Glory to God.
Brothers, before we begin our
DARP meeting today, this broadcast is
for all of Brazil. Here in the plenary hall, we
have a group of brothers who are
managers and others who are
also here accompanied, because we had
other meetings here in São Paulo, and
so they attended the first
meeting, which was mostly with the managers, and they
continued in this other meeting that
we will have now. for with DARP
transmitting to the whole of Brazil.
First of all, before we begin, I want to
tell my brothers that it is a
great joy for us, because
here in São Paulo a kind of
structuring
of various folders or departments has been created
that will be of great use
for management or administration
and will also alleviate the work that is
carried out here. I say this with relief, both to the
presidency and to other servants of
God who are leading us.
Departments were created for the execution
and administrative control,
development, and growth of
God's work in what is called the Christian Congregation in
Brazil. Within this organization, with much love and
dedication, we find many servants of
God who encourage and strengthen us so that we
can continue our journey.
So, in the folder of positions, ministries,
ministry of the word,
we have there, uh, this is
a folder that will discuss
doctrines throughout the congregation,
doctrine, teachings, integration,
assistance in Brazil and assistance
abroad.
In another folder, the one for
evangelization and visits, we have
DARPE, our DARPE, the one from IND, which
takes care of the indigenous people, the one from MIG, which
is for immigrants, and the
fraternal project and meetings for evangelization and
visits to the sick. This is
our folder. In the other folder is
accessibility,
which is part of sign language. and papers.
Another department is youth and children, EBI,
youth and children's meetings, meetings
for cities, and the deris.
In the other folder we have the musical part which
is the gem loaded with orchestra,
examiners.
And the other department, the last one, is
administrative strategies,
which deals with legal communication,
construction,
prefabricated construction, and a sector that's
almost like an ombudsman's office,
which is the "Contact Us" section.
These folders and this restructuring
will create a great benefit for the
Christian Congregation in Brazil,
initially in Brazil. Then,
certainly, with the necessary
repairs, there will
be, um, reforms,
adjustments, and so on. We give thanks
to the Lord because, more than 20
years after DARP started only with
prisons,
today we have four sectors, and these four
sectors, thank God, are already well
established throughout Brazil. Uh-huh. So that
's our focus, that's the
work to be developed and
monitored by this support group that didn't
come to
reform, repair, or change, but through
the departments,
these servants of God will
talk to all of us, members of
DARP here, at least from the headquarters and the
management group, they will create forms,
create other steps that we
already have, thank God, and they will also
approve and submit them to the
presidency for consideration, and if there is
approval from that
side, because it has already passed through the
DARP management group, then it will be disseminated
to all the regional offices where
DARP exists. This means, brother, with the
support of brothers of extreme ability and
knowledge as well, we are
predicting that in the coming times there will be
great development and
growth in each state and in each
DARPE. Today the brothers will
learn throughout this
meeting, and we have
representatives present from various states of
Brazil, including Rio de Janeiro,
Santa Catarina,
Belo Horizonte, and Minas Gerais. We
could have asked other states
to be present, but there wouldn't have been
enough time for them to report on the
development and growth they are
seeing in DARP at the national level. So,
we asked two of them to come up here
and they will give us examples
and show us what we can do to
develop this work in each
state. So, the brother who is listening
now, participating in this meeting,
please take a piece of paper, a small
notebook, and write down during the meeting the
topics that we will be discussing with the
brothers here.
And then we will begin a project, a
change.
Let's turn the page on DARP and
begin a new phase with this
reinforcement, with the support of these servants of
God. We
can now officially say that DARP will be
more recognized and known
within the Christian Congregation in Brazil.
And the great benefit is in the four
sectors: prisons,
drug rehabilitation clinics,
security forces, and
hospitals, visits, and the
development
of prayers, songs, and why not
say faith as well,
that this sector, thanks be to God, like the
other sectors, has brought new
people to the Christian congregation. And
here, through the word, the Lord
has nourished and strengthened faith,
placing in all of us, and in those who are
coming to the congregation, the faith necessary
to leap into eternal life.
And gradually the presidency also
appointed
our brother Adalberto Marques to be
with us. Servant of God is an old
friend of mine for over 50 years.
We have always worked together in many
areas of the ministry, in evangelism,
and also in meetings with young people and
children, in Africa and so many other
places that we can't talk about too much
lest the hours consume
the precious time we have in this
afternoon meeting. So, to begin
this meeting, I was going to ask Father
Alberto to be here, to open
this meeting, to say a prayer, and to ask
God to give him the floor, right

develop this meeting, because we have
many items to discuss with the brothers, and
we will certainly be very happy to do so.

