three weeks letters uh to all of them um

30:11

for those that

30:14

um may be kind of in the middle we're

30:16

going to be meeting with them directly

30:18

they have not been denied based on a

30:21

conflict but they may be deficient in

30:24

the information that they submitted we

30:26

will be meeting with them personally Al

30:29

uh over the next 2 three weeks to uh

30:31

make sure we can get clarification so we

30:33

can move their contract

30:36

forward okay so um so give me the number

30:41

again how many of the ESG contracts have

30:43

been signed and um funds dispersed and

30:46

how many of the cbbg contracts have been

30:48

signed and funds

30:51

dispersed none from 2022

30:55

none okay um and then

30:59

do you have a sense right now of how

many of the ones the 2022 money has been

will be

handcuffs because I refused to move

upstairs to the recovery

floor I was in the shelter for 4

and I was on the second floor I was in

the shortterm

program now when I went into the shelter

they they made sure to let us know the

the well let me know for no

circumstances under no re for no reason

should I go to the third floor because

that was the their recovery

floor the counselor assigned to

me she had a habit of trying to bully me

into doing things that you know weren't

a part of the program and um so this

particular time which was the third time

she asked me about moving upstairs and I

told her I wasn't comfortable with that

I didn't want to do that because I

didn't want to take a a bed that could

you know possibly go to someone who

really needs that program um being that

I'm not a recovering addict or

alcoholic and she told me to think about

it and let her know in the morning and I

did that I told her my decision was no I

didn't want to go up there and she told

me um they needed to fill beds and that

to me is a problem also I mean because

you need to fill beds why don't you pull

people off the weight

list uh long story short she told me she

don't think I have a choice after I gave

her my choice and after she um told me

to think about it pray about it and get

know she tried to pressure me once again

that same day Thursday morning this was

only alternative was that I leave the

cops honestly I thought she was bluffing

about the whole thing um I didn't think

with calling the cops and she did

and the officer tried to um encourage me

and I refuse to go to the third floor

cuz I refused to be

bullied so that's why I'm homeless again

just think there's a lot of corruption

within the shelters I was hoping that
