AI Summary

Harrisburg City Council approved municipal funding for audits, a public works salt dome, and downtown traffic signal upgrades, while narrowly passing a contentious architectural board appointment. Public comments dominated the session, focused on the administration's controversial removal of a local Palestinian flag memorial and the lack of youth recreation resources in Uptown.

This meeting highlights the immediate tension between local administrative code enforcement and public expression, alongside critical decisions regarding municipal infrastructure, grant funding, and civic board appointments.

Section summaries

0:00-4:40

Call to Order, Roll Call & Moment of Silence

optional

The legislative session officially opens with a roll call. Councilwoman Rolls leads a moment of silence for a local resident who tragically lost his life in a pedestrian collision near a toy store.

This section covers standard introductory protocols and administrative roll-keeping.

4:40-15:10

Whitaker Center 25th Anniversary Proclamation

optional

Mary Olivera, CEO of the Whitaker Center, details the history, regional educational reach, and recent anniversary events of the science and arts venue. Council President Bowers presents a commemorative proclamation and reflects on her own time volunteering at the center.

This is a celebratory communication segment without legislative action or policy debate.

15:10-24:30

Public Comments: Removal of Palestinian Flag Memorial

watch

Midtown residents Brian Keasling and Sarah Pinter express deep distress over the city's sudden removal of a 40,000-flag memorial representing lives lost in Palestine. They call out contradictory answers from the Mayor's office and demand transparency on how ordinances are enforced.

It captures a crucial local debate regarding civil expression, selective code enforcement, and community grief.

24:30-26:50

Public Comments: Youth Program Deserts & Minutes Approval

watch

Uptown resident Jamal Carter highlights the critical lack of recreational spaces and gyms for teenagers in his community, linking it directly to local violence. The council then moves to quickly approve the minutes of the September 24th session.

It outlines a significant social and public safety concern raised directly by an Uptown resident.

26:50-29:10

Committee Reports: Audit, Salt Dome, and Traffic Grants

watch

The Budget and Public Works committees report on upcoming resolutions. These include a minor fee amendment for Maher Duessel audit services, a dolphin county grant for a new public works salt dome, and a Safe Streets traffic signal timing grant.

Provides a quick, informative breakdown of upcoming fiscal decisions and municipal projects.

29:10-33:50

Resolution 49: Architectural Review Board Appointment

watch

Council holds a debate regarding Connie Ziggler's appointment to the HARB board. After President Bowers details aggressive post-interview follow-ups from the candidate, a split 3-3 tie is broken by virtual member Councilwoman Rolls, passing the nomination 4-3.

A rare and dramatic split-vote scenario regarding a civic board appointment.

33:50-39:40

Voting on Resolutions 60, 61, and 62

watch

Council votes on the audit contract amendment, salt dome grant, and the Safe Streets traffic signal grant. The traffic signal grant passes 6-1, with Councilwoman Davis voting no due to regional equity concerns.

This segment shows the formal passage of public works funds and highlights differences in policy priorities among council members.

39:40-42:00

Referrals of Public Safety and Transit Resolutions

optional

Resolutions 63, 64, and 65—which cover group violence intervention training with CUNY, a statement of revival for the transit authority, and a foreclosed property registry contract—are read and routed to their respective committees.

These resolutions are only introduced and referred to committee without active council debate.

42:00-46:40

Old and New Business & Adjournment

watch

Council updates are provided, including an appointee declining a water board position. Councilman Rodriguez shares public works waste removal achievements. Councilman Jones offers personal sympathies and supports calls for a ceasefire in response to public comments before adjournment.

It contains essential updates on community cleanups, election services, and council members' reactions to public outcry.

Key points

  • Controversial Architectural Review Board Appointment — The appointment of Connie Ziggler to the Harrisburg Architectural Review Board passed by a tight 4-3 vote, despite Council President Bowers raising concerns over Ziggler's highly aggressive and combative post-interview email communications.
  • Equity Concerns Over Targeted Infrastructure Grants — Resolution 62 authorized USDOT grant funds for upgrading 25 traffic signals specifically in the downtown area. Councilwoman Davis opposed the measure, arguing that advanced municipal technologies should be equitably spread to outlying neighborhoods rather than centralized downtown.
  • Accusations of Selective Ordinance Enforcement — Community members protested the city's sudden removal of a 40,000 Palestinian flag memorial along the riverfront. Critics claimed the administration used litter and public space regulations as political pretexts while ignoring chronic, severe trash and plastics issues across the city.
  • Youth Resource Deserts and Community Safety — A resident highlighted that Uptown Harrisburg lacks the youth community centers, open gyms, and developmental programming available in other parts of the city. He argued that this void directly correlates to the area's challenges with youth violence and shootings.
I'd just like to remind everyone that she volunteered for this position and she says that she researched the vacancy on the city's website but was very aggressive in terms of followup... Danielle Bowers
I must question the logic of selectively enforcing ordinances against litter to remove what is clearly the a memorial for lives ended... Sarah Pinter