Am I my brother's keeper?"

"What have you done?"
The voice of your brother's blood cries out to me
from the ground. And now, you are cursed
from the ground, which has opened its mouth to

your brother's blood from your hand.
When you till the land, you will no
longer retain its strength. Fugitive, vagabond, that's what

Servants of God, dear brothers and sisters,
we know this passage because it's from the
generation of Abel, is
n't it? From Adam, pardon me, Adam's generation,
came his children, and a
certain development began on the face of the Earth
regarding the knowledge
of the beginning of all that we
see with our eyes today, and
also at that time, the way the Lord
created human beings, created the
face of the earth, then all of creation, the
brothers follow
because it is written here in Genesis, but
let's talk specifically about the matter
that led to
this first homicide.
Cain killed his own brother. Why
brother?
If we look at the entire chapter from the beginning,
Penos describes very clearly the offering of one
and the offering of another, the feeling of one, the
feeling of the other, the envy,
the apprehension and the fear that the other was
listened to more by the Lord than he was, that
the Lord loved him more than he loved him. But
notice that in that same verse eight
onwards, we are surprised
when Cain sees that he has been
punished by the Lord because of
his criminal act.
See how concerned he was, but wherever I go
now, they will kill me, they will
persecute me.
Look at the divine forgiveness, look at the
mercy that God had for him. No, it wo
n't be like that. It won't be like that.
But it gave him the opportunity to continue
living, then he got married
and
had children and started a new life,
a new land, a new dwelling, a
new population,
even with the marks that
a homicide left on his own existence,
on his own record, right?
But what happened was that
Jesus' mercy was great. Darp
needs to recognize this. The
beginning was a little difficult to
understand.
Twenty-odd years ago,
we encountered many
barriers to developing DARP,
because many said: "You're going to
start, it was only prisons,
now you're going to start bringing
murderers,
assassins, thieves, bandits
into the house of the Lord.
Why, brother? Because something new has started
?" Let's call it that, it's not
new, because look, Abel and Cain and
there was forgiveness from the Lord here, imagine
2020, 2025 and 13,
but for some members of our
congregation it
was new.
But there's also purity. Look, I was
raised in the grace doctrine; my parents
and sister, the old folks, never accepted
that. Freedom was being curtailed, there were so many
things they said, weren't there? But then,
suddenly, some years ago, twenty-something
years ago, brothers, they started going into
prisons, into detention centers. It
used to be called Febem, right? Now it's Fundação
Casa and has other names in other states.
The gospel of
our Lord Jesus Christ began to be spread there, and
they were taught and given the possibility
of returning to a normal life,
resocialization, and
a reunion with humanity and with
God.
And we even have
eyewitnesses at this meeting. Imagine
online how many of those who were there were
converted in prisons,
converted into a
deplorable situation.
The Lord showed them mercy, and
today they are holy men,
possessing great integrity and
a profound concern for the doctrine of our
Lord Jesus Christ. Our
companions, our inseparable friends,
with whom we sometimes exchange ideas
regarding this
department and so many situations
that we encounter in prisons,
detention centers,
juvenile detention centers, and also in
drug rehabilitation clinics,
security forces, and so many other sectors that,
while they do not know the doctrine, are
discriminated against, [snoring]
are
called, with all due respect, the scum of
society,
but suddenly we find there a
pearl, a diadem within the heart
of such a person.
Imagine, brothers and sisters, the seed of a
tree, of a fruit like that, when it's
thrown on the ground, it has to
rot, it's ugly,
but if it's planted in good soil, well
fertilized, well preserved, it
grows into a leafy tree that will
provide shade for many people.
So, these values, brothers, which
were not well understood at that time, and
even today there are still some who
distance themselves
from a prison,
from someone who is addicted to drugs, and
so on.
They still don't understand, brother, that
inside that human being beats a
heart.
And when many of them were breastfeeding, when
a woman, believer or not, was
breastfeeding her child, she surely
said: God, bless this child. I don't
know how much longer I'll have to live to
support and raise children. Place your hand on the
baby's head. Bless this baby,
bless my son. It is not? received
a mother's blessing or admiration from someone else
. Even if, throughout all these years and
times, he has not been understood by
