Best Vs Worst States in India | Open Letter
If I ask you which are the top five states of India, then perhaps you
will take the name of these five states, but according to the report of NITI Aayog,
Gujarat, Maharashtra and Karnataka are not even remotely among the top five states
of India . If I ask you, which are the worst five states of India, then perhaps you
will take the name of these sick states, but
you will be shocked to hear the names of the bottom five states of this report. If we talk about Union Territories, then Total Eight UTGs are also in this list.
How did Delhi come to fifth place? Why has Jammu and Kashmir
been given a higher score than Delhi in this report? Niti Aayog is a government agency and according to it,
out of the top 10 states of India, only three have BJP government. Zero Hunger
is an indicator in this report which measures how much hunger is there in which state.
The two states whose names appear among the worst performing states on this indicator,
you can't believe your ears. You will be able to know how the suicide rate of beautiful and
peaceful states like Sikkim and Andaman has become the highest. There is a state which
is called Bimaru but its literacy rate is more than some Sadan states. I got to know many such
shocking facts from this report. Modi government
is criticized from the beginning for the fact
that it hides the data. His government does not make the information public but this report of NITI Aayog has
started getting published since 2018. How accurate and believable it is and most importantly, how unbiased it is. Let's
see right now a race is going on among the big states of India
as to whose GDP will touch trillion dollars first
. Eight Indian states can touch trillion dollars by 207. Every big state

publishes this report every year since 2018, in which all the states and union
territories of India are evaluated on some indicators and then numbers
are given out of 100, on the basis of which the final ranking is prepared. The name of this report is
SDG India i.e. Sustainable Development Goal of India. In 2015, UN has published many issues like
Hunger, Poverty, Climate Change. Some goals were set to tackle the factors by 2030
and these are called Sustainable Development Goals and
on the basis of these indicators, NITI Aayog prepares its own local report in which some
other factors are also considered. In this year's report,
all the states and union territories have been evaluated on 16 indicators
. Before talking about the top states, let us talk about the bottom states. I had just told you that if I
ask you then maybe you will take the prize of so called BIMARU states but actually in this
report they have been placed in the bottom five states. In this, Bihar and Jharkhand
were expected but the remaining three states come from the North East. In fact, the sixth
state is also Assam. UP, MP, Rajasthan which are considered BIMARU
are actually scoring better in 2018 when the report was published for the first time
. India's overall average score was only 57 out of 100, which has improved over the years
to reach 71. In this year's report, all these states are top gunners.
That is, the states which have shown maximum improvement
in comparison to last year, if we look at parameter wise, then
there has been improvement in climate action and poverty reduction. Look at this chart, these
are the total 16 indicators on the basis of which this report has been made. The best score in this is in SDG 6, 7 and 11,
which are mostly all the indicators related to the environment. Rest of the indicators are also
mostly It is in green only but there are three such indicators which are in yellow i.e.
they have got less than 65 score and one comes in red i.e. the worst
performance is here and unfortunately these are the four indicators
which matter the most, SDG 2 i.e. Hunger in which India's average score
is only 52, SDG 4 i.e. Education whose average score is 61 and SDG 9
which is Industry Innovation and Infrastructure has also scored only 61.
In gender equality, we have not even been able to cross the half mark and
the score of these four indicators has increased a lot in comparison to 2018, but
it has not been as good as it should have been. First of all, let's talk about education.
The factors on which states are evaluated in education include
the basic infrastructure of the school, enrollment and dropout rate, how many schools
have computers and literacy. Many factors are considered. These are the top five states in quality education
and Bihar, Odisha, Meghalaya , Assam and Nagaland come in the bottom five
and this is their complete ranking. If we talk about Union Territories
, Delhi, Chandigarh and Puducherry are sitting at the top. Now let me ask you a question,
if you have to rank UP, Jharkhand, Chhattisgarh and Andhra Pradesh in literacy rate
, then whom will you rank at the top? According to me, most of you
would have placed Andhra Pradesh on the top without thinking much, but in reality,
the literacy rate of Andhra Pradesh is lower than these three states. The literacy rate of Andhra Pradesh
is only 68, while that of UP is 72, Jharkhand and Chhattisgarh are almost 75.