5:06

evening in recognition of the Whitaker

5:09

Center's 25th

5:11

anniversary indeed first of all thank

5:13

you very much for this opportunity to

5:15

come and address the council um hard to

5:17

believe it's been almost a year that

5:18

I've been your neighbor across the

5:20

street and this is my first opportunity

5:21

but they keep me busy over there that's

5:23

for sure I'm very excited to be serving

5:26

in this role uh I'm a local girl growing

5:29

up across the river on erford road and

5:32

uh went away for college and like

5:34

Dorothy came back home to raise my own

5:35

family in central

5:37

Pennsylvania and uh fun fact is that my

5:40

husband and I moved back to central

5:41

Pennsylvania the weekend that Whitaker

5:43

Center opened its doors in 1999 with our

5:45

six-month-old son so I think fate had it

5:48

in store for Whitaker and I to join

5:50

forces at some point in the future and

5:53

it happened wonderfully last year when

5:56

my predecessor uh returned back to the

5:58

Pittsburgh area and it was just perfect

6:01

timing both personally and

6:02

professionally for me to take on this uh

6:05

amazing and yet challenging uh role of

6:09

leading the Whitaker Center for Science

6:10

and the Arts as it's continuing to come

6:12

out of the pandemic and everything that

6:15

an event venue had to go through as a

6:17

shuttered venue um during that time 25

6:20

years it seems goes by in the blink of

6:23

an eye uh over that time Whitaker Center

6:25

has served as the hub for Science

6:28

Education entertainment and cultural

6:30

enrichment for the Harrisburg city as

6:32

well as the capital region in today's

6:34

world we actually serve close to 10,000

6:37

students from 22 different counties

6:40

surrounding Harrisburg proper and we're

6:43

so excited about reaching pre-pandemic

6:45

numbers with welcoming students from

6:47

around our city and within our city uh

6:50

Harrisburg School District itself sent

6:52

us over 600 students in this past school

6:54

year to come in and learn and explore

6:57

and have fun and play and uh to really

7:00

build those skills of curiosity and

7:03

excitement about potential stem careers

7:06

and they think they're there to just get

7:08

a free pass out of school but we're

7:09

really teaching them as they Embark upon

7:11

their daily adventures with their agenda

7:14

uh in September of this year we had our

7:17

25th anniversary as uh honorable Bowers

7:20

was able to join us for some of the

7:22

events and we really wanted to take an

7:24

opportunity to uh pay homage to the 25

7:29

years that we've been a part of

7:31

harrisburg's landscape and so we started

7:34

off our week on September 9th

7:35

fortuitously was a Monday this year and

7:38

99.99 is when Whitaker opened its doors

7:41

so we were able to celebrate with a

7:43

wonderful luncheon for our Founders we

7:45

celebrated with about 80 uh guests that

7:48

joined us including our 96-year-old

7:51

founding board chair Hal McInnis the

7:54

former president and CEO of amp

7:56

Incorporated uh we had our our founding

8:00

CEO and president Dr Thomas stone who

8:02

came in from Wisconsin and so many

8:04

wonderful Community leaders um

8:06

unfortunately not to be shared with a

8:09

Cornerstone of Harrisburg that really

8:11

was um who and why and how Whitaker came

8:14

to be and of course that was our mayor

8:15

Reed um who certainly was a driving

8:18

force behind so much in our city and

8:20

Whitaker being one of those uh

8:22

experiences that he he led and we had a

8:26

wonderful week of events where we

8:28

welcomed the community in and we had a

8:31

birthday bash on Tuesday which was free

8:33

admittance into Whitaker Center to

8:35

really welcome and embrace our community

8:37

and to introduce or reintroduce all the

8:40

Wonders that Whitaker has under its roof

8:43

and we had a fun day of movies in our

8:46

Digital Cinema Center where we played

8:48

1999 Blockbuster films again for a vast

8:52

array of audiences to encourage and

8:55

entice uh families alike as well as our

8:58

residents of the city to enjoy enjoy we

9:00

had a block party on Friday night with

9:02

the local band the martini brothers who

9:04

came and entertained a little over 200

9:07

guests and thank you for the permits

9:09

that we were able to get to shut down

9:11

Third Street between walnut and market

9:13

and have food vendors and drinks and

9:15

entertainments and it was really meant

9:18

to welcome you know people and encourage

9:21

and excite them about coming into

9:22

downtown Harrisburg on a Friday night

9:24

and let them know we can gather and we

9:26

can have fun together and it can be done

9:28

in a safe Manner and it can be done

9:30