society, he
still has the Lord who loves all of
his creation.
The Lord loves all of his creation,
brother.
The Lord, looking down from heaven, showed
mercy and sent a member of
DARP
like an angel
into one of these establishments,
these institutions, carrying a
basket full of love,
mercy,
piety, attention,
affection, forgiveness, forgiveness
,
forgiveness.
And I hope that person will have an
understanding
and also comprehend that there is such a thing
as eternity,
where the Lord will dwell and does dwell, and we
also intend to be there with
them. Soon you will see a
conversion, a change in care, a modification,
an alteration in your behavior, and a
restructuring in your own life. May
God bless the brothers and sisters
who work hard,
whether in the big city, the backlands,
or the small, rural towns,
wherever the Lord sends you. as a member
of DARP. May God bless you, may
God give you enough strength to
face these storms that
arise, the [clearing throat]
incomprehension of many who are even
among us.
Because, brothers, they
still haven't understood
that God's love, and that God is
merciful,
sent his son to truly
warn or convert those who walk in
sin and who still seek gods of all
kinds, seek idols of all kinds,
but brothers are still not prepared
to understand what
the brother has to say and
offer to all of them. It wouldn't be so
difficult, brother, for us to understand this, because
the Lord's mercy triumphs in
judgment. The Lord's mercy is very
great toward all his creation. He
always gives them one or two or more
opportunities
to come back, get up and rise again
.
That's the heavenly secret,
and it still bestows gifts, doesn't it? And it is in this
constant diversification of gifts,
as described in First Corinthians, chapter 12,
that we begin to perceive the
diversification of gifts that the Lord is
pouring out and has always poured out upon the
face of the earth, where some produce a certain
quantity, a certain percentage, while others
produce other amounts.
But the heavenly gifts that the Lord
pours out on everyone—to teach,
admonish, counsel, exhort
,
rebuke, instruct—all these things,
brothers and sisters, are being
poured out on the face of the earth in these last days. And we
who are serving the Lord
need to be careful, don't we, to
enter these institutions
under the blood of our Lord Jesus
Christ, [clearing our throats] knowing
that the greatest defense is when we are
behind the Lord. Isn't it because the Lord
gave the brother greater understanding,
greater strength, and a longer
ministry that the Lord
[clearing throat] bestowed upon the
brother all the wisdom necessary to
save souls and provide the
necessary path? No, it's not like that, brother.
Spirituality above all else,
especially understanding that the Lord
should always be at the forefront of our lives. What
if, starting with understanding, with
spiritual strength, with the works that God
is doing in our lives, we begin to
want to shift our focus and have a degree of
superiority above what the Lord
has established in the Bible, in His
word, and in His teachings? The
best thing we can do is step back,
step back, step back, and always keep the Lord
in front of us. [snoring]
Never let your brother prevail because of your time
in ministry, your knowledge, or the
family you have within the
ministry. Never do that. Always
following the Lord and asking Him for
guidance, asking Him for a leader,
asking Him for new alternatives,
and in unity of spirit, together with
the entire ministerial body of your
region, obeying the older servants of God
, being submissive, as it is
written in Second Timothy,
submission, seeking guidance from the
older members of your region, of your state,
respecting the servants of God. Because if
they feel it and say, "Wait a
little longer, brother, wait a
little longer," don't retaliate. Wait a
little longer.
If he speaks to you, move forward, move forward,
move forward with understanding, brother, without
solicitude. Don't overstep the boundaries
that have been established for your
work. For example, if I'm in
DARP and I start taking care of
evangelism in the congregation itself,
and I go to the co-worker and say, "Look,
now evangelism is our responsibility, DARP,
you don't get involved with that." No,
no, no. That co-worker, that
elder, that deacon, or that brother
he designated to attend
family meetings, meetings for the
sick, they were appointed by the
ministry. DARP, brother, is the
religious assistance department
for evangelism
in many institutions that the Lord
indicates to us, that we are approved for
in the general meeting, in the regional
ministerial meeting.
No, we don't need to enter the
congregations unless we are
called. If they say, "Look, could the..."
Brothers, can you help us? We will help
in whatever way is needed. We are
always available for God's work, but
our work is truly
fieldwork. We go to
prisons, we go to