Even if we look at the overall score, the ranking of Andhra Pradesh comes at 20th, while Uttar Pradesh is
19th, Jharkhand is 16th and Chhattisgarh is 16th. It is at number 13. What is even more shocking is that
Chhattisgarh is ahead of Karnataka in this ranking, whereas Karnataka and Andhra Pradesh
are considered more educated and
many people count Chhattisgarh among the BIMARU states. Let me tell you another shocking fact. If you look at the gross enrollment ratio of how many children take admission in class 11th and 12th,
then Gujarat
is only 48.2. If you look at this entire list,
Gujarat's ratio is In this matter, it is much worse. For comparison, the ratio of UP is
51 and that of Jammu and Kashmir is 53. In fact, the overall ranking of Gujarat also comes at 18th
i.e. the quality of education in states like Jharkhand, Rajasthan and Chhattisgarh
is much better than Gujarat. For me personally,
the performance of North Eastern states in this list was quite shocking because they seem to be very educated
but in reality three North Eastern states are in the bottom five. There are states and
there are five states in the bottom 10. If we talk about SDG 3 i.e. quality health care,
Gujarat, Maharashtra, Uttarakhand, Himachal and Karnataka come on the top in this list
and MP, Chhattisgarh, Assam, UP and Nagaland come in the bottom five. It was also surprising for me
that Bihar does not come in the bottom five. In fact, Bihar comes seventh from
the bottom in this list. In this indicator, from child mortality to HIV TB
Road Accident Life Expectancy and Suicide data is analysed.
If you look at these rankings, some things are quite surprising in it, like
if you believe this data, Tripura and West Bengal
have got a higher score than Tamil Nadu and Jharkhand's score is equal. This is mostly due to two regions, one is
that the score of road accident death in Tamil Nadu is double the national average and second is
in children of 9 to 11 months. The score of the vaccine given
is much below the national average. In fact, the score of Kerala is also much less than the national average in this category.
Similarly, the score of Manipur is much higher than Haryana and surprisingly
if we look at the performance of Puducherry, it is much worse. Puducherry
is at the bottom among the Union Territories and its overall score is also only 65 whereas Puducherry is also
considered a developed UT. It is top among the Union Territories. But there is Delhi whose score is 93. Chandigarh and
Jammu and Kashmir come at second and third place. Another thing in this list
was quite concerning and that is, if we look at the data of suicide rate, then there
is a very concerning situation in Sikkim and Andaman. Apart from this, if we look at the top five states, then Sikkim has the highest score.
Next is Kerala, Chhattisgarh, Telangana and Tamil Nadu and Bihar has the lowest rate of death
by road accident. After Tamil Nadu, the worst situation comes.
The score of these three of Telangana and Ladakh is much higher than the national.
If we talk about ADG 9 i.e. Industry Innovation and Infrastructure, then to judge the service sector
employment manufacturing innovation score is how much penetration of 3g and 4g. And
how many houses have mobile phones? All these factors have been considered.
To judge the hard infrastructure, only one factor has been taken and that is
how many areas are connected to the Pradhan Mantri Gram Sadak Yojana. The
top five states in this category are Goa, Haryana, Kerala, Punjab and Tamil Nadu. It
was getting a bit difficult for me to read the industry and Kerala together. Infrastructure I
am sure they will be good. In this list, West Bengal
is higher than Karnataka, Gujarat and Maharashtra. Which may be a little difficult for anyone to digest,
but if you actually look at the factors on which these states are rated, it
makes the most sense because very basic factors have been considered,
like these categories, look at the houses in which at least one mobile phone is available, villages
where there is 3G and 4G coverage and what is the share of service in the total employment,
what is the share of manufacturing. Some interesting data is seen in this
like if we look at the data of manufacturing employment, Gujarat has the highest number
of people employed at 23 but the states after this are a bit unusual.
After Gujarat, there is West Bengal where 18.75 people are employed in the manufacturing sector.
The third state is Goa, fourth is Punjab and fifth is Tamil Nadu. Manufacturing employment is
mostly in the rest of the states. If we look at employment in the service sector,
Chandigarh is at the top, where 76 people
are employed in the service sector. Goa, Mizoram, Kerala, Tripura and Sikkim are among the top five states.
In all these states, people are very dependent on the service sector.
If you look at the data of innovation score, it is quite shocking. India's average of innovation index is 36 out of 100
and this is the highest score. This is Manipur and after that is Karnataka,
Uttarakhand, Telangana and Haryana. SDG 8 is related to the economy which specifically focuses
on jobs and economy growth. In this, states have been judged on a total of eight factors
out of which only four factors are useful. Unemployment rate, capita growth on labor
force penetration and how many people are without any social security
in the non-agricultural sector. The remaining four factors
include ATM and bank branches, Jan Dhan account, I did not find them that relevant in this category,
but the growth rate of per capita income is the highest in Bihar at 9,
followed by Goa, Nagaland, Odisha and Gujarat, which also makes Bihar high
because the per capita of Bihar is very low, so if there is growth in it, its
percentage will always be seen to be higher in Union Territories.
The per capita income is increasing at the fastest rate of 10% in Chandigarh.
Detailed data is not given in this , but an impressive % growth is seen in Jammu and Kashmir, whereas
the least growth is seen in Meghalaya, Andhra Pradesh, Punjab, MP and Sikkim. But
if we also count the inflation, then in most of the states
there is not much difference in the real per capita income of the people because inflation has increased more than the income
has increased. If we look at unemployment, personally I did not find even a single state
credible. Unemployment has become a big issue in the entire country today.
Big prestigious colleges are not able to place their students.