where we can just enjoy each other's

9:31

company and everything that is to be

9:33

offered here in the city and the week

9:36

culminated with really the vision of

9:37

what Whitaker next wants to become and

9:39

how we're building that foundation for

9:41

the next 25 years and how we're setting

9:43

it up to again open our doors and

9:46

welcome and invite a very diverse and

9:48

inclusive audience to enjoy what's

9:51

happening within our doors whether it's

9:52

the science part in our traveling

9:54

exhibits whether it is exploring the

9:57

different documentaries or the fun

9:58

movies that we play in our Digital

10:01

Cinema and certainly bringing our

10:03

theater back to life just last week we

10:06

announced for the first time in a decade

10:08

that we have a season series of events

10:10

and programs happening in our sonoko

10:12

performance theater whether it's

10:14

comedians or dance companies or singers

10:17

there's a little something for everyone

10:19

happening at Whitaker and we want to

10:21

encourage not only our residents of the

10:22

city but our Capital Region to come

10:25

downtown have dinner enjoy a show bring

10:28

the family

10:30

and be a spot that they feel like they

10:31

can certainly spend time in so that's

10:34

what we're doing for our 25th

10:35

anniversary and I'm certainly happy to

10:37

take any questions

10:40

or thank you very much um I'll open the

10:43

floor I'm not sure if anyone has any

10:46

questions

10:48

no comments if I may just uh briefly

10:52

thank honorable Jones for his letter of

10:54

support we're currently working on our

10:56

file panel replacement um as part of our

10:59

safety and urement of our guests having

11:01

a great experience and that letter of

11:03

support I'm sure will go a long way

11:05

toward us with our Grant application so

11:07

I did want to acknowledge that and

11:08

appreciate that so awesome thank you I

Harrisburg city council we'd like to

14:30

I spent a lot of time in the Whitaker

Center as a high schooler um

14:36

volunteering with the program called the

14:37

Stars program it's not in existence

14:40

anymore but I'm hopeful that it will

14:43

return um because it was a really cool

14:45

way to uh see science in action it's

14:49

nice to see that Whitaker on Wheels is

14:51

still present um so

14:55

yeah I volunteered over a thousand hours

14:58

there so

14:59

um we'd like to take a photo and thank

16:25

will have four minutes to share your

16:26

comments Mr Parker will serve as our

16:30

timekeeper and I'll begin to my right is

16:32

there anyone that would like to offer

16:34

public

16:41

comment hi I'm Brian keasling I live in

16:44

Midtown good evening Council uh I hope

16:46

you've all been well it's been a while

16:48

we've been organizing out in the

16:49

community pretty intensively for the

16:51

past few months uh the reason I'm here

16:55

tonight is to ask you for some guidance

16:58

and assistance uh as you may be aware on

17:01

Sunday the community came together

17:03

hundreds of people congregated and we

17:06

planted 40,000 Palestinian Flags along

17:09

the river each flag representing five

17:12

people who have been murdered by the

17:15

United States and Israel in the ongoing

17:16

genocide now this morning the city

17:20

removed those flags from the river and I

17:22

know that Council has nothing to do with

17:24

that you're not getting blamed for that

17:26

tonight but I do want to ask for some

17:29

guidance uh when people discovered that

17:33

the flags were coming down dozens of

17:35

community members contacted the city

17:37

particularly the mayor's office to ask

17:40

why it was happening what could be done

17:42

about it is there a way to keep the

17:43

memorial for the dead up and uh people

17:46

were given uh a lot of really

17:49

contradictory answers uh so some members

17:53

of the community reported that they were

17:54

told that the flags planted on public

17:56

property needed to be down within 24

17:58

hours

17:59

some people said that uh the city told

18:02

them that the city in the mayor's office

18:04

has nothing to do with taking down flags

18:07

from public property and they didn't

18:09

know what people were talking about some

18:11

people in the community said they were

18:12

told the rain was a reason that the

18:14

flags had to come down and that it might

18:16

have something to do with litter and

18:18

other people were told that solicitor

18:19

Grover might be looking into legalities

18:22

regarding Flags I'm not sure if that

18:23

meant legalities with planting them

18:25

legalities with pulling them up uh but

18:28

basically there's a lot of confusion in

18:30

the community right now on top of a lot

18:33