rehabilitation clinics or drug addiction treatment centers
. We'll go to the hospitals, and also to
the security forces, the army, the
air force, and military barracks in general. Let's
do this job. And if one day
we are called by the co-worker, by the
elder, to take care of this part here
as well, that's no problem. But let's not
force anything, brother, because the
workload you've outlined and left
at our disposal is already very heavy.
Where in the morning we will see some
results from the meeting we had in
preparation for today's meeting.
The hands will hear the brothers say:
"There is so much to be done."
The growth and
development process of DARP is already reaching
a stage it hasn't yet reached. It was different at first
. There were many brothers in the
ministry here in São Paulo, the
capital, who began to develop this
work. And when development occurred
in other states, they were assigned
to go there. Go to that state, teach
them, go to that big regional office they
have, go there, teach them.
It turns out that with this evolution, this
development and this growth of the
work, those guys over there are doing it too.
Those guys over there are doing it too, those guys over there are
doing it too. So, with this, with
that, we were creating multipliers,
because they were irreplaceable, brother, they already were.
For example, here in Brazil we had
the gift, in 1910,
of receiving our dear and missed brother
Luís Francescon.
But there came a time, brother, when he made
10 trips to Brazil, and he did so
with great wisdom because he was
working on the evangelization of the
Brazilian people.
And he didn't do it like I did, like I've already done and like I
'm still doing. And many others did the same, but none
equaled the evangelistic work
of that holy man. He would come to
Brazil and stay for a month, a year, a year and two
months, a year and eight months, a year and nine months.
I have written down in my diary all
10 trips he operated.
His last trip to
Brazil was in 1948. Look, from 1910 to 1948, that's 38 years of
evangelization. And each trip lasted more
than a year, always more than a year here,
without returning home.
So, brother, the result of that evangelistic work
was the development at that
time of a large number of people
who began to understand this doctrine and
began to follow the paths
that we still follow today.
Look, my dear friends, one day
he said to the elders: "The
ministry of that time, brothers,
my time has come to depart.
I'm going back to my nation now. I
lived in the United States, and there I have a
lot of work to do. And I see that here in
Brazil the Lord has already rested upon the
brothers with much understanding.
And the brothers resolve issues that I
have difficulty with. See how humble they are. I
have difficulty resolving things, so I
feel like I'm an unnecessary person, an
unnecessary element.
I'm going there because there's a little work
for me there too.
[clearing throat]
And here the Lord will surely enlighten the
brothers, and the work will certainly continue to
grow." That's what
he learned from, from
the apostle Paul when he entered
Corinth, [snoring]
in Ephesus, in Colossae, in Galatia, and so many
other places in Rome, as
described in the Bible. And it wasn't overnight
, brother, when he was
converted on the road to Damascus. That's
biblical, it's in the Bible. He spent three years
without returning to Jerusalem. He spent some
time with the apostles who lived there. in
Jerusalem, including Peter. Then he
continued his evangelistic journey
to all these other nations.
See how interesting this is, brother. 12
or 13 years without seeing Peter, but
working, working. And Corinth
began to form a marvelous city,
where the Lord poured out many of the
heavenly gifts,
matters that were not mentioned by the
Lord Jesus when he was physically present.
Paul developed, Paul worked,
spoke,
and managed to develop
Christian doctrine. Well, but one day he said to the
brothers: "Brothers, I have finished the race, I have
fought the good fight, I have kept the faith, and
now, brothers, what remains for me is the crown
of eternal life." "I am going to Jerusalem, and you will
see my face no more."
That brotherhood, looking at him, already an
old man, remembering all that he had taught,
embraced him and wept.
Yes, but he had to leave. The day
of our departure arrives, as our brother
Franciscão also said. So, Paul
left, and God knows, the Bible recounts
something, and God knows what happened
in the way he went, uh, rather than the
way the Romans treated
him. History tells,
but he didn't learn alone. He
learned from the Lord Jesus.
Because on that day, when he later
resurrected,
the Lord Jesus gave his final explanations,
and suddenly they were all there by the
sea, right? The Lord began to
leap, to ascend, ascend. Peter, who had
a close relationship and knowledge, like
the apostles, a
considerable closeness with the Lord