But in this report, most of the states have shown their unemployment rate
not more than 4 to 5. Only Goa has quoted at 10 and Kerala has quoted at 8.4, Assam
, Jharkhand, MP and Tripura. So even on 2, it has not been mentioned, UP's is at 2.6 and West
Bengal's is at 2.3 which according to me seems far away from the ground reality. Rest
of you people, whichever state you are from, can pause the screen once and look at it and then comment and
tell whether you feel it is right or wrong. Apart from this,
what surprised me the most in this indicator is the Labor Force Participation Rate i.e.
how many people aged between 15 to 59 years are engaged in work. The rate of Bihar and Delhi is the same. The bottom
five states include Bihar, Haryana, Manipur, Punjab and UP and among the Union Territories,
after Lakshadweep, the worst performance is of Delhi whose participation rate
is only 50.4. For comparison, Bihar's is 50.5 i.e. Delhi is just a little more.
Whereas our national average is 61.6, I find this data quite believable
because nationally our female labor participation rate is only 37, hence
the data seems quite accurate. But at the same time, it is also quite concerning that two-
thirds of our women are not able to participate in the workforce. Nowadays,
free twenty is trending in our country. Records of distributing free seeds in every election
are being broken, due to which the states are Fiscal health is greatly affected. Some
time ago, NITI Aayog had published a report of Fiscal Health Index,
the findings of which are quite interesting. The fiscal condition of our states
looks something like this. In this, green color means healthy state and red means the condition
is bad. As you can see, Odisha, Chhattisgarh, Goa, Jharkhand
are performing very well. Goa is doing very well and this is the top five list and
it has this. The list of top 10 comes in fact, Odisha, Goa, Chhattisgarh and Gujarat
are consistently performing very well whereas
the fiscal health of Punjab, Kerala, Andhra Pradesh, West Bengal and Haryana is very bad. Let us assume that Punjab
is lying on ventilator. This report shows that the quality of expenditure of Tamil Nadu
is very bad due to which their score becomes very low. This is a matter of states,
but let us talk about how sustainable and livable our cities are. It has been evaluated
in SDG 11, in which mainly cleanliness related factors
have been taken such as capacity of solid waste aggregation, sewage treatment plant, door to door
waste collection, how many toilets have been built under Swachh Bharat Mission, but here
I was surprised that they have
not talked about air quality and water quality anywhere. In the category of door to door correction, mostly the states have a score of 90.
And the national average is 97, which means that
door to door waste is collected in 97 wards of the country i.e. in the colonies. According to me, this claim
seems a bit exaggerated. If door to door waste collection was being done in 97 wards every day,
then we would not have seen heaps of garbage at various places and that is why
you can fact check this also in the comments. Tell me whether it is done daily in your city. Whether the Municipal Corporation
comes to collect the money or not? The second factor is
the capacity to treat the amount of sewage generated in the urban areas, in which Gujarat, Maharashtra, Odisha,
Uttarakhand and Himachal have very good performance.
Maharashtra comes in the top five in the list of overall sustainability, Gujarat, Punjab, Uttarakhand and Sikkim and
the worst performers are Nagaland, Meghalaya, Arunachal Pradesh, West Bengal and
Bihar, Chhattisgarh. There is a score of 100 out of 100.
Apart from all this, the most interesting data that comes out is SDG 2 i.e. Zero Hunger.
In this, the data of two indicators is most important. One is the number of children under 5 years of age
who are underweight and second, the number of children under 5 years of age who are stunted.
Meaning, whose height is not as much as it should be. If we look at the first indicator,
then there are some in the category of worst performers. Shocking names come out.
The national average of this category is 32 and the worst performer is Gujarat, where 40 children are underweight.
Next is Jharkhand, Maharashtra, Karnataka and Assam, i.e.
rich states like Gujarat, Maharashtra and Karnataka are also lagging behind in basic health care and nutrition.
Gujarat and Karnataka also have a very poor performance in the category of stunted.
Gujarat is fourth worst in the overall ranking too and Maharashtra is the sixth worst performer
. That there should be a wakeup call for these governments, but
what difference does it make to the people sitting inside Karnataka who are fighting over the language?
They have to understand from the stunted and underweight children that showing expensive fancy buildings
does not actually fill people's stomachs. Apart from this,
you can read all the indicators in this report individually. I will give you the link of this report
in the description. You can read it comfortably. Finally, overall, this year's top
states. Uttarakhand is in the top five states, Kerala, Tamil Nadu,
Goa, Himachal Pradesh and Union Territories, Chandigarh, Jammu and
Kashmir and Pondicherry are in the top three. If you ask me personally, overall this report
is quite good and comprehensive but at many places it does not seem accurate. At many places, there is a problem in digesting the data
or at many places it is marked on the basis
of many basic factors.
And whatever data has been taken in it, it
has not been given by the Ministry of Statistics or the respective ministry but still this