of hurt a lot of frustration with this

18:35

Memorial coming down on top of the

18:37

devastation of a year of genocide so we

18:40

are here tonight asking Council what

18:43

could be done to help us get some

18:45

answers uh regarding what decision was

18:48

made regarding the memorial when it was

18:51

made who made the decision if there's a

18:53

statute that was used regarding pulling

18:55

up the flags if there is is that statute

18:58

uniform applied to people we uh

19:02

understand that this is something that

19:03

happened through the mayor's office but

19:05

frankly uh I don't have confidence in

19:08

the mayor or her office to be

19:10

transparent about this because of the

19:12

contradictory answers that were given to

19:14

the community so I'm hoping that Council

19:16

might be able to provide us some

19:18

assistance so that people can understand

19:20

what happened and how we can work

19:22

together to move forward and commemorate

19:23

the Dead uh so thank you very much for

19:26

your time and for listening and I'm not

19:29

sure if this is a conversation to be had

19:32

uh if there's any answers that could

19:33

come now when we can talk about this how

19:36

we can find a way forward so thank you

19:40

thank

19:41

you is there anyone else that would like

19:44

to offer public

19:56

comment I have a problem

20:01

hi um my name is Sarah Pinter I live in

20:04

Midtown Harrisburg um I am just uh

20:08

following up on Brian's comments here um

20:11

I really wanted to thank the council for

20:13

the opportunity to speak today um and to

20:16

participate in this meeting and to uh

20:19

make my voice heard so first let me

20:22

express my sincere horror and disgust as

20:24

we mark one year that the occupying

20:27

forces started a genocidal campaign that

20:30

has senselessly killed over 200,000

20:32

people um and I want to Echo the pain

20:35

and solidarity expressed um by Brian and

20:39

and the other folks in this room whose

20:41

feelings are known to me um the people

20:44

of Harrisburg and our allies Statewide

20:47

took it upon themselves to express their

20:49

grief and horror at this campaign of

20:50

violence and mass murder and express

20:53

unwavering solidarity with the

20:54

Palestinian community and all of

20:57

humanity and while we must must hold

20:59

space for the outrage and righteous

21:01

anger um our community came together to

21:04

publicly memorialize Palestinians killed

21:07

and still suffering at the hands of a

21:08

genocidal regime in what was I think a

21:11

beautiful Act of nonviolent

21:13

commemoration that brought our community

21:15

together to grieve to pray and to hold

21:17

each other dearer and most importantly

21:20

to implore those that do not yet feel

21:22

impowered to take a stand to realize

21:25

that they are welcome and wanted in the

21:26

fight against the destruction of

21:28

humanity

21:30

however the conflicting messages

21:32

received as to the reason for the city's

21:35

opposition to the memorial raises

21:37

questions about how we can grieve as a

21:40

community um one such provided reason

21:42

for the removal of the flags that Brian

21:44

had mentioned um was the question of

21:47

letter and on that

21:50

note I have lived in downtown Harrisburg

21:53

for 5 years and truly I do love it here

21:56

it is a wonderful home and a beautiful

21:58

Community but it's no secret to anyone

22:01

present that this town has had a litter

22:03

problem long before last Sunday I have

22:06

with me a bag of trash that I collected

22:08

on the half mile walk here I'm an

22:11

environmentalist and I do certainly

22:12

believe it's incumbent upon all of us to

22:14

do our part in being good stewards of

22:16

the earth and our communities but I must

22:17

question the logic of selectively

22:19

enforcing ordinances against litter to

22:21

remove what is clearly the a memorial

22:23

for lives ended especially when that

22:25

Memorial was biodegradable and would

22:27

return to the Earth as pal inian Martyrs

22:29

have returned to the Earth instead of

22:31

spending that time effort and Public

22:33

Funding picking up litter on every

22:34

street in every Park floating through

22:36

our waterways and plaguing each and

22:38

every one of harrisburg's vibrant

22:40

neighborhoods particularly when the vast

22:42

majority of that litter has been uh

22:45

plastic and will not degrade in the

22:47

natural environment and leeches

22:49

chemicals dangerous to our health and

22:51

the health of the

22:52

environment um and moreover removing the

22:56

memorial as a means of litter removal

22:58

directly implies this Memorial amounts

23:00

to garbage and a nuisance which is

23:03

deeply harmful and insulting to

23:05