Brothers, please understand that the scope of this

coordinating brothers from various DARPs throughout
Brazil. And following the topics

draw our attention to the need for the work
of our brothers and sisters to
evolve and be well-
structured. It
began with non-centralization,
then guidance on periodic visits
to institutions, closer relationships with the
older, elder members who preside, and
guidance that the
coordinating brothers should work with the
teams that work alongside them
. Let us remember, brothers, that in the
Holy Scriptures
we have several examples that
guide us not to work alone.
In one of the wonderful proverbs that
Solomon wrote, it says: "Where there
is no wise guidance, the people perish, but in the
multitude of counselors there is safety." A
multitude of advisors means it's not just one person
, it's several. Therefore, it is
important that the coordinating brothers
develop the teams, assemble the
teams, and guide them to work
together, not to make decisions alone, and
not to act alone. And one
important detail, brothers, when we talk about a team, we mean
unity.
A team is a combination of talents,
collaborators, and virtues. And to each one
God appoints, or God gives, a portion.
But one portion with brother A, another
portion with brother B, the combination of all
these insights creates the team and the
work flows. It is important that the
coordinating brothers also guide the
team members that in God's work

in the teams and in the work not only of
DARP, but in all of God's work, it is not
appropriate to have a star,
a team does not need to have someone
who is a star. I'll take a moment here,
brothers, to relate an event from a
certain region where a brother
held evangelistic meetings in a
particular establishment; he and

prevented him from going, even though he had other, good
people on the team, he would call
the director of the institution and say:
"Look, there won't be an evangelization meeting today
because I can't go."
And he disregarded all the other
members, brothers, it's important that the
coordinators guide the team. You don't
need to be a star. The only star that
shines among us is the Lord Jesus
Christ.

for minors and also in clinics for

therapeutic units, where there is
this question of whether
we can celebrate Holy Communion in these
places. Look, Brothers and sisters, focusing on the
spiritual aspect and the foundation of Holy
Communion, you observe that
when we partake in Holy Communion, we must
be in communion with our
local brotherhood, with our ministry,
and obviously with the entire brotherhood and sisterhood, and
in communion with God, isn't that right,
dear ones? So, Holy Communion is
celebrated in congregations,
and all who participate
must be in communion with the entire
brotherhood and with the ministry.
This is aimed at the spiritual aspect and,
obviously, in communion with God, right?
We must be horizontally
at peace, in communion with everyone, and
vertically with God. Is that right,
dear ones? So, one of the observations is
this: those who are in prison,
in a juvenile detention center, in a
drug rehabilitation clinic, or
even in a hospital,

health conditions, or in treatment.

need for them to partake in Holy Communion
because they are separated from the
church community. Obviously, God
will not hold them accountable. It's about taking Holy

taken Holy Communion. Obviously not. And
on the other hand, brothers and sisters, there's the issue
that we take Holy Communion as
the word of God commands, right?
Wine is served, right? Which symbolizes the
blood of our Lord Jesus Christ. And
all those who are in these conditions
should not drink alcoholic beverages. And
wine, obviously, wine has an
alcoholic content. So,
this guidance is given that
Holy Communion should not be held in these places precisely
because there isn't a structure
to hold Holy Communion
within a clinic, right? Within
a prison unit, there aren't the conditions,
right, brothers and sisters? There aren't the conditions to hold
Holy Communion there. So, it doesn't justify
those who are in this condition taking
Holy Communion merely as a ritual. No,
Holy Communion is not a ritual, it's a
commandment
of the word of God, right, that our Lord
Jesus Christ, on the night he was
betrayed, took the bread, blessed it.
This is my body which is Shared among
you. Eat of it, all of you. This is my
blood, the blood of the New Testament that
is shed for you, which is my blood.