Palestinians across the diaspora and

23:07

especially to those Arab Americans here

23:08

in central Pennsylvania who worry for

23:11

the safety of their families abroad and

23:13

whose homelands are threatened with

23:14

death and destruction by the Zionist

23:16

regime and those who see themselves

23:18

reflected in the faces of Palestinians

23:20

who rest assured are receiving loud and

23:22

clear the message that their lives are

23:25

disposable to those of us going about

23:27

our business as usual here in the

23:28

Imperial

23:29

Corp I recognize Council does not

23:32

oversee the enforcement of these

23:33

ordinances which government waste

23:34

management and beautification of our

23:36

wonderful City but I call on the members

23:38

of this body and everyone present to

23:40

remember that we are all one Community

23:41

we are all responsible for each other we

23:44

are all beholden unto each other and

23:46

this is most particularly true of those

23:48

elected to represent us in office as

23:51

such I very respectfully ask that you

23:53

work together to protect and uplift our

23:54

community and ensure that the city

23:56

Administration show equal dignity to all

23:58

people and put an end to selective

24:00

enforcement of ordinances as a means to

24:02

advance or uphold specific political

24:05

agendas thank you once again for the

24:07

opportunity to speak in this meeting and

24:09

I end by urging you to call for a

24:10

permanent ceasefire total withdrawal of

24:12

Israeli forces from occupied lands and

24:15

to support divestment and a complete

24:16

arms embargo to end this genocidal

24:18

campaign thank you very much I yield my

24:22

time thank you is there anyone else to

24:26

my right that would like to offer public

24:27

comment

24:32

okay seeing and hearing no one anyone in

24:34

the middle

24:43

section how you doing my name is Jamal

24:46

Carter I'm from the uh uptown area

24:49

that's where I

24:50

reside uh it's just a lot of problems in

24:53

our community and I refer to Uptown

24:57

because there there's like no places for

25:00

our teenagers to go play at all no no

25:04

places for my kids to go play like

25:07

inside the hill has Boys and Girls Club

25:09

they have the uh Allison Hill Center up

25:12

toown don't have nothing they have the

25:15

YMCA but they don't allow our kids to

25:18

come in there they have uh an open gym

25:21

but it's only for like people 40 and

25:24

older and that's on Mondays they don't

25:26

have open gym for kids they don't have

25:28

no programs for the kids when I was

25:30

growing up I could go to the Y the Boys

25:33

and Girls Club I could just go anywhere

25:35

now it's just they can't go nowhere so I

25:38

think that's why we're having all the uh

25:41

shootings and all the real crazy stuff

25:43

because we have no guidance for our

25:45

teenagers nowhere especially Uptown the

25:49

uh the hill got the Southside and they

25:52

got the hill on bar Hill Street the

25:56

other boys and girls club in the back we

25:58

have nothing and we used to have the why

26:01

but they're not Community oriented no

26:04

more so I just want guidance to change

26:08

that please and thank you

26:10

city thank

26:14

you is there anyone else on the left

26:18

that would like to offer public

26:21

comment okay seeing and hearing no one

26:23

we will move forward with our meeting

26:26

agenda next we have have the approval of

26:29

minutes for the legislative session that

26:32

occurred on September 24th

26:35

2024 council members are there any

26:37

revisions to those

26:41

minutes seeing and hearing none the

26:43

minutes stand approved we will now move

26:46

to the reports of committees the first

26:49

committee report you will hear this

26:51

evening will be delivered by vice

26:54

president green uh on behalf of the

26:57

budget and finance committee on the work

26:59

session of October 1st

27:02

2024 vice president

27:04

green thank you president Bowers uh

27:07

during the work session of October 1st

27:09

2024 the budget and finance committee

27:11

discussed resolution 60 of 2024 which is

27:14

a resolution authorizing the city of

27:16

Harrisburg to amend its PR professional

27:18

service agreement with Meer dusu PC for

27:21

the purpose of providing additional

27:22

audit preparation services to the city

27:24

of Harrisburg uh we heard from uh our

27:27

accounting manager Mr Brian um mccutchin

27:31

and uh he gave us an overview uh

27:33

essentially we'd be adding some

27:34

Professional Services to this contract

27:37

uh with the added cost of about

27:39

$9,750 bringing the total to

27:42

$3,250 to ensure that we were able to

27:45

get our audit completed on time and get

27:47

us caught up uh to ensure that we stay

27:49

on track with our audits for the city

27:51

there were no questions for my

27:52

colleagues um and so I recommend this

27:55

for approval um I would ask my

27:57

colleagues to support this

27:58

thank you thank you uh the next

28:01

committee report you will hear will be

28:04

delivered uh by chair Rodriguez on

28:07

behalf of the Public Works committee on

28:09

the work session of October 1st

28:13

2024 thank you madam president during

28:15

the work session from October 1st of

28:17

2024 the Public Works committee met to

28:19

discuss a set of resolutions the first

28:22

of the pair was resolution 61 of 2024 it

28:25

was a resolution authorizing submission

28:27

of a dolphin County local share

28:29

Municipal Grant application of up to

28:31

$300,000 to fund the purchase and

28:34

installation of a new salt dome for the

28:36

public works facility joining us was Mr

28:39

John Watson from the public works

28:41

department questions were extremely

28:43

minimal and photos were shared with

28:45

Council to visualize the current state

28:46

of the salt Dome Mr Watson also stated

28:49

the new dome was important for keeping

28:51

the product as manufacturers intended

28:53

for maximum benefit to the residents the

28:56

second resolution discussed was

28:57

resolution 62 of 2024 this was a

29:00

resolution ratifying the United States

29:02

Department of Transportation Safe

29:04

Streets and roads for all Grant

29:06

applications and authorizing the city

29:08

9

29:10

55,1 184 to implement traffic signal

29:14

timing in the downtown area joining us

29:17

was the current city engineer to respond

29:18

to questions from Council once again

29:21

questions were to a minimal but the

29:23

committee chair did encourage

29:24

engineering to look into funding to

29:26

bring the entire city up to date and not

29:28

just a selective section of the city I

29:30

encourage my colleagues on Council to

29:32

support both resolutions from the

29:34

committee and that concludes the report

29:36

from October 1 work session of the

29:38

Public Works committee thank you madam

29:40

president thank you we do not have any

29:43

ordinances for first reading ordinances

29:45

for Amendment or ordinances for final

29:48

passage we will move to resolutions the

29:51

first resolution for consideration this

29:53

evening is resolution 49 of 2024

29:58

Mr Parker could you please read it into

30:00

the

30:01

record

30:03

yes resolution 49 of

30:06

2024 a resolution appointing Connie

30:09

Ziggler to serve on the Harrisburg

30:11

architectur Architectural Review Board

30:14

of the city of

30:17

Harrisburg thank you council members are

30:19

there any questions comments or concerns

30:23

related to resolution 49 of 2024

30:28

I have one comment following our meeting

30:32

Miss Ziggler sent a series of

30:36

[Music]

30:37

um

30:40

rather aggressive emails I think that's

30:44

putting it mildly um and I'd just like

30:46

to remind everyone that she volunteered

30:49

for this position and she says that she

30:52

researched the vacancy on the city's

30:55

website but was very aggressive in terms

30:59

of followup with the statement of

31:01

financial interest and other information

31:03

that was needed of her so I hope that in

31:05

the future if someone volunteers for a

31:07

role that they do a little bit more

31:09

research or aren't as combative as she

31:12

became and that lasted about a week

31:16

following um our council meeting so as a

31:19

result I I'm not really sure um if Miss

31:23

Ziggler's interest is genuine I do

31:26

recognize that she has extended ensive

31:28

expertise in the area however I did not

31:31

find her followup to be necessary so I

31:34

will be voting no on this

31:38

resolution Mr Parker could you please

31:41

42:19

business I forgot but since we took

42:21

action on resolution 49 I wanted to

42:24

provide an update on resolution 44 of 20

42:27

2024 that was a resolution appointing

42:30

Miss Elaine Barber to serve on the board

42:32

of directors of Capitol region water a

42:35

municipal Authority following our uh

42:39

work session miss Barber sent an email

42:43

notifying mayor Williams that she

42:45

appreciated the consideration but she

42:48

has decided not to accept the position

42:51

um after the council meeting and

42:53

questions uh she took a second look at

42:56

the role and she decided that the time

42:59

commitment and responsibilities are a

43:01

little bit more than she expected so I'm

43:05

not sure if we can expect um another

43:08

individual to be um presented before us

43:12

or not but I did want to let everyone

43:14

know the status of that

43:16

resolution new business councilman