work there in Belo Horizonte. God It
has honored us. And in 2020,
we had the first state meeting in
the state of Minas Gerais.
And
with that, brothers, we had the participation
of several brothers from São Paulo, who
were with us there, and we had the
honor of Brother Francisco being with us at that
meeting.
And one of Brother Francisco's requests
was that the
state of Minas Gerais could advance in its
work, not only in Belo Horizonte, but
that we could also advance in the
regional areas within the state. At that
time, we were 22 DARPs in 16 or 17 RRMs,
and
we came into the pandemic, seeking
structuring,
and the DARP of Belo Horizonte also
needed structuring.
We had a little over 40
service points within the DARP of Belo
Horizonte. And God prepared that work was done
together with several brothers, right?
Together with our brother Paulo Jordelino,
our coordinating elder of the DARP there with
us in Belo Horizonte. And God
prepared, brothers, for the creation of
several departments within the secretariat
of... DARP. And with that, things
progressed. And today, thank God, the
DARP Belo Horizonte, during this period, has experienced
significant growth,
but the state grew along with it during this
period from 2024 to 2026. Within the
state of Minas Gerais, we went from 22 DARPs
to 50 DARPs.
So this is a gift from God, with
growth of over 130%,
brothers and sisters, right? So, God has honored us, and continues to
honor us. And with this, brothers and sisters,
the possibility of
creating a commission to take
care of these DARPs
within the state was brought to the Council of Elders of the State of Minas Gerais. Together with the
coordinators of each region, God
prepared a state commission.
This commission works under the
guidance and direction of the
state presidency. God arranged for
our brother Silemon Tito, an elder of the
state, one of the coordinators of the state
of Minas Gerais, to come forward. Presiding over
us within this commission, and with that,
brothers, the work has progressed
in the RRMs, it has also progressed in the
structural part.
Ah, one of the things we have been seeking
a lot, brothers, is to grow, but to grow in a
structured way. Not to have growth without
structure, without support, because it's no
use having growth
and then having to redo the work
again or having to rebuild
what was done. So,
today we are seeking this work
together with the State Council so that
we can provide assistance to all the DARPs
within the state of Minas Gerais with the
eyes, you know, of the brothers who
preside over us, over the state.

meeting now on
July 19th, the state meeting there in
Belo Horizonte. God prepared that it
was presented in sector
one, which is where the work
also began there in the state of Minas Gerais.
Today, within the state of Minas, we have
76%
of the prison units. The DARP already exists
within these units. So this is
wonderful because we can,
brothers, measure the numbers. Well, we've got
the number of each prison unit
within the state. We're already doing
focused work within those that do

Today it is our brother Anselmo do Amaral,
he was nominated by the elders of the
state of Rio de Janeiro to be,

he mediates between the

we brought it to his attention, and he took it to
the CAI. The CAI approved, brothers, this
restructuring work
of the DARP (Department of Religious Affairs) in the state of Rio de Janeiro.

work to advance the
growth of the DARP work in the
state of Rio de Janeiro. Today we
already have the DARP established in nine regions, brothers
. There is a DARP, which is a
specific location, a strategic location
called Volta Redonda. It is not an
administration either, it is not a
It was created regionally in 2018, and
then in 2022 it was created
statewide, encompassing all
regions. So, our idea
for growth is to have the DARP (Regional Action Plan)
present in all regions, in all
administrations,

are created in these locations as an
extension of the regional office. So today we
have around 10 DARPs, as

DARP is a strategic location because it's not
an administrative center. And our idea
now is to create, we already have four DARP
extensions created. We will create, brothers,
20 more DPS extensions linked to
regional centers, making a total of 24
extensions in the state of Rio de Janeiro
throughout 2026 and
2027. Of course, without rushing, without haste,
well-structured, always talking with
the older elders. We
also have the group, brothers, which is Gai
, the state support group. It is
helping us because we have to
put all the information into SIGA.

older members of GAI who are helping us
structure the DARP program in the
state of Rio de Janeiro. Meetings,
